Amending and supplementing Circular No. 30/2006/TTLT-BTC-BNN&PTNT-BTS dated April 6, 2006 guiding the management and use of economic public funds for agricultural extension and fisheries extension activities.

Pursuant to Decree No. 60/2003/NĐ-CP dated June 10, 2003 of the Government detailing and guiding the implementation of the Law on State Budget;
Pursuant to Decree No. 56/2005/NĐ-CP dated April 26, 2005 of the Government on agricultural extension and fisheries extension.
The Ministry of Finance, the Ministry of Agriculture and Rural Development, and the Ministry of Fisheries jointly issue this circular amending and supplementing Circular No. 30/2006/TTLT-BTC-BNN&PTNT-BTS dated April 6, 2006 guiding the management and use of economic public funds for agricultural extension and fisheries extension activities as follows:
1. Amend and supplement paragraph a point 2 Part II as follows: Preparing textbooks, technical materials, and model materials to guide, train, and educate agricultural extension and fisheries extension at all levels (central, provincial, district, and grassroots).
2. Amend and supplement paragraph a point 2 Part II as follows: Training, mentoring, and imparting skills to producers to enhance knowledge and production management skills in agriculture and fisheries, linked to central-level agricultural and fisheries extension models; key farmers and farm owners in important agricultural and fisheries production areas where crop and livestock diseases occur widely and cause significant damage. The organization of training for these target groups shall be decided by the Minister of Agriculture and Rural Development and the Minister of Fisheries based on the annual state budget allocation for agricultural and fisheries extension funding.
3. Amend and supplement paragraph a point 2 Part II as follows: Training and enhancing professional expertise for agricultural extension and fisheries extension workers at the central, provincial, and grassroots levels in important agricultural and fisheries production areas (the organization of grassroots-level agricultural and fisheries extension training shall be decided by the Minister of Agriculture and Rural Development and the Minister of Fisheries based on the annual state budget allocation for agricultural and fisheries extension funding). Visiting, surveying, and learning both domestically and internationally in connection with central-level agricultural and fisheries extension programs and projects.
4. Amend and supplement paragraph b point 2 Part II as follows: Preparing textbooks, technical materials, and model materials (outside those prepared and guided by the central level) to guide, train, and educate agricultural extension and fisheries extension.
5. Amend and supplement item 3, paragraph a point 3 Part II as follows: Agricultural mechanization models, preservation and processing, and other industries (excluding drying ovens in processing models, and salt pond renovation systems in salt-making models): providing maximum support up to 50% of main equipment but not exceeding 75 million VND per model; for mountainous, remote, and island areas, provide maximum support up to 75% of main equipment but not exceeding 125 million VND per model.
6. Amend and supplement item 4, paragraph a point 3 Part II as follows: Nearshore marine product exploitation and preservation models (excluding hulls and engines): providing maximum support up to 50% of equipment but not exceeding 125 million VND per model. Offshore marine product exploitation and preservation models and island chain models (excluding hulls and engines): providing maximum support up to 50% of equipment but not exceeding 200 million VND per model.
7. Amend and supplement paragraph d point 3 Part II of the Circular as follows: Costs for implementing demonstration model sites, including: training for producers, site visits, and model summaries, not exceeding 7 million VND per model; for high-tech models, not exceeding 10 million VND per model. Among which: costs for training and site visits for producers linked to each agricultural and fisheries extension model, with a daily allowance of 15,000 VND per farmer participant. Allowance for practical instructors is 40,000 VND per person per day.
8. This Circular takes effect 15 days from the date of publication in the Official Gazette. Other contents of Circular No. 30/2006/TTLT-BTC-BNN&PTNT-BTS dated April 6, 2006 that are not amended or supplemented remain effective.
During implementation, if there are any difficulties, units are requested to report to the Ministry of Finance, the Ministry of Agriculture and Rural Development, and the Ministry of Fisheries for appropriate amendments and supplements./.
