Approving the Master Plan for the Development of the Historical Relic Area of Hung Temple, Phu Tho Province until 2015

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 52/1999/NĐ-CP dated July 8, 1999 of the Government promulgating the Regulation on Investment Management and Construction, and Decree No. 07/2003/NĐ-CP dated January 30, 2003 of the Government amending and supplementing certain provisions of the Regulation on Investment Management and Construction;
Pursuant to Decision No. 63/TTg dated February 8, 1994 of the Prime Minister approving the overall project of the Historical Relic Area of Hung Temple; Decision No. 89/QĐ-TTg dated July 12, 2002 of the Prime Minister establishing the National Forest of Hung Temple and developing the investment project for the National Forest of Hung Temple, Phu Tho Province;
Considering the proposal of the People's Committee of Phu Tho Province (document No. 2709 /TT-UB dated October 23, 2003), and the review opinion of the Ministry of Planning and Investment (document No. 7518 /BKH-TĐ&GSĐT dated December 9, 2003) regarding the approval of the "Master Plan for the Development of the Historical Relic Area of Hung Temple, Phu Tho Province until 2015",

Pursuant to …;

Article 1. Approves the "Master Plan for the Development of the Historical Relic Area of Hung Temple, Phu Tho Province until 2015" with the following contents:

1. Name: "Master Plan for the Development of the Historical Relic Area of Hung Temple, Phu Tho Province until 2015".

2. Objectives:

a) Constructing and restoring architectural works, monuments, temples, memorial towers suitable, harmonious with history, and carrying traditional national characteristics to commemorate and honor the contributions of the Kings of Hung and the ancestors during the Hung Dynasty period, recreating part of the social space associated with prehistoric nature.

Making the historical relic area of Hung Temple truly become an attractive destination for tourism, serving as a significant driving force for economic and social development in Phu Tho Province.

b) Preserving, restoring, protecting, and promoting historical relics, national forests, natural landscapes, and ecological environments within the development planning area of the Historical Relic Area of Hung Temple.

c) Improving the material and spiritual life, education level of the people in the development planning area and surrounding communes of the Historical Relic Area of Hung Temple; awakening pride in each person living there, building and educating civilized lifestyles and exemplary cultural practices of the people in the Land of Origin.

3. Scope of Planning:

The Historical Relic Area of Hung Temple includes the relic zone and buffer zone in the communes of Hy Cuong, Chu Hoa, Tien Kien, Thanh Dinh district of Lam Thao; the communes of Kim Duc, Phu Ninh district of Phu Ninh, and commune Van Phu in Viet Tri city, with a total natural area of approximately 1,000 hectares.

4. Functional Zones:

a) Zone I: 32 hectares, including: Upper Temple, Middle Temple, Lower Temple, Well Temple, King Hung Mausoleum, Lower Pagoda, Bell Tower, House of Ancestral Worship, Oath Pillar, staircase system, pilgrimage path, and primary forest.

b) Zone II: Landscape protection zone around the relic area and facilities for festivals, covering 998 hectares, including the following functional areas:

- National Forest of Hung Temple, 538 hectares in size, with the goal of restoring and developing the natural forest ecosystem using native tree species typical throughout the country, suitable for the ecological conditions of the National Forest of Hung Temple; constructing supporting facilities to contribute to the conservation, restoration, and enhancement of the value of the historical-cultural relic complex of Hung Temple;

- Festival Center Zone comprising: Central Square, ceremonial axis, statues, bas-reliefs, thematic exhibition house (current Hung King Museum), management office area, reception area, Five-Way Intersection at Well Temple, Hy Cuong Three-Way Intersection, Lac Long Quan Lake, and public cultural facilities;

- Hung King Tower Zone (on Chicken Hill);

- Cultural Tourism Village of Hung King located in the Sim Hill and Khang Phu Hill areas: arranging construction of Lạc Long Quân Temple, guesthouses, and other eco-tourism service facilities with distinctive features of various regions;

- Hung King Cultural House built on Phan Bun Hill: a venue for organizing cultural, artistic activities, meetings of young and teenage people from provinces in the region, and cultural exchange activities among provinces and cities nationwide;

- Memorial Tree Planting Area in the South on Phan Dang Hill;

- Memorial Tree Planting Area in the North on Kieu Hill, Leinh Lon Hill, and Leinh Be Hill.

5. Groups of Projects, including:

a) Groups of projects mentioned in Decision No. 63/TTg dated February 8, 1994 of the Prime Minister:

- Group of projects for preservation, restoration, and protection of the relic area;

- Festival Center;

- Project for protection, repair, and construction of the National Forest;

- Technical infrastructure (including projects for renovation, upgrading, and new construction of transportation routes along with parking lots);

- Support for economic development in peripheral areas.

b) Additional groups of projects:

- Hung King Tower;

- Tourist service facilities.

6. Regarding sources of funding:

Sources of funding: To be raised from various legitimate sources:

- State budget funds;

- Donations and offerings for the construction of Hung Temple;

- Investment capital from businesses to implement tourism and service projects;

- Funding and aid from international organizations, non-governmental organizations, domestic and foreign individuals.

7. Implementation Period: Until 2015.

1. The People's Committee of Phu Tho Province shall be responsible for:

a) Accurately defining the scale and scope of the relic area, clearly delineating boundaries, and announcing the Master Plan for the Development of the Historical Relic Area of Hung Temple.

b) Proceeding with the preparation, review, approval, and implementation of component projects in accordance with current regulations.

For each component project, it is necessary to carefully select the investor and determine appropriate sources of funding; coordinating with relevant ministries, sectors, and experts during the preparation, approval, and implementation of investment projects to ensure the objectives and architectural, technical, and landscape environmental requirements of the relic area; seeking the participation and advice of leading experts with experience in museums, architecture, history, and fine arts to ensure the historical authenticity and artistic quality of the construction components.

c) Study, promulgate regulations and management rules for investment construction activities and economic-cultural-social activities within the Scenic Area and adjacent areas directly related to the protection of the Scenic Area. Measures must be taken to promptly prevent and address violations against ranked relics, natural landscapes, and the environment of the entire Scenic Area (especially the National Park and natural forests in Zone I).

d) Carry out supervision of investment from the preparatory stage of component projects until implementation and operation to ensure that the objectives, quality of works (including technical, aesthetic, historical authenticity) are met, and that investment funds are used effectively.

đ) The construction of technical infrastructure and architectural works serving annual traditional festivals, pilgrims, and tourists must not disrupt the architectural landscape and traditional cultural landscape, ensuring absolute safety for the national forest. In particular, the "Hùng King Cultural Tourism Village" and the "Distinctive Ecological Tourism Village of Regions in the Country" need to be thoroughly researched regarding scientific content, presentation form, avoiding overlap with similar ongoing projects in the country, establishing management methods and mechanisms for mobilizing investment capital.

e) For villages adjacent to the Scenic Area, separate projects should be established, clearly demonstrating the relationship between relic conservation and renovation activities and sustainable socio-economic development aimed at protecting and promoting the value of the relics while ensuring stable production and improving people's living standards. Population relocation and resettlement must comply with current state and local regulations, ensuring fairness and reasonableness.

2. The Ministry of Culture and Information shall be responsible for reviewing the specialized aspects of component projects, conservation, renovation, and new construction projects; monitoring and supervising the implementation of the planning to ensure compliance with set objectives.

3. The Ministry of Planning and Investment and the Ministry of Finance, within their respective functions and responsibilities, shall consider allocating state budget funds for the implementation of projects within this planning scope.

Relevant ministries and sectors shall have the responsibility to coordinate, monitor, supervise, and provide support to ensure that the implementation of the planning is consistent with sectoral planning on the territory of the Hùng Temple Historical Scenic Area.

Article 3. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

The Ministers of the Ministries of Planning and Investment, Finance, Culture and Information, Agriculture and Rural Development, Construction, the Governor of the State Bank of Vietnam; the Chairman of the People's Committee of Phu Tho Province; the Ministers and Heads of relevant agencies are responsible for implementing this Decision./.
