THE MINISTER OF FINANCE

Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for management of Ministries and ministerial-level agencies;

Pursuant to Decree No. 178/CP dated October 28, 1994 of the Government onthe duties, powers, and organizational structure of the Ministry of Finance;

Pursuant to Decree No. 04/1999/NĐ-CP dated January 30, 1999 of the Government on fees and charges under the State budget;

Pursuant to Decision No. 19/2000/QĐ-TTg dated February 3, 2000 of the Prime Minister on abolishing various types of licenses issued in violation of the Enterprise Law;

At the proposal of the Director General of the State Revenue Administration,

DECISION:

Article 1: Abolish the following charges for license fees:

Fee for issuing pollution control confirmation certificate.

Fee for issuing certificate of eligibility to operate scrap metal recycling businesses.

Fee for issuing certificate of eligibility to operate guesthouses.

Fee for issuing certificate of eligibility to operate pawnshops.

Fee for issuing permit for moving exploitation forces.

Fee for issuing permit for distant sea fishing operations.

Fee for issuing permit for fishery activities.

Fee for issuing permit for seedling transfer.

Fee for issuing certificate of registration for animal feed production.

Fee for issuing harvest certification for mollusks.

Fee for issuing export certification for mollusks.

Fee for issuing financial advisory service operation permit.

Fee for issuing permit for operating postal and telecommunications equipment sales agency.

Fee for issuing permit for operating postal and telecommunications service agency.

Fee for issuing permit for operating express delivery company agency.

Fee for issuing permit for tourist transportation business.

Fee for issuing food safety standard certification.

Fee for issuing certificate of eligibility and conditions for establishing private medical equipment and device practice facilities.

Fee for issuing inland waterway transport permit.

Fee for issuing permit for new construction and repair of transport vehicles.

Fee for issuing maritime operation permit.

Fee for issuing permit for marine service business operation.

Fee for issuing permit for cargo and passenger transport.

Fee for issuing road transport permit.

Fee for issuing permit for road vehicle modification.

Fee for issuing permit for using inland waterway areas.

Fee for issuing construction practice certificate.

Fee for issuing veterinary drug purchase and sale eligibility certificate.

Fee for issuing wood processing and forest product processing permit.

Article 2: This Decision shall take effect from February 3, 2000. Abolish all provisions on fees and charges that violate this Decision.

Article 3:

1. Ministries, ministerial-level agencies, government-affiliated agencies, People's Committees at all levels, and related agencies shall, based on the list of fees and charges issued with Decree No. 04/1999/NĐ-CP dated January 30, 1999 of the Government on fees and charges under state budget and Decision No. 19/2000/QĐ-TTg dated February 3, 2000 of the Prime Minister on abolishing various types of licenses issued in violation of the Enterprise Law, immediately abolish all fees and charges issued by their sectors and localities that are currently being collected in violation of regulations.

2. Organizations and individuals subject to payment of license fees, units assigned the task of collecting license fees, and related agencies shall be responsible for implementing this Decision. The General Department of Taxation shall be responsible for inspecting the implementation of this Decision.
