REGULATIONS ON THE MODELS OF AWARDS, MEDALS, BADGES, DECORATIONS, MEDAL RIBBONS, COMPETITION FLAGS, CERTIFICATES OF MERIT, AND LETTERS OF APPRECIATION

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Competition and Rewards dated November 26, 2003, and the Law Amending and Supplementing Certain Provisions of the Law on Competition and Rewards dated June 14, 2005;

Considering the proposal of the Chairman of the Central Steering Committee for Competition and Rewards. DECREE

Article 1. This Decree provides detailed regulations on certain provisions of the Law on Competition and Rewards regarding the models, materials; sizes of various types of Awards, Medals, Badges, Decorations, Medal Ribbons, Competition Flags, Certificates of Merit, and Letters of Appreciation.

PART I

GENERAL PROVISIONS

Article 2. The Awards of the Socialist Republic of Vietnam, as stipulated in Article 33 of the Law on Competition and Rewards, consist of ten types, including five types without grades and five types with grades. Types with grades are divided into three levels and distinguished by the number of stars attached to the ribbon, on the Award.

First grade: three stars

Second grade: two stars

Third grade: one star.

An Award includes: the Award stem, the Award ribbon, and the Award body.

Article 3. The Medals of the Socialist Republic of Vietnam, as stipulated in Article 53 of the Law on Competition and Rewards, consist of four types, including one type with grades and three types without grades. The type with grades is divided into three levels and distinguished by the number of stripes on the Medal ribbon.

First grade: three stripes

Second grade: two stripes

Third grade: one stripe

A Medal includes: the Medal ribbon and the Medal body.

Article 4. The Badge "Heroic Mother Vietnam", "Hero of the Armed Forces", "Hero of Labor", "National Model Worker", "People's Teacher", "Outstanding Teacher", "People's Doctor", "Outstanding Doctor", "People's Artist", "Outstanding Artist", "People's Artisan", "Outstanding Artisan" includes: the badge body and the badge stem.

Article 5. The name of Commemorative Medal, the name of Badge according to Article 69 of the Law on Competition and Rewards shall be regulated by the model suitable to the characteristics and specific features of their units by Ministries, Committees, Departments, central agencies of political organizations, political-social organizations, social organizations, and must be registered with the Central Steering Committee for Competition and Rewards, which is the state management agency for competition and rewards.

REGULATIONS ON THE MODELS OF VARIOUS TYPES OF AWARDS

Chapter II

Article 6. "Golden Star Award"

The Award stem has an outer edge of gold color, inside made of Rayon silk woven in two colors: half left side red flag color, half right side gold color, core made of red brass plated with gold alloy 3 microns thick; dimensions 28mm x 14mm.

The Award ribbon is shaped like an stylized letter A, made of Rayon silk woven in two colors: half left side red flag color, half right side gold color; core made of red brass plated with gold alloy 3 microns thick; dimensions 28mm x 51mm x 41mm x 51mm.

The Award body is shaped like a five-pointed golden star, embossed, gold-colored, with a red background at the center is a five-pointed golden star surrounded by the inscription "Golden Star Award" "Vietnam" (gold color), diameter of the five points of the star is 52mm, material made of red brass plated with gold alloy 3 microns thick.

The body of the Golden Star Medal, five-pointed star shape, raised relief, gold color, in the center of the red background is a five-pointed golden star surrounded by the inscription "Golden Star Medal" "Vietnam" (gold color), the diameter of the five points of the star is 52mm, made of red copper gilded with gold alloy Nico, thickness of 3 microns.

Article 7. "Ho Chi Minh Medal"

The ribbon of the Medal has an outer edge of gold color, inside made of red flag-colored Rayon silk with three yellow stripes, the core is made of red brass gilded with a 3-micron thick nickel alloy; dimensions 28mm x 14mm.

The shape of the Medal's ribbon is stylized letter A, made of red flag-colored Rayon silk with three yellow stripes, the core is made of red brass gilded with a 3-micron thick nickel alloy; dimensions 28mm x 51mm x 41mm x 51mm.

The body of the Medal is circular with a diameter of 39mm, in the center is the image of President Ho Chi Minh placed on a lotus pedestal, above it is the inscription "Ho Chi Minh Medal", below is the inscription "Vietnam" (in relief), material is red brass gilded with a 3-micron thick nickel alloy.

Article 8. "Independence Medal" first class, second class, third class

The ribbon of the Medal has an outer edge of gold color, inside made of red flag-colored Rayon silk with four white stripes on both sides, attached with stars according to the class of the Medal, the core is made of red brass gilded with a 3-micron thick nickel alloy; dimensions 28mm x 14mm.

The shape of the Medal's ribbon is stylized letter A, made of red flag-colored Rayon silk with four white stripes on both sides, attached with stars according to the class of the Medal, the core is made of red brass gilded with a 3-micron thick nickel alloy; dimensions 28mm x 51mm x 41mm x 51mm.

The body of the Medal is circular with a diameter of 38mm, the outer edge is gold color, the inner part is blue, in the middle is a five-pointed star on a red background, above is the inscription "Independence Medal" (red color), below are two pine branches, two rows of stylized flags and a red ribbon with the inscription "Vietnam" (gold color), material is red brass gilded with a 3-micron thick nickel alloy.

Article 9. "Military Merit Medal" first class, second class, third class

The ribbon of the Medal has an outer edge of gold color, inside made of red flag-colored Rayon silk, attached with stars according to the class of the Medal, the core is made of red brass gilded with a 3-micron thick nickel alloy; dimensions 28mm x 14mm.

The shape of the Medal's ribbon is stylized letter A, made of red flag-colored Rayon silk attached with stars according to the class of the Medal, the core is made of red brass gilded with a 3-micron thick nickel alloy; dimensions 28mm x 51mm x 41mm x 51mm.

The body of the Medal is stylized five-pointed star, in the center is a five-pointed star raised on a red background. Around the star is the inscription "Military Merit Medal" "Vietnam" (gold color), the circumscribed circle of the five points of the star is 50mm, material is red brass gilded with a 3-micron thick nickel alloy.

Article 10. "Labor Medal" first class, second class, third class

The ribbon of the Medal has an outer edge of gold color, inside made of red flag-colored Rayon silk with two green stripes on both sides, attached with stars according to the class of the Medal, the core is made of red brass gilded with a 3-micron thick nickel alloy; dimensions 28mm x 14mm.

The shape of the Medal's ribbon is stylized letter A, made of red flag-colored Rayon silk with two green stripes on both sides, attached with stars according to the class of the Medal, the core is made of red brass gilded with a 3-micron thick nickel alloy; dimensions 28mm x 51mm x 41mm x 51mm.

The body of the Medal is circular with a diameter of 38mm, the background is gold, above is the inscription "Labor Medal" (red color), inside: on the left is the image of rice flowers, on the right is a historical clock wheel surrounding a raised five-pointed star, below is a red ribbon with the inscription "Vietnam" (gold color), all details are placed within a blue border frame, material is red brass gilded with a 3-micron thick nickel alloy.

Article 11. The "Order of Military Merit" first class, second class, third class

The ribbon of the Order has an outer edge of gold color, inside woven with red silk Rayon thread, with two green stripes, attached with stars according to the class of the Order, core made of red copper plated with gold alloy Nico thickness of 3 microns; dimensions 28mm x 14mm.

The ribbon of the Order is shaped like a stylized letter A, woven with red silk Rayon thread, with two green stripes, attached with stars according to the class of the Order, core made of red copper plated with gold alloy Nico thickness of 3 microns; dimensions 28mm x 51mm x 41mm x 51mm.

The body of the Order is shaped like a five-pointed golden star embossed on a rifle, sword, and shield, in the center of the red background is a five-pointed golden star, surrounded by the inscription "Order of Military Merit" "Vietnam" (gold color). The diameter of the circumscribed circle of the five points of the star is 45mm, material made of red copper plated with gold alloy Nico thickness of 3 microns.

Article 12. The "Order of National Defense" first class, second class, third class

The ribbon of the Order has an outer edge of gold color, inside woven with red silk Rayon thread in two colors: half left side red flag color, half right side dark red, attached with stars according to the class of the Order; core made of red copper plated with gold alloy Nico thickness of 3 microns; dimensions 28mm x 14mm.

The body of the Order is shaped like a stylized ten-pointed star, in the middle there is a crossed rifle and sword symbol, above it is a shining five-pointed golden star on a red background, surrounded by the inscription "Order of National Defense" "Vietnam" (gold color). The diameter of the circumscribed circle of the ten points of the star is 43mm, material made of red copper plated with gold alloy Nico thickness of 3 microns.

Article 13. The "Order of Bravery"

The ribbon of the Order has an outer edge of gold color, inside woven with red silk Rayon thread, with two green stripes, core made of red copper plated with gold alloy Nico thickness of 3 microns; dimensions 28mm x 14mm.

The ribbon of the Order is shaped like a stylized letter A, woven with red silk Rayon thread, with two green stripes, core made of red copper plated with gold alloy Nico thickness of 3 microns; dimensions 28mm x 51mm x 41mm x 51mm.

The body of the Order is shaped like a stylized eight-pointed star, inside is the inscription "Order of Bravery" (red color) on a gold background, in the center is a shining five-pointed golden star on a red background, below is the inscription "Vietnam" (red color), surrounded by two pine branches, the diameter of the circumscribed circle of the eight points of the star is 41mm, material made of red copper plated with gold alloy Nico thickness of 3 microns.

Article 14. The "Order of Great Unity of the Nation"

The ribbon of the Order has an outer edge of gold color, inside woven with red silk Rayon thread in two colors: half left side dark red, half right side red flag color, core made of red copper plated with gold alloy Nico thickness of 3 microns; dimensions 28mm x 14mm.

The ribbon of the Order is shaped like a stylized letter A, woven with red silk Rayon thread in two colors: half left side dark red, half right side red flag color, core made of red copper plated with gold alloy Nico thickness of 3 microns; dimensions 28mm x 51mm x 41mm x 51mm.

The body of the Order is shaped like a stylized star, in the middle is the image of President Ho Chi Minh on a lotus flower emitting light, above is the inscription "Order of Great Unity of the Nation" (red color), below is a yellow silk strip with the inscription "Vietnam" (red color). The diameter of the circumscribed circle of the star points is 39mm, material made of red copper plated with gold alloy Nico thickness of 3 microns.

Article 15. "Order of Friendship"

The stem of the Order is golden on the outer edge, red silk Rayon fabric inside with two gold stripes, core made of red brass plated with gold alloy Nico thickness of 3 microns; dimensions 28mm x 14mm.

The ribbon of the Order is shaped like an stylized letter A, made of red silk Rayon fabric with two gold stripes, core made of red brass plated with gold alloy Nico thickness of 3 microns; dimensions 28mm x 51mm x 41mm x 51mm.

The body of the Order is a stylized five-pointed yellow star, in the center are two hands shaking on a globe, above it is the inscription "Order of Friendship" (in red), below is the inscription "Vietnam" (in yellow) placed on a historical wheel and two pine branches on either side. The diameter of the circumscribed circle of the five points of the star is 44mm, material is red brass plated with gold alloy Nico thickness of 3 microns.

Chapter III

REGULATIONS ON THE MODELS OF VARIOUS MEDALS

Article 16. "Medal for the Victorious Military Flag"

The ribbon of the Medal is a pentagonal silk Rayon fabric, woven in the color of the flag red, with two gold stripes, core made of red brass plated with gold alloy Nico thickness of 3 microns; dimensions 38mm x 27mm x 40mm.

The body of the Medal is a stylized five-pointed yellow star, in the center is the victorious flag on a golden background shining, above it is the inscription "Medal for the Victorious Military Flag" (in red); below is a golden silk ribbon with the inscription "Vietnam" (in red); there are two pine branches on either side. The diameter of the circumscribed circle of the five points of the star is 48mm, material is red brass plated with gold alloy Nico thickness of 3 microns.

Article 17. "Medal for National Security"

The ribbon of the Medal is a pentagonal silk Rayon fabric woven in the color of the flag red, with two blue stripes, core made of red brass plated with gold alloy Nico thickness of 3 microns; dimensions 38mm x 27mm x 40mm.

The body of the Medal is a stylized five-pointed star, in the center is a five-pointed yellow star and a sword placed on a red shield; above it is the inscription "Medal for National Security" (in yellow) and two pine branches on either side; below is a red silk ribbon with the inscription "Vietnam" (in yellow). The diameter of the circumscribed circle of the five points of the star is 48mm, material is red brass plated with gold alloy Nico thickness of 3 microns.

Article 18. "Medal for Distinguished Soldiers" first class, second class, third class

The ribbon of the Medal is a pentagonal silk Rayon fabric woven in the color of the flag red, with gold stripes (classification by stripes), core made of red brass plated with gold alloy Nico thickness of 3 microns; dimensions 38mm x 27mm x 40mm.

The body of the Medal is a stylized five-pointed yellow star, in the center is the victorious flag, around it is the inscription "Medal for Distinguished Soldiers" "Vietnam" (in red). The diameter of the circumscribed circle of the five points of the star is 47mm, material is brass plated with gold alloy Nico thickness of 3 microns.

Article 19. "Medal for Friendship"

The ribbon of the Medal is a pentagonal silk Rayon fabric woven in the color of the flag red with two gold stripes, core made of red brass plated with gold alloy Nico thickness of 3 microns; dimensions 38mm x 27mm x 40mm.

The body of the Medal is a circular gold disc with a diameter of 37mm, inside is a stylized five-pointed yellow star embossed, in the center are two hands shaking on a globe, above it is the inscription "Medal for Friendship" (in red), below is the inscription "Vietnam" (in yellow) placed on a historical wheel and two pine branches on either side, material is red brass plated with gold alloy Nico thickness of 3 microns.

Article 22. Medal "Labor Hero"

Chapter VI

IMPLEMENTING PROVISIONS

Article 31. Effective Date

This Decree shall take effect fifteen days from the date of publication in the Official Gazette. The State shall protect the forms of awards of Orders, Medals, and national honorary titles; the models of Orders, Medals, Commemorative Medals, and Badges awarded or posthumously awarded prior to the issuance of this Decree.

Article 32. Responsibility for Implementation

The Central Steering Committee for Mobilization and Reward shall be responsible for implementing and guiding all levels and sectors in the implementation of this Decree. Ministers, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, and Chairmen of People's Committees of provinces and centrally governed municipalities shall be responsible for enforcing this Decree.
