CIRCULAR

Issuing National Technical Regulations on National Topographic Maps at Scale 1:25,000

Pursuant to the Law on Standards and Technical Regulations No. 68/2006/QH11 amended and supplemented by Law No. 35/2018/QH14 and Law No. Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations and;

Pursuant to the Law on Surveying and Mapping dated August 1, 2007, detailing certain provisions of the Law on Standards and Technical Regulations issued by the Government; 27/2018/QH14;

Decree No. Decision No. 127/2007/NĐ-CP Pursuant to the Decree No. 67/2009/NĐ-CP dated August 3, 2009, amending certain provisions of Decree No. Decision No. 127/2007/NĐ-CP dated August 1, 2007, detailing certain provisions of the Law on Standards and Technical Regulations, and Decree No. 132/2008/NĐ-CP dated December 31, 2008, detailing certain provisions of the Law on Product and Commodities Quality; Pursuant to Decree No. 78/2018/NĐ-CP May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. Decision No. 127/2007/NĐ-CP dated August 1, 2007, detailing certain provisions of the Law on Standards and Technical Regulations;

Decree No. 27/2019/NĐ-CP dated March 13, 2019, detailing certain provisions of the Law on Surveying and Mapping; Pursuant to Decree No. 136/2021/NĐ-CP dated December 31, 2021, amending and supplementing certain provisions of Decree No. 27/2019/NĐ-CP dated March 13, 2019, detailing certain provisions of the Law on Surveying and Mapping; Pursuant to Decree No. 22/2023/NĐ-CP dated May 12, 2023, amending and supplementing certain provisions of related Decrees concerning business activities in the natural resources and environment sector;

Decree No. Decision No. 35/2025/NĐ-CP February 25, 2025 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

On the proposal of the Director of the Vietnam National Survey and Mapping Center;

The Minister of Agriculture and Rural Development issues this Circular on National Technical Regulations on National Topographic Maps at Scale 1:25,000.

Clause 4 of Article 6Attached to this Circular are the National Technical Regulations on National Topographic Maps at Scale 1:25,000, designated as QCVN 87:2025/BNNMT.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentEffectiveness

1. This Circular takes effect from February 16, 2026.

2. Circular No. 12/2020/TT-BTNMT dated September 30, 2020, issued by the Minister of Natural Resources and Environment, detailing technical requirements for the content and symbols of national topographic maps at scales 1:10,000 and 1:25,000 shall cease to be effective from the date this Circular takes effect.

Article 3. Implementation Organization

1. Ministries, ministerial-level agencies, government agencies, provincial people's committees, and relevant organizations and individuals are responsible for implementing this Circular.

2. The Vietnam National Survey and Mapping Center is responsible for disseminating and supervising the implementation of this Circular.

3. In the course of implementation, if there are difficulties or obstacles, agencies, organizations, and individuals should report to the Ministry of Agriculture and Rural Development for consideration and decision.
