Regulations on the procedures and formalities for certifying the technical safety quality and environmental protection of imported, manufactured, and assembled motor vehicles within the jurisdiction of the Ministry of National Defense.
Circular No. 67/2024/TT-BQP dated October 14, 2024, issued by the Minister of National Defense, stipulates the procedures and formalities for certifying the technical safety quality and environmental protection of imported, manufactured, and assembled motor vehicles within the jurisdiction of the Ministry of National Defense, to take effect from January 1, 2025; amended and supplemented by:
Circular No. 130/2025/TT-BQP dated November 25, 2025, issued by the Minister of National Defense, amending and supplementing certain provisions of Circular No. 67/2024/TT-BQP dated October 14, 2024, issued by the Minister of National Defense, regarding the procedures and formalities for certifying the technical safety quality and environmental protection of imported, manufactured, and assembled motor vehicles within the jurisdiction of the Ministry of National Defense, to take effect from November 26, 2025;
BASED ON THE ROAD TRAFFIC ORDER AND SAFETY LAW dated June 27, 2024;
Pursuant to Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of National Defense;
At the proposal of the Director of the General Department of Technology;
The Minister of National Defense issues this Circular to regulate the procedures and formalities for certifying the technical safety quality and environmental protection of imported, manufactured, and assembled motor vehicles within the jurisdiction of the Ministry of National Defense.[1]
Chapter I. GENERAL PROVISIONS
Article 1. Scope of Regulation
Article 1. This Circular stipulates the procedures and formalities for certifying the technical safety quality and environmental protection of imported, manufactured, and assembled motor vehicles within the jurisdiction of the Ministry of National Defense.
Article 2. Imported, domestically produced, and assembled motor vehicles certified by the Vietnam Motor Vehicle Inspection Agency for technical safety quality and environmental protection are not subject to the regulations of this Circular.
Article 2. Applicability
This Circular applies to agencies, units, enterprises, organizations, and individuals related to the importation, production, and assembly of motor vehicles within the jurisdiction of the Ministry of National Defense.
Article 3. Explanation of Terms
In this Circular, the following terms are understood as follows:
1. Motor vehicles including automobiles, trucks, specialized automobiles, trailers, semi-trailers, motorcycles.
2. Production and Assembly of Motor Vehicles is the process of creating complete motor vehicles from components, sub-assemblies, parts, systems, and assemblies.
3. Importing, Producing, and Assembling Facility is a non-military enterprise with the function of engaging in the business of importing, producing, and assembling motor vehicles as prescribed by law, or enterprises producing and assembling motor vehicles that have signed technology transfer contracts for vehicle assembly with foreign manufacturers, and military units assigned the task of importing, producing, and assembling motor vehicles.
4. Certification of Technical Safety Quality and Environmental Protection of Imported, Manufactured, and Assembled Motor Vehicles is the process of inspecting the configuration, testing, and evaluating the combat-technical performance of motor vehicles, excluding the combat-technical performance of specialized equipment approved by the Chief of General Staff.
5. The Quality Certification Authority (commonly referred to as the quality certification authority) is the Motor Transport Department under the Logistics and Engineering General Department.
Article 4. Principles for Importing, Manufacturing, and Assembling Motor Vehicles
1. Brands of motor vehicles imported, manufactured, and assembled must be carried out according to programs, projects, proposals, plans, and tasks approved by the Ministry of National Defense.
2. Brands of motor vehicles imported, manufactured, and assembled shall have their configurations and basic combat-technical performance approved by the Chief of General Staff.
3. Motor vehicles produced and assembled must be constructed in accordance with approved design documents or recognized documents ensuring requirements for technical safety quality and environmental protection.
4. Facilities producing and assembling motor vehicles must inspect and accept the quality of vehicles before shipment, issue a Shipment Certificate for each vehicle, and bear responsibility for the quality of vehicles shipped out.
Chapter II. PROCEDURES AND FORMALITIES FOR CERTIFYING THE TECHNICAL SAFETY QUALITY AND ENVIRONMENTAL PROTECTION OF IMPORTED, MANUFACTURED, AND ASSEMBLED MOTOR VEHICLES
Article 5. Procedures and formalities for reviewing, approving, or recognizing design documentation for domestically produced and assembled motor vehicles
1. Production facilities, assembly units, or ordering entities shall prepare one set of documentation to request review, approval, or recognition of the design documentation for the production and assembly of motor vehicles, which shall be submitted directly or sent via public postal services (or military postal services) or electronically to the Motor Vehicle - Transport Department under the Logistics and Technical General Department.
2. Documentation for requesting review, approval, or recognition of the design
a) In the case of motor vehicles produced and assembled according to new designs, it includes:
A letter requesting review, approval, or recognition of the design documentation in accordance with Model No. 01 attached as an appendix to this Circular;
Technical design descriptions and technical drawings in accordance with Model No. 02 attached as an appendix to this Circular;
Copies of decisions approving plans, projects, programs, tasks, or other related documents;
Copies of decisions by the Chief of General Staff approving the basic configuration and combat-technical capabilities of the motor vehicle;
b) In the case of motor vehicles produced and assembled according to designs bearing foreign brand names, it includes:
A letter requesting review, approval, or recognition of the design documentation in accordance with Model No. 01 attached as an appendix to this Circular;
Copies of decisions approving plans, projects, programs, tasks, or other related documents;
Copies of decisions by the Chief of General Staff approving the basic configuration and combat-technical capabilities of the motor vehicle;
Certified copies by the technology transfer party of the technical drawings of the motor vehicle (showing: general layout of the vehicle; basic dimensions of the motor vehicle; seating and bed layout; location of lights and rearview mirrors; width of the cab and cargo box dimensions for cargo-carrying motor vehicles);
Certified copies of the technical specifications and basic capabilities of the motor vehicle produced and assembled by the technology transfer party;
c) In the case of motor vehicles produced and assembled according to design documentation that has been reviewed and approved by the Vietnam Inspection Agency, it includes:
A letter requesting review, approval, or recognition of the design documentation in accordance with Model No. 01 attached as an appendix to this Circular;
Copies of the approved design documentation; copies of decisions approving plans, projects, programs, tasks, or other related documents;
Copies of decisions by the Chief of General Staff approving the basic configuration and combat-technical capabilities of the motor vehicle.
3. Review, Approval, or Recognition of Design Documentation
a)[2] Within seven days from the date of receipt of complete and valid documentation, the Director of the Motor Vehicle - Transport Department under the Logistics and Technical General Department shall decide on the approval or recognition of the design documentation for production and assembly in accordance with Model No. 03 attached as an appendix to this Circular. In cases where the review is complex, the maximum time period shall not exceed fourteen days;
If the documentation is incomplete or invalid, within three working days, the Motor Vehicle - Transport Department under the Logistics and Technical General Department shall notify the production facility, assembly unit, or ordering entity in writing to supplement the documentation;
b) Establishment of the Review Board
The Review Board for design documentation shall be established by the Director of the Motor Vehicle - Transport Department under the Logistics and Technical General Department;
The Review Board shall organize inspections and comparisons of the contents of the design documentation with the basic configuration and combat-technical capabilities of the motor vehicle approved by the Chief of General Staff, and record these findings in the minutes of the review;
If the design documentation meets the requirements, the Review Board shall submit to the Director of the Motor Vehicle - Transport Department under the Logistics and Technical General Department for a decision to approve the documentation;
If the design documentation does not meet the requirements, the Review Board shall notify the production facility, assembly unit, or ordering entity to make corrections and improvements. The time taken for corrections and improvements shall not be included in the review, approval, or recognition period specified in point a of this clause;
c) The decision to approve or recognize the design documentation for production and assembly in accordance with Model No. 03 attached as an appendix to this Circular shall be prepared in two copies, each having equal legal force, one copy to be retained by the Motor Vehicle - Transport Department under the Logistics and Technical General Department, and one copy to be sent to the production facility, assembly unit, or ordering entity.
Article 6. Procedures for certifying the technical safety and environmental quality of imported or domestically manufactured and assembled motor vehicles
1. The unit assigned by the Ministry of National Defense to directly purchase or the production and assembly facility or the ordering unit shall prepare one set of application documents for certification of the technical safety and environmental quality of motor vehicles and submit them directly, send through public postal service (or military postal service), or electronically to the Motor Vehicle Transport Department under the General Logistics Department.
2. Application documents for issuing the Certificate of Technical Safety and Environmental Quality
a) For imported motor vehicles, including:
A letter from the unit assigned by the Ministry of National Defense to directly purchase requesting issuance of the Certificate of Technical Safety and Environmental Quality according to Model 04 Appendix attached to this Circular;
A copy of the decision of the Minister of National Defense assigning the purchasing task to the unit;
A copy of the decision of the Chief of General Staff approving the basic combat-technical characteristics of the imported vehicle;
A confirmation document for imported goods serving defense tasks;
A copy of the import documentation with confirmation from the importing unit (the import declaration form and related documents showing the chassis number, engine number, and year of manufacture of the vehicle);
A copy of the technical specifications table of the vehicle;
An export quality inspection certificate issued by the foreign automobile manufacturing and assembly enterprise for each vehicle or other equivalent documents;
b) For motor vehicles given, donated, or provided as aid, including:
A letter from the receiving unit requesting issuance of the Certificate of Technical Safety and Environmental Quality according to Model 04 Appendix attached to this Circular;
Copies of decisions by the competent authority regarding the giving, donating, or providing of aid and related documents on the basic combat-technical characteristics of the vehicle;
c) For domestically produced and assembled motor vehicles, including:
A letter from the production and assembly facility or the ordering unit requesting issuance of the Certificate of Technical Safety and Environmental Quality according to Model 04 Appendix attached to this Circular;
A copy of the decision of the Chief of General Staff approving the basic combat-technical characteristics of the vehicle;
Copies of decisions by the Minister of National Defense approving projects, plans, tasks, or other related documents (if any);
An export quality inspection certificate of the production and assembly facility according to Model 05 Appendix attached to this Circular.
3. Authority and procedure for issuing the Certificate of Technical Safety and Environmental Quality for imported or domestically produced and assembled motor vehicles
a)[3] Within twenty-one days from the date of receipt of complete and valid application documents, the Director of the Motor Vehicle Transport Department under the General Logistics Department shall examine and issue the Certificate of Technical Safety and Environmental Quality for imported or domestically produced and assembled motor vehicles;
In case the application documents are incomplete or invalid, within three working days, the Motor Vehicle Transport Department under the General Logistics Department shall notify in writing the unit assigned by the Ministry of National Defense to directly purchase or the production and assembly facility or the ordering unit to supplement the documents;
b) Establishing the Quality Inspection Committee for Technical Safety and Environmental Protection of Imported or Domestically Produced and Assembled Motor Vehicles
The Quality Inspection Committee for Technical Safety and Environmental Protection shall be established by the Director of the Motor Vehicle Transport Department under the General Logistics Department;
The committee shall inspect the configuration, test, and evaluate the basic combat-technical characteristics of the motor vehicle approved by the Chief of General Staff and record the results in the inspection report according to Model 06 Appendix attached to this Circular;
If all technical specifications of the motor vehicle meet the requirements, the committee shall present to the Director of the Motor Vehicle Transport Department under the General Logistics Department for issuance of the Certificate of Technical Safety and Environmental Quality;
If some technical specifications of the motor vehicle do not meet the requirements, the committee shall notify the unit assigned by the Ministry of National Defense to directly purchase or the production and assembly facility or the ordering unit to rectify and perfect. The rectification period will not be included in the time limit for issuing the Certificate of Technical Safety and Environmental Quality as stipulated in point a of this clause;
c) Issuing the Certificate of Technical Safety and Environmental Quality without establishing a committee in the following cases:
Imported motor vehicles of the same brand, configuration, and basic combat-technical characteristics that have previously been issued a Certificate of Technical Safety and Environmental Quality;
Domestically produced and assembled motor vehicles of the same brand, configuration, and basic combat-technical characteristics and from the same production and assembly facility that have previously been issued a Certificate of Technical Safety and Environmental Quality;
d) The Certificate of Technical Safety and Environmental Quality for imported or domestically produced and assembled motor vehicles according to Model 07 Appendix attached to this Circular shall be prepared in three copies, each having equal legal force, one copy retained at the Motor Vehicle Transport Department under the General Logistics Department, two copies sent to the unit assigned by the Ministry of National Defense to directly import or the production and assembly facility or the ordering unit.
Chapter III. RESPONSIBILITIES OF AUTHORITIES, UNITS, AND ORGANIZATIONS
Article 7. The General Staff Department
Shall examine and submit to the Chief of the General Staff for approval the basic combat-technical configuration and capabilities of imported, manufactured, or assembled motor vehicles within the scope of management of the Ministry of National Defense.
Article 8. The Logistics and Technical General Department
1. Shall assist the Minister of National Defense in state management of technical safety quality certification and environmental protection for imported, manufactured, or domestically assembled motor vehicles within the scope of management of the Ministry of National Defense.
2. Direct the Motor Transport Department to be responsible before the Minister of National Defense and the Director of the Logistics and Technical General Department:
a) To direct, guide, and organize the implementation of work related to technical safety quality certification and environmental protection for imported or domestically manufactured and assembled motor vehicles;
b) Examine, approve, and recognize design production and assembly files for motor vehicles;
c) Organize inspections of technical safety quality and environmental protection; issue Certificates of Technical Safety Quality and Environmental Protection for imported or domestically manufactured and assembled motor vehicles;
d) Request experts to assess the level of danger of defective motor vehicles as a basis for timely and necessary decisions;
e) Manage and store technical safety quality and environmental protection certification files for imported or domestically manufactured and assembled motor vehicles in accordance with laws on road traffic order and safety and this Circular.
Article 9. Importers, Manufacturers, Assemblers
1. Shall be responsible for the legality and accuracy of information declared and documents submitted in the file, and comply with regulations and inspection decisions of competent authorities.
2. Shall be responsible for the origin, quality of motor vehicles; retain relevant information about motor vehicles for traceability.
3. Shall comply with laws related to intellectual property rights.
4. Shall retain registration files for technical safety quality and environmental protection certification and related documents ensuring the quality of motor vehicles in accordance with laws on road traffic order and safety and this Circular.
Chapter IV. IMPLEMENTING PROVISIONS[4]
Article 10. Effective Date
This Circular takes effect from November 26, 2025.
Article 11. Transitional Provisions
Imported motor vehicles serving defense purposes that have been cleared before the date this Circular takes effect shall not be subject to its provisions.
Article 12. Responsibility for Implementation
The Chief of the General Staff, the Director of the Logistics and Technical General Department, heads of agencies, units, enterprises, and organizations and individuals concerned are responsible for implementing this Circular./.

Design content
A. Technical design description of motor vehicles
The technical design description of motor vehicles must include the following basic contents:
1) Introduction: In this section, the purpose of the product design and the requirements that the design must meet should be introduced.
2) Overall layout of the designed motor vehicle, calculations of weight and weight distribution, selection calculation of special equipment installed on the motor vehicle (if any), basic technical parameters and characteristics of the designed motor vehicle.
3) Calculations of dynamic, dynamic performance characteristics and durability tests of components, assemblies, systems:
a) Calculation of dynamic characteristics of motor vehicles including: Traction dynamics and acceleration capability; lateral and longitudinal stability of motor vehicles in static condition when unloaded and fully loaded; calculation of stability during turning in unloaded and fully loaded conditions; braking efficiency calculation, stability of the vehicle when braking; stability of vehicles equipped with specialized structures when the specialized structures are in operation for vehicles such as: Cars, cranes, trucks with cranes, high-reach trucks, tipper trucks,...
b) Calculating and testing the durability of components, assemblies, and systems including: the vehicle frame; the body frame; the crossbeam of the floor or cargo box; the connection between the body or cargo box and the frame; the transmission; the drive shafts; the axle; the tires; the steering mechanism and power steering system; the braking mechanism and power braking system; the suspension system; the connection between special equipment parts and the frame (if applicable); other calculations (if applicable). In cases where there is a basis to conclude that the durability requirements for the aforementioned components, assemblies, and systems are met, the reasons for not performing durability calculations on these items must be clearly stated in the explanatory notes.
4) A list of main assemblies and systems used in the production and assembly of motor vehicles related to the design calculation content.
5) The general conclusion of the explanatory notes.
6) Table of contents and references used during the design process.
B. Technical drawings:
Technical drawings must be presented according to current Vietnamese standards and include:
1. General layout drawings
Including: General layout drawing of the automobile showing the basic dimensions of the motor vehicle; layout and installation size drawing of seats, beds, door sizes and positions, emergency exit doors, steps, walkways, luggage compartment sizes and positions for passenger cars; engine and powertrain layout drawing; layout and installation size drawing of lights and rearview mirrors; driver's cabin layout drawing showing control mechanism layout, seat installation size, overall cab width; cargo box layout drawing showing the cargo box dimensions (for trucks) and luggage compartment layout drawing showing the luggage compartment dimensions (for passenger cars); electrical system schematic drawing of the motor vehicle and installed electrical equipment; fuel system schematic drawing of the motor vehicle and fuel tank mounting structure on the frame; braking system schematic drawing; steering system schematic drawing.
2. Structural and installation drawings
Including: Installation drawings of assemblies and systems onto the vehicle (for vehicles designed from chassis without cabs that have been certified, only installation drawings of assemblies and systems onto the base vehicle are required); structural drawings and technical specifications of domestically produced assemblies and systems.

THIS POINT WAS AMENDED AND COMPLEMENTED IN ARTICLE 1 OF CIRCULAR NO. 130/2025/TT-BQP AMENDING AND COMPLEMENTING SOME ARTICLES OF CIRCULAR NO. 67/2024/TT-BQP OF THE MINISTER OF NATIONAL DEFENSE ON OCTOBER 14, 2024, REGULATING PROCEDURES AND PROCEDURES FOR ISSUING QUALITY SAFETY TECHNICAL INSPECTION AND ENVIRONMENTAL PROTECTION CERTIFICATES FOR IMPORTED, PRODUCED, AND ASSEMBLED MOTOR VEHICLES UNDER THE MANAGEMENT OF THE MINISTRY OF NATIONAL DEFENSE, EFFECTIVE FROM NOVEMBER 26, 2025.

[3] This point was amended and supplemented by Article 2 of Circular No. 130/2025/TT-BQP amending and supplementing certain articles of Circular No. 67/2024/TT-BQP dated October 14, 2024, issued by the Minister of National Defense regarding the procedures and formalities for certifying the technical quality, safety, and environmental protection of imported, produced, and assembled motor vehicles under the management of the Ministry of National Defense, which shall take effect from November 26, 2025.
[4] Article 3 of Circular No. 130/2025/TT-BQP amending and supplementing certain Articles of Circular No. 67/2024/TT-BQP dated October 14, 2024, issued by the Minister of National Defense, concerning the procedures and formalities for certifying the technical safety quality and environmental protection of imported, produced, and assembled motor vehicles under the management of the Ministry of National Defense, shall take effect from November 26, 2025, as follows:
Article 3. Implementation Provisions
This Circular takes effect from November 26, 2025./.
