SURVEILLANCE CAMERA EQUIPMENT USING INTERNET PROTOCOL - BASIC CYBERSECURITY REQUIREMENTS. Article 1. Attached to this Circular is the National Technical Standard for Surveillance Camera Equipment Using Internet Protocol - Basic Cybersecurity Requirements - QCVN 11:2026/BCA.;
Article 2. EFFECTIVE DATE OF IMPLEMENTATION 1. This Circular shall come into effect from July 1, 2026. 2. The Circular No. 21/2024/TT-BTTTT dated December 31, 2024 of the Minister of Information and Communications issuing the National Technical Standard for Surveillance Camera Equipment Using Internet Protocol - Basic Information Security Requirements (QCVN 135:2024/BTTTT) shall cease to be effective from the date this Circular comes into effect.;
3. The conformity assessment for products and goods specified in QCVN 11:2026/BCA will be applied when the Ministry of Public Security issues a list of products and goods with medium and high risk levels under its management responsibility. Article 3. IMPLEMENTATION CLAUSE 1. The Director of the Cybersecurity and High-Tech Crime Prevention Bureau shall be responsible for monitoring, inspecting, and urging the implementation of this Circular.
2. The Science, Strategy, and History Bureau of Public Security is responsible for organizing the dissemination of this Standard to relevant agencies, organizations, and individuals and designating organizations to assess compliance with this Standard in accordance with the law.
3. The Science, Strategy, and History Bureau of Public Security shall periodically update and share a list of organizations, individuals, and surveillance cameras that have completed conformity assessment with the Cybersecurity and High-Tech Crime Prevention Bureau and public security agencies at relevant units and localities to facilitate management in accordance with regulations.
4. Heads of units under the Ministry, Directors of Public Security Departments of provinces and cities, and relevant organizations and individuals are responsible for implementing this Circular.
In the course of implementing this Circular, if any difficulties or obstacles arise, relevant public security agencies at all levels, organizations, and individuals shall report to the Ministry of Public Security (through the Cybersecurity and High-Tech Crime Prevention Bureau) for timely guidance./.
