Regarding the organization of the Ministry of Foreign Affairs
PRESIDENT OF THE VIETNAM DEMOCRATIC REPUBLICIC GOVERNMENT
Pursuant to the proposal of the Minister of Foreign Affairs,
AFTER THE COUNCIL OF MINISTERS HAS REACHED A CONSENSUS,
ISSUES THE DECREE:
Article 1: The Ministry of Foreign Affairs shall be divided into Internal and External Departments.
The Internal Department includes agencies located at the headquarters of the Ministry of Foreign Affairs, comprising embassies and consulates.
The regime of the External Department shall be regulated by a separate Decree.
Article 2: The Internal Department includes the following agencies:
1- Secretariat Office
A- Office
2- Confidential Office
3- Information and Press Office
1- Correspondence Office
2- Personnel and Accounting Office
3- Ceremonial and Protocol Office
B- General Affairs Division
4- Propaganda and Media Office
5- Legal Office
6- Administrative and Overseas Vietnamese Affairs Office
7- Political and Economic Office.
Article 3:
The tasks of these agencies are as follows: 1- Secretariat Office: Open telegrams and letters from the Minister - Examine requests for audience and arrange meetings. Interact with the press and parliament.
2- Confidential Office: Handle confidential matters entrusted by the Minister.
3- Information and Press Office: Collect diplomatic news, either through radio or from foreign and domestic newspapers. Draft press releases. Represent the Minister in making statements on diplomatic issues.
4- Correspondence Office: This office is divided into three sections:
a) Incoming and Outgoing Correspondence Section: Receive, record, forward, and distribute incoming correspondence sent to the Ministry. Forward outgoing correspondence for signature, record, and dispatch.
b) Telegraph Code Section: Receive and send ordinary telegrams; translate telegrams sent to the Ministry; send coded telegrams.
c) Correspondence Archive Section: Store files of completed matters; keep original copies of treaties, maps, and geographical and military documents - Library of the Ministry.
5- Personnel and Accounting Office: This office is divided into three sections:
a) Personnel Section: Matters concerning personnel of both the Internal and External Departments: recruitment, transfer, promotion, salary, allowances, discipline, organization, and implementation of civil service rules - examinations.
b) Supplies Section: Provide materials and equipment for the Ministry and dependent offices - Draft contracts for material purchases.
c) Financial and Accounting Section: Draft and implement the budget of the Ministry, accounting for both the Internal and External Departments.
6- Ceremonial and Protocol Office: Welcome and see off foreign ambassadors and guests. Matters related to diplomatic protocol. Draft, receive, and transfer letters of accreditation, credentials, dismissals, and commissions - Ceremonial aspects of signing, ratifying, and transmitting treaties - Supervise the spiritual rights of foreign representatives (such as precedence, inviolability) - Award medals to foreigners and Vietnamese living abroad.
7- Propaganda and Media Office: Publish the Ministry's newspapers and books in national and foreign languages - Interact with the press and foreign cultural institutions - International conferences on culture - Promote knowledge about Vietnam among foreign nations.
8- Translation Office: Translate foreign documents, books, and newspapers into Vietnamese. Translate Vietnamese correspondence or books into foreign languages - Interpret for the Minister and other departments when dealing directly with foreigners.
9- Legal Office: Study issues related to international public and private law - Resolve matters concerning the privileges and immunities of foreign missions and consular officers in Vietnam and Vietnamese missions and consular officers abroad once the External Department is organized. Coordinate with the Overseas Vietnamese Affairs Office to establish regulations for foreign residents in Vietnam.
Litigation-related matters: Interpret international laws and treaties.
10- Administrative and Overseas Vietnamese Affairs Office: Implement laws to protect the rights of Vietnamese residing abroad: travel documents, civil status, inheritance, property, restoration of citizenship, family information, etc... Implement laws regarding military affairs.
Protect the rights of foreign residents in Vietnam: entry and exit, residence, ordinary transactions, association formation, acquisition of citizenship, issuance of travel documents, identity cards. Control and expulsion. Foreign assets and economic and cultural organizations in Vietnam.
If the number of overseas Vietnamese of a particular nationality is too large, special divisions may be established: Vietnamese-American Division, Vietnamese-French Division, etc...
Handling ships seeking Vietnamese citizenship.
Authenticate signatures of Vietnamese delegations, ambassadors, and consuls when the External Department is organized.
Implement international treaties on specialized issues such as health, currency, postal services, radio communications, railways, maritime transport, measurement standards, relief, labor, ocean fisheries, maritime surveillance, etc...
11- Political and Economic Office: Gather materials and study economic conditions, political situations, and foreign policies of countries.
Interact with countries on economic, political, foreign trade, and customs issues - Transportation, currency, exchange rates, supply, distribution of raw materials, tourism.
Discuss and draft political, commercial, and other treaties.
This office will be divided into specialized sections, each responsible for a region globally. The limits and number of regions will be determined by the Minister's Decree.

Article 4: Hereafter, depending on needs, the aforementioned agencies may convene to form a department or bureau for the convenience of management.
Article 5: The Minister of Foreign Affairs shall be responsible for implementing this Decree.
