Circular No. 48/2025/TT-BXD on announcing maritime port waters areas within the jurisdiction of Hung Yen Province, Ninh Binh Province, and the management area of Thai Binh Maritime Port Authority

Announcing the port water area and maritime zone within the jurisdiction of Hung Yen province, Ninh Binh province, and the management area of Thai Binh Marine Port Office

Pursuant to the Maritime Code of Vietnam on maritime activities management;

On the basis of The Maritime Code of Vietnam dated November 25, 2015;

Decree No. Decree No. 58/2017/NĐ-CP dated May 10, 2017 of the Government detailing certain provisions of The Minister of Construction issues this Circular announcing the port water area and maritime zone within the jurisdiction of Hung Yen province, Ninh Binh province, and the management area of Thai Binh Marine Port Office.

Decree No. Decree No. 33/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Construction;

At the proposal of the Director of the Vietnam Maritime and Inland Waterway Administration;

Article 1. Announcing the port water area within the jurisdiction of Hung Yen province

The port water area within the jurisdiction of Hung Yen province, measured from the highest tide level, includes the following areas:

1. The Dien Dien - Tra Ly area with the scope:

The boundary towards the sea is limited by straight lines connecting the points in the following order: HY1, HY2, HY3, HY4, and HY5 with the following coordinates:

HY1: 20°33’55,8”N, 106°35’05,9”E;

HY2: 20°30’35,2”N, 106°44’15,3”E;

HY3: 20°24’26,1”N, 106°44’15,3”E;

HY4: 20°24’26,1”N, 106°39’35,0”E;

HY5: 20°27’56,5”N, 106°35’41,0”E.

The boundary towards the mainland is limited from point HY1 running along the right bank of the Dien Dian River (from the sea inland) to 100 meters downstream of the Dien Dian Bridge (including Quang Lang channel), crossing the river and running along the left bank to the mouth of the Dien Dian River, from the mouth of the Dien Dian River running along the coast to the mouth of the Tra Ly River, from the mouth of the Tra Ly River running along the right bank to point TL with the coordinates 20°28’08,7”N; 106°32’52,9”E, crossing the Tra Ly River and running along the left bank to point HY5.

2. The Balat area with the scope:

The boundary towards the sea is limited by straight lines connecting the points in the following order: BL1, BL2, BL3, BL4, and BL5 with the following coordinates:

BL1: 20°15’15”N, 106°35’19”E;

BL2: 20°15’15”N, 106°39’35”E;

BL3: 20°11’00”N, 106°39’35”E;

BL4: 20°11’00”N, 106°37’05”E;

BL5: 20°13’26”N, 106°34’55”E.

The boundary towards the mainland is limited from point BL1 running along the right bank of the Hong River to 150 meters downstream of the bridge spanning the Hong River (the bridge belongs to the coastal road) cutting across the river and running along the left bank to point BL5.

3. The offshore LNG terminal area serving the Thai Binh LNG Thermal Power Plant with the scope:

Limited by straight lines connecting the points in the following order: LNG1, LNG2, LNG3, and LNG4 with the following coordinates:

LNG1: 20°26’39,9”N, 106°47’50,7”E;

LNG2: 20°26’38,4”N, 106°51’18,0”E;

LNG3: 20°24’32,8”N, 106°51’16,9”E;

LNG4: 20°24’34,3”N, 106°47’49,7”E.

4. The boundaries of the port water area defined in this Article are determined on Chart number VN30002 issued by Vietnam Ship Safety Assurance Corporation, updated to the latest version in 2025. The coordinates of the points defined in this Article are applied according to the VN-2000 coordinate system and converted to the WGS-84 coordinate system as set forth in the Appendix attached to this Circular.

Article 2. Announcing the port water area within the jurisdiction of Ninh Binh province

1. The port water area within the jurisdiction of Ninh Binh province, measured from the highest tide level, includes the port water area at the Ninh Co - Da Day area with the scope as follows:

a) The boundary towards the sea is limited by straight lines connecting the points in the following order: NB1, NB2, NB3, NB4, NB5, and NB6 with the following coordinates:

NB1: 20°03’54,1”N, 106°15’15,7”E;

NB2: 20°03’54,1”N, 106°20’02,4”E;

NB3: 19°53’34,9”N, 106°20’02,4”E;

NB4: 19°45’26,7”N, 106°10’35,4”E;

NB5: 19°52’24,8”N, 106°01’24,2”E;

NB6: 19°57’35,1”N, 106°01’24,2”E.

b) The boundary towards the mainland is limited from point NB1 running along the coastline towards the La Giang inlet, running along the right bank of the Ninh Co River (from the sea inland) to the Chau Thinh Bridge located in Hai Thinh commune, Ninh Binh province, crossing the river and running along the left bank of the Ninh Co River to the La Giang inlet, running along the coastline to the Da Day River mouth, from the Da Day River mouth running along the right bank of the Da Day River (from the sea inland) to 150 meters downstream of the bridge spanning the Da Day River (belonging to the coastal road), crossing the river and running along the left bank to the Da Day River mouth, from the Da Day River mouth running along the coastline to point NB6.

2. The boundaries of the port water area defined in this Article are determined on Charts number VN30003 and VN30004 issued by Vietnam Ship Safety Assurance Corporation, updated to the latest version in 2024. The coordinates of the points defined in this Article are applied according to the VN-2000 coordinate system and converted to the WGS-84 coordinate system as set forth in the Appendix attached to this Circular.

2. The boundaries of the maritime port waters specified in this Article are determined on the nautical charts VN30003 and VN30004 issued by the Vietnam Maritime Safety Assurance Corporation, updated to the latest version in 2024. The coordinates of the points specified in this Article are applied according to the VN-2000 coordinate system and converted to the WGS-84 coordinate system as set forth in the Appendix attached hereto.

Article 3. Maritime areas within the jurisdiction of Hưng Yên Province and Ninh Bình Province

1. The port water area within the jurisdiction of Hưng Yên Province includes one maritime area: Diêm Điền - Trà Lý - Ba Lạt - LNG port.

2. The port water area within the jurisdiction of Ninh Bình Province includes one maritime area: Ninh Cơ - Cửa Đáy.

Article 4. Management Area of the Thai Binh Marine Port Authority

The Thai Binh Marine Port Authority manages state affairs in the marine sector at ports located within the port water areas of Hưng Yên Province, Ninh Bình Province, and the maritime areas specified in Article 3 of this Circular.

Article 5. Implementation Provisions

1. This Circular takes effect from February 1, 2026.

2. Repeal Circular No. 16/2020/TT-BGTVT dated August 10, 2020 issued by the Minister of Transport regarding the announcement of port water areas within the jurisdiction of Thai Binh Province and Nam Dinh Province and the management area of the Thai Binh Marine Port Authority.

3. Repeal Point 3 and Point 4 in the Appendix listing maritime areas under the management of the Marine Port Authorities, promulgated together with Circular No. 32/2019/TT-BGTVT dated September 4, 2019 issued by the Minister of Transport announcing the List of Maritime Areas under the Management of the Marine Port Authorities.
