This Decision stipulates the regulations on special allowances for officials and staff working at the Vietnam-Friendship Hospital, Thong Nhat Hospital, Da Nang Central Hospital under the Ministry of Health, Central Preventive Medicine Departments 1, 2, 2B, 3, and 5, Department A11 of the 108 Central Military Hospital, and Department A11 of the Military Traditional Medicine Institute.
1. The level of allowance equal to 3.0 times the national minimum wage shall be applied to officials and staff holding the academic title of Professor or Associate Professor, and to officials holding positions of Director of hospital, Deputy Director of hospital responsible for professional matters.
2. The level of allowance equal to 2.5 times the national minimum wage shall be applied to officials and staff holding the academic degree of Doctor of Science, Doctor, Master, Specialist I, Specialist II, Pharmaceutical Specialist I, and Pharmaceutical Specialist II.
3. The level of allowance equal to 2.0 times the national minimum wage shall be applied to officials and staff working in the Internal Medicine Departments of the Vietnam-Friendship Hospital, Thong Nhat Hospital, Da Nang Central Hospital, Central Preventive Medicine Departments 1, 2, 2B, 3, and 5, Department A11 of the 108 Central Military Hospital, and Department A11 of the Military Traditional Medicine Institute.
4. The level of allowance equal to 1.5 times the national minimum wage shall be applied to officials and staff working in other departments of the Vietnam-Friendship Hospital, Thong Nhat Hospital, Da Nang Central Hospital.
5. The level of allowance equal to 1.0 times the national minimum wage shall be applied to remaining officials and staff of the Vietnam-Friendship Hospital, Thong Nhat Hospital, Da Nang Central Hospital.
Article 3. Subjects Not Eligible for Special Allowances
The subjects specified in Article 1 of this Decision shall not be eligible for special allowances during the following periods:
1. When traveling abroad, working, or studying, receiving 40% of their salary as stipulated in Clause 4, Article 8 of Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the salary system for civil servants, public officials, and members of the armed forces.
2. When traveling or studying within the country, not directly participating in medical work for more than three consecutive months.
3. On leave without pay for more than one month consecutively.
4. On sick leave or maternity leave exceeding the period prescribed in the current Social Insurance Law.
5. Suspended from duty or suspended from performing medical work.
Article 4. Source of Funds
The source of funds for paying the special allowances for officials and staff as stipulated in this Decision shall be allocated annually according to the State Budget Law and the revenue of self-accounting units.
Article 5. Effective Date
1. This Decision shall take effect 45 days from the date of issuance.
2. The special allowances stipulated in this Decision shall be calculated from January 1, 2009.
Article 6. Responsibility for Implementation
1. The Ministry of Health shall take the lead and coordinate with the Central Organization Commission, the Ministry of Home Affairs, and the Ministry of Finance to implement this Decision.
2. Ministers, heads of ministerial-level agencies, heads of governmental agencies, and related agencies shall be responsible for implementing this Decision./.
