Technical regulations for geographic database at scale 1:250,000

Pursuant to Decree No. 45/2015/NĐ-CP dated May 6, 2015 of the Government on surveying and mapping activities;

At the proposal of the Director of the Vietnam National Survey and Mapping Agency, the Head of the Science and Technology Department, and the Head of the Legal Affairs Department;

Article 1. Scope of Regulation

This Circular applies to state agencies, organizations, and individuals involved in the construction, updating, and use of geographic databases at scale 1:250,000.

Article 3. Coordinate Reference System

The coordinate reference system for the geographic database at scale 1:250,000 is specified in Appendix 7 of the National Technical Regulation on Basic Geographic Information Standards issued together with Circular No. 02/2012/TT-BTNMT dated March 19, 2012 of the Minister of Natural Resources and Environment (QCVN 42:2012/BTNMT) and Circular No. 973/2001/TT-TCĐC dated June 20, 2001 of the General Director of the General Land Administration (now the Ministry of Natural Resources and Environment) regarding guidelines for applying the National Geodetic Reference System and National Coordinate System VN-2000.

Article 4. Content Structure

1. The spatial data model and attribute data structure of geographic information at scale 1:250,000 is specified in Appendix 1 issued together with this Circular.

2. The content data index and attribute data index of geographic information at scale 1:250,000 is specified in Appendix 2 issued together with this Circular.

3. Metadata for geographic information at scale 1:250,000 is created in files for each type of geographic object, geographic object class except empty classes, and packages of geographic database at scale 1:250,000. The structure and criteria for collecting metadata are specified in Appendix 8 issued together with QCVN 42:2012/BTNMT.

4. Quality and guidance for building quality of geographic data at scale 1:250,000 is specified in Appendix 3 issued together with this Circular.

5. Conceptual models of spatial data, conceptual models of temporal data are specified in Appendices 3, 4, and 5 of QCVN 42:2012/BTNMT.

Article 5. Data Presentation Requirements

1. Diagrams, catalogues, and display indicators for geographic objects are specified in Appendix 10 issued together with QCVN 42:2012/BTNMT.

2. Colors and symbols for displaying geographic objects at scale 1:250,000 must be consistent with the display of similar geographic objects in the national geographic database system.

Article 6. GML Schema in Data Distribution

The GML schema for data distribution of geographic information at scale 1:250,000 is specified in Appendix 4 issued together with this Circular.

Article 7. Effective Date

This Circular takes effect from February 15, 2017.

Article 8. Implementation organization

Clause 1. Ministries, ministerial-level agencies, government agencies, provincial People's Committees, centrally governed cities, and related organizations and individuals are responsible for implementing this Circular.

2. The Vietnam National Survey and Mapping Agency under the Ministry of Natural Resources and Environment shall be responsible for guiding and supervising the implementation of this Circular. Any difficulties encountered during implementation should be promptly reported to the Ministry of Natural Resources and Environment for consideration and decision.
