Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on State Budget dated December 16, 2002;

At the request of the Minister of Agriculture and Rural Development,

The Prime Minister promulgates this Decision on policies to support improving the efficiency of small-scale livestock farming during the period 2015-2020.

Article 1. Scope of Regulation

This Decision stipulates certain policies to support households engaged in livestock farming regarding artificial insemination of livestock, breeding animals, and waste management from livestock farming to improve the efficiency of small-scale livestock farming and protect the environment.

Article 2. Applicability

1. Households directly engaged in pig, buffalo, cattle, poultry farming, except those engaged in contract farming for enterprises (hereinafter referred to as livestock farming households).

2. Individuals providing artificial insemination services for livestock.

Article 3. Support policies for livestock farming households

1. Annual support for artificial insemination for pigs, buffaloes, and cattle:

a) Content and level of support

- Provide 100% funding for semen doses for livestock farming households to perform artificial insemination for sow pigs. The level of support shall not exceed two doses per insemination and five doses per sow pig per year;

- Provide 100% funding for artificial insemination materials (frozen semen and liquid nitrogen, gloves, insemination tubes) for livestock farming households to perform artificial insemination for female buffaloes and cattle. The level of support shall not exceed two doses per beef cow per year, four doses per dairy cow or buffalo per year.

b) Conditions for receiving support

To be eligible for support, livestock farming households must meet the following conditions:

- Engage in pig farming with up to ten sows; engage in buffalo and cattle farming with up to ten breeding females, have a need, submit an application and obtain confirmation from the People's Committee of the commune;

- Use semen types according to local requirements, clearly labeled and meeting quality standards as guided by the Ministry of Agriculture and Rural Development.

2. Support for purchasing male breeding pigs, buffaloes, cattle, and parent stock chickens and ducks:

a) Content and level of support

- Provide one-time support up to 50% of the value of male breeding pigs, buffaloes, and cattle for livestock farming households in areas with special difficulties in socio-economic conditions and areas with difficulties in socio-economic conditions to provide artificial insemination services as follows:

+ The level of support shall not exceed five million VND per animal for male breeding pigs aged six months or older; each household can receive support for purchasing up to three male breeding pigs;

+ The level of support shall not exceed twenty million VND per animal for male breeding cattle aged twelve months or older or twenty-five million VND per animal for male breeding buffaloes aged twenty-four months or older; each household can receive support for purchasing one male buffalo or one male cattle.

- Provide one-time support up to 50% of the value of parent stock chickens and ducks. The average level of support for chickens and ducks shall not exceed fifty thousand VND per animal; each household can receive support for purchasing up to two hundred parent stock chickens or two hundred parent stock ducks.

b) Conditions for receiving support

To be eligible for support, livestock farming households must meet the following conditions:

- Engage in breeding male pigs, buffaloes, and cattle for artificial insemination services or raising parent stock chickens and ducks for hatching and supplying breeding animals; have a need, submit an application and commit to strictly implementing safe farming techniques as guided by the Ministry of Agriculture and Rural Development, and obtain confirmation from the People's Committee of the commune;

- Purchase breeds that meet local requirements; have clear origins from breeding facilities for livestock for pigs, buffaloes, and cattle or appropriate breed grades for chickens and ducks; meet quality standards as guided by the Ministry of Agriculture and Rural Development;

- Each household can only receive support for purchasing one of the following: male breeding pigs, male breeding buffaloes, male breeding cattle, chicken breeds, or duck breeds.

3. Support for managing livestock waste:

a) Content and level of support

- Provide one-time support up to 50% of the cost of constructing biogas facilities for managing livestock waste. The level of support shall not exceed five million VND per facility per household;

- Provide one-time support up to 50% of the cost of making biological bedding for managing livestock waste. The level of support shall not exceed five million VND per household.

b) Conditions for receiving support.

To be eligible for support, livestock farming households must meet the following conditions:

- Engage in livestock farming with a regular scale of at least five sows or ten fattening pigs or three buffaloes and cattle or two hundred poultry breeding animals and equivalent; have a need to construct biogas facilities or make biological bedding to manage livestock waste, submit an application and obtain confirmation from the People's Committee of the commune;

- Have confirmation from the People's Committee of the commune about the construction of new biogas facilities or making biological bedding that meets technical guidance from the Ministry of Agriculture and Rural Development;

- Each household can only receive support for the cost of constructing biogas facilities or making biological bedding.

Article 4. Policy to support and encourage the development of artificial insemination for livestock

1. Training and training support:

a) Content and level of support

Provide one-time support up to 100% of the training and training costs for individuals on artificial insemination techniques for livestock. The level of support shall not exceed VND 6,000,000 (six million dong) per person.

b) Conditions for receiving support

To be eligible for support, trainees must meet the following conditions:

- Have completed the secondary school program in mountainous areas or high school program in plains; under 40 years old;

- Have a need, submit an application and obtain confirmation from the People's Committee of the commune.

2. Support for purchasing liquid nitrogen containers for transporting and preserving artificial insemination semen:

a) Content and level of support

Provide one-time support up to 100% of the value of liquid nitrogen containers ranging from 1.0 to 3.7 liters for those providing artificial insemination services. The level of support shall not exceed VND 5,000,000 (five million dong) per container per person.

b) Conditions for receiving support.

To be eligible for support, those providing artificial insemination services must meet the following conditions:

- Have undergone training and training with certification; have a need, submit an application and obtain approval from the People's Committee of the commune;

- Purchase a type of container that complies with local regulations and commit to storing and using the container for at least five years.

Article 5. Funding for support and principles of applying support

1. Funding for support

a) State budget

- For localities that have their own budget, they should balance their budget from their own resources to implement this Decision;

- For localities that cannot balance their budget, the central government will subsidize the shortfall in funding to implement this Decision.

b) Funding from central and local programs and projects; economic and social organizations; other international cooperation programs.

2. Principles of applying support

Households raising livestock and individuals providing artificial insemination services who meet the conditions for support shall be provided support as follows:

a) Support for semen doses and breeding materials for pigs and artificial insemination breeding materials for cattle and buffaloes for households raising livestock through breeding and livestock supply enterprises or breeding material enterprises according to current regulations, designated and assigned plans by the Provincial People's Committee. The support funding for these enterprises shall be based on the unit price of semen doses and breeding materials according to the local standard multiplied by the actual amount supplied to households raising livestock within the annual plan.

b) Direct support to households raising livestock after they purchase male pig, cattle, buffalo, chicken, and duck breeding stock; with financial invoices as required.

c) Direct support to households raising livestock after they construct biogas facilities or make biological bedding.

d) Direct support to individuals undergoing training and training on artificial insemination techniques after completing the course; with certificates from the training and training institution.

đ) Direct support to individuals providing artificial insemination services after purchasing liquid nitrogen containers; with financial invoices as required.

e) In cases where multiple support policies from different programs and projects overlap during the same period, beneficiaries may choose the most beneficial policy.

Article 6. Implementation Organization

To take the lead and coordinate with the Ministry of Finance and relevant ministries and sectors to urge, inspect, supervise, and resolve issues arising during the implementation of this Decree.

a) Issue guidelines on the quality standards of semen doses and breeding stock (male pigs, cattle, buffaloes, and parent chickens and ducks); set standards for breeding materials for artificial insemination for cattle and buffaloes; provide guidance on safe breeding procedures and environmental management; designate units with sufficient capacity to train and train artificial insemination techniques so that individuals in localities can actively choose.

b) Inspect the implementation of this Decision in localities.

c) Summarize and report on the implementation and results of this Decision, promptly proposing solutions to address difficulties and issues to ensure effective implementation of the policy.

2. Ministry of Finance

a) Allocate funds from the central government budget to support localities in implementing this Decision.

b) Guide the financial mechanism for implementing this Decision.

c) Annually compile and report to the Prime Minister on the budget implementation of this Decision in localities.

3. People's Committees of provinces and centrally governed cities

a) Actively use local government budgets and other financial sources to effectively implement the policies in this Decision.

b) Based on the actual conditions of the locality:

- Specify: Types of semen, levels of support for semen doses and unit prices for artificial insemination for pigs; types of semen, levels of support for semen doses, unit prices, and standards for breeding materials for artificial insemination for cattle and buffaloes; types of breeding stock, quantities, and levels of support for households raising livestock when purchasing breeding stock; unit prices and levels of support for households raising livestock when constructing biogas facilities and making biological bedding; number of people, unit prices, and levels of support for training and training costs for artificial insemination techniques; types of containers, unit prices, and levels of support for liquid nitrogen containers for individuals providing artificial insemination services.

- Guide the subjects specified in Article 2 of this Decision to enjoy support policies in accordance with regulations to ensure transparency, timeliness, and effectiveness.

c) Designate and announce a list of breeding and livestock supply enterprises or breeding material enterprises providing semen doses, breeding stock, and breeding materials that meet quality standards for local livestock farmers to actively choose.

d) Based on market demand for livestock products, develop annual plans for supporting pig, cattle, and buffalo semen, quantities of each type of livestock, and assign tasks to designated enterprises to ensure adequate quantity and quality, promoting effective and sustainable livestock farming.

đ) Implement support policies accurately; publicly announce lists of beneficiaries at the commune and village levels; regularly inspect and monitor policy implementation in the locality.

e) Annually compile and report on the implementation and results of the policy in the locality, propose recommendations to relevant ministries and sectors for solutions to address issues in policy implementation.

4. Responsibilities of households raising livestock

a) Raise livestock in compliance with disease prevention and environmental protection standards, aligning with the goal of building new rural areas.

b) Commit to caring for and utilizing male breeding stock for at least 24 months for pigs and 48 months for cattle and buffaloes, except in cases of death, culling, or natural disasters and epidemics.

c) Do not use male pigs, bulls, or cows that do not meet the standards for service breeding.

Implement local regulations and guidelines to be eligible for support policies.

Article 7. Implementation Provisions

1. This Decision takes effect from January 1, 2015 to December 31, 2020.

2. Ministers, Heads of Ministries equivalent to ministries, Heads of government agencies, Chairmen of People's Committees of provinces and centrally governed cities shall be responsible for implementing this Decision./.
