CIRCULAR

Issuing a list of serious diseases for organizations and individuals to mobilize, receive, distribute, and utilize voluntary contributions to support patients with serious diseases.

Pursuant to Decree No. 93/2021/NĐ-CP dated October 27, 2021 of the Government on mobilizing, receiving, distributing, and utilizing voluntary contributions to support the mitigation of difficulties caused by natural disasters, epidemics, accidents; supporting patients with serious diseases;

Pursuant to Decree No. 95/2022/NĐ-CP dated November 15, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

At the proposal of the Director of the Department of Medical Examination and Treatment,

The Minister of Health issues the List of Serious Diseases toorganizations and individuals to mobilize, receive, distribute, and utilize voluntary contributions to support patients with serious diseases.

Article 1. List of serious diseases for organizations and individuals to mobilize, receive, distribute, and utilize voluntary contributions to support patients with serious diseases

1. The accompanying this Circular is the List of Serious Diseases for organizations and individuals to mobilize, receive, distribute, and utilize voluntary contributions to support patients with serious diseases.

2. The List of Serious Diseases accompanying this Circular does not apply to cases stipulated in:

a) Decree No. 140/2021/NĐ-CP dated December 31, 2021 of the Government detailing certain provisions and implementing measures of the Law on Administrative Sanctions for Compulsory Education in Educational Institutions and Detention Centers;

b) Decree No. 134/2016/NĐ-CP dated September 1, 2016 of the Government detailing certain provisions and implementing measures of the Law on Export Tax and Import Tax;

c) Resolution No. 02/2018/NQ-HĐTP dated May 15, 2018 of the Supreme People's Court Council guiding the application of Article 65 of the Penal Code on suspended sentences;

d) Circular No. 26/2014/TT-BQP dated May 20, 2014 of the Minister of National Defense issuing the List of Serious Diseases and the List of Diseases Requiring Long-Term Treatment to implement policies and regulations in the military;

đ) The List of Serious Diseases prescribed in point a, Clause 4, Article 22 of the Health Insurance Law amended and supplemented by Laws No. 32/2013/QH13, No. 46/2014/QH13, No. 97/2015/QH13, No. 35/2018/QH14, No. 68/2020/QH14, No. 30/2023/QH15, and No. 51/2024/QH15.

Article 2. Effective Date

This Circular takes effect from March 1, 2025.

In the course of implementation, if there are difficulties or obstacles, please report to the Ministry of Health (Department of Medical Examination and Treatment) for consideration and resolution./.
