Repealing certain regulatory legal documents issued by the Minister

The Ministry of Transport issues

Pursuant to the Law on Legislative Regulatory Documents dated June 22, 2015;

Based on the Law Amending and Supplementing Certain Provisions of the Law on Enactment of Legislative Acts dated June 18, 2020;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and measures for implementing the Law on Legislative Regulatory Documents;policiesPursuant to Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing a provision of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions;No. Pursuant to Decree No. 56/2022/NĐ-CP dated August 24, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

Pursuant to the Government Decree number The Minister of the Ministry of Transport issues this Circular abolishing certain legislative regulatory documents issued by the Minister of the Ministry of Transport. number Abolish entirely the following legislative regulatory documents issued by the Minister of the Ministry of Transport: number 1. Decision No. 2106-QĐ/BGTVT dated August 23, 1997 of the Minister of the Ministry of Transport regarding the issuance of the Rules on Loading, Unloading, Delivery, and Storage of Goods at Vietnamese Sea Ports.policies2. Decision No. 52/2007/QĐ-BGTVT dated October 31, 2007 of the Minister of the Ministry of Transport promulgating regulations on managing scientific and technological topics and experimental production projects at the ministerial level. number Pursuant to Decree No. 56/2022/NĐ-CP dated August 24, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

Pursuant to the Government Decree number 3. Circular No. 33/2013/TT-BGTVT dated October 15, 2013 of the Minister of the Ministry of Transport stipulating the tasks, powers, and organization of the Inspectorate of the Civil Aviation Administration of Vietnam.of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Home Affairs4. Circular No. 34/2013/TT-BGTVT dated October 15, 2013 of the Minister of the Ministry of Transport stipulating the tasks, powers, and organization of the Inspectorate of the Vietnam Maritime Administration.

At the proposal of the Director of the Legal Department and the Heads of relevant units under the Ministry;policies;

5. Circular No. 64/2013/TT-BGTVT dated December 31, 2013 of the Minister of the Ministry of Transport stipulating the establishment; tasks, powers of the advisory unit for specialized transport inspection work. number 6. Circular No. 67/2013/TT-BGTVT dated December 31, 2013 of the Minister of the Ministry of Transport stipulating the responsibilities of individuals and handling violations in the transport sector's inspection work.

This Circular takes effect from January 25, 2026.

7. Circular No. 02/2014/TT-BGTVT dated February 25, 2014 of the Minister of the Ministry of Transport stipulating the procedures for specialized inspections, administrative penalties; planning work, reporting systems, and internal management of transport sector inspections.

8. Circular No. 27/2014/TT-BGTVT dated July 28, 2014 of the Minister of the Ministry of Transport stipulating the management of asphalt materials used in transportation construction works.

9. Circular No. 32/2016/TT-BGTVT dated November 7, 2016 of the Minister of the Ministry of Transport amending and supplementing certain provisions of Circular No. 02/2014/TT-BGTVT dated February 25, 2014 of the Minister of the Ministry of Transport stipulating the procedures for specialized inspections, administrative penalties; planning work, reporting systems, and internal management of transport sector inspections.

1. This Circular takes effect from March 1, 2024.

2. The Director of the Ministry’s Office, the Director of the Ministry’s Inspectorate, Heads of Departments, Directors of Bureaus, Heads of agencies, organizations, and individuals concerned shall be responsible for implementing this Circular./.

5. Circular No. 64/2013/TT-BGTVT dated December 31, 2013, issued by the Minister of Transport, stipulates the establishment; tasks and powers of the advisory unit for specialized transport inspection work.

6. Circular No. 67/2013/TT-BGTVT dated December 31, 2013, issued by the Minister of Transport, stipulates the responsibilities of individuals and the handling of violations in the transport sector's inspection work.

7. Circular No. 02/2014/TT-BGTVT dated February 25, 2014, issued by the Minister of Transport, stipulates the specialized inspection procedures, administrative penalty procedures; planning work, reporting systems, and internal management of the transport sector's inspection.

8. Circular No. 27/2014/TT-BGTVT dated July 28, 2014, issued by the Minister of Transport, stipulates the management of asphalt material quality used in transportation construction projects.

9. Circular No. 32/2016/TT-BGTVT dated November 7, 2016, issued by the Minister of Transport, amends and supplements certain articles of Circular No. 02/2014/TT-BGTVT dated February 25, 2014, issued by the Minister of Transport, stipulating specialized inspection procedures, administrative penalty procedures; planning work, reporting systems, and internal management of the transport sector's inspection.

Article 2. Implementation clause

1. This Circular takes effect from March 1, 2024.

2. The Director of the Ministry’s Office, the Director of the Ministry’s Inspectorate, the Heads of Departments, the Heads of Bureaus, the Heads of agencies, organizations, and related individuals are responsible for implementing this Circular./.
