CIRCULAR
Repealing certain regulatory legal documents issued by the Minister of Health, jointly issued

Pursuant to the Law on Enacting Regulatory Legal Documents No. 64/2025/QH15 dated February 19, 2025; the Law Amending and Supplementing Certain Provisions of the Law on Enacting Regulatory Legal Documents No. 87/2025/QH15;
Pursuant to Decree No. 78/2025/NĐ-CP dated April 1, 2025 of the Government detailing certain provisions and measures for organizing and guiding the implementation of the Law on Enacting Regulatory Legal Documents; Decree No. 187/2025/NĐ-CP amending and supplementing certain provisions of Decree No. 78/2025/NĐ-CP detailing certain provisions and measures for organizing and guiding the implementation of the Law on Enacting Regulatory Legal Documents and Decree No. 79/2025/NĐ-CP on inspecting, reviewing, systematizing, and handling regulatory legal documents;
Pursuant to Decree No. 42/2025/NĐ-CP dated February 27, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;
At the proposal of the Director of the Legal Affairs Department, the Director of the Ministry's Office, the Director of the Planning and Finance Department, the Director of the Cadre Organization Department, the Director of the Health Insurance Department, the Director of the Food Safety Administration, the Director of the Population Administration, the Director of the Drug Administration, the Director of the Disease Prevention Administration;
The Minister of Health issues this Circular to repeal certain regulatory legal documents issued by the Minister of Health, jointly issued.
Article 1. Repeal all 43 regulatory legal documents issued by the Minister of Health, jointly issued
1. Decision No. 37-BYT/QĐ dated January 29, 1972 of the Minister of Health regarding the issuance of five health sector standards.
2. Decision No. 500-BYT/QĐ dated April 10, 1992 of the Minister of Health concerning the Pharmacy Practice Regulations at drugstores.
3. Decision No. 695-BYT/QĐ dated September 8, 1993 of the Minister of Health amending Clause 15 of the Pharmacy Practice Regulations at drugstores attached to Decision No. 500/BYT-QĐ.
4. Decision No. 1716/1999/QĐ-BYT dated June 4, 1999 of the Minister of Health regarding the organization and functions, tasks of the AIDS Prevention and Control Board - Health Sector of provinces and centrally governed cities.
5. Decision No. 2155/1999/QĐ-BYT dated July 21, 1999 of the Minister of Health promulgating "Guidelines for Surveillance and Prevention of Dengue Fever and Dengue Hemorrhagic Fever".
6. Decision No. 3309/1999/QĐ-BYT dated September 18, 1999 of the Minister of Health concerning the Charter of Organization and Operation of the Central Institute of Information and Medical Library.

40. Circular No. 61-BT/TT dated May 15, 1995, issued by the Committee for Child Protection and Care, guiding the plan for summarizing child protection, care, and education work from 1991 to 1995 and building action plans and programs for children from 1996 to 2000.
41. Circular No. 16/1999/TT-BYT dated August 9, 1999, issued by the Ministry of Health, guiding the implementation of Decision No. 38/1999/QĐ-TTg dated March 6, 1999, of the Prime Minister, promulgating regulations on the criteria and standards for the title of Labor Hero and People's Armed Forces Hero during the period of renewal and the procedures for selecting and recommending the awarding of the Labor Hero title in the healthcare sector.
42. Circular No. 22/2024/TT-BYT dated October 18, 2024, issued by the Minister of Health, stipulating the payment of drug and medical equipment costs directly to individuals with health insurance cards for medical examination and treatment.
43. Joint Circular No. 33/2013/TTLT-BYT-BTC dated March 18, 2013, issued by the Ministry of Health and the Ministry of Finance, guiding the organization of implementation of Decision No. 14/2012/QĐ-TTg dated March 1, 2012, of the Prime Minister, amending and supplementing certain provisions of Decision No. 139/2002/QĐ-TTg dated October 15, 2002, of the Prime Minister, concerning medical examination and treatment for the poor.
Article 2. Repealing part of two legal normative documents issued by the Minister of Health.
1. Repealing the Storage Procedure for National Reserve Medicines and Raw Materials for Medicine Production in Decision No. 2774/1999/QĐ-BYT dated September 13, 1999, of the Minister of Health, which stipulates the storage of National Reserve Medical Equipment; and the Storage Procedure for National Reserve Medicines and Raw Materials for Medicine Production.
2. Repealing part of the Guidance Document for Implementing the "Good Manufacturing Practice for Cosmetics" of the Association of Southeast Asian Nations issued together with Decision No. 24/2006/QĐ-BYT dated August 14, 2006, of the Minister of Health on the implementation and guidance for applying the principles and standards of the "Good Manufacturing Practice for Cosmetics" of the Association of Southeast Asian Nations as follows:
a) Repealing paragraph "The certificate is valid for two years from the date of issuance" in Section 3.2 Part II of the Guidance Document issued together with Decision No. 24/2006/QĐ-BYT.
b) Repealing Model No. 01/CGMP-MP of the Guidance Document issued together with Decision No. 24/2006/QĐ-BYT.
Article 3. Implementation Provisions
1. This Circular takes effect from February 15, 2026.
2. The Director of the Ministry's Office, the Head of the Department of Legal Affairs, Heads of Departments and Directors of Bureaus under the Ministry of Health, and other relevant agencies, organizations, and individuals shall be responsible for implementing this Circular./.
