THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to the Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Article 3: This Decision takes effect from the date of signature.
The Plant Protection Department shall be responsible for providing detailed guidance on safe and effective use of the aforementioned plant protection products.
Article 4: The Heads of the Ministry's Office, the Director of the Plant Protection Department, the Director of the Science, Technology and Product Quality Department, the Heads of units under the Ministry, and domestic and foreign organizations and individuals managing the production, business, trade, and use of plant protection products in Vietnam are responsible for implementing this regulation.
