Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decision No. 99/1998/QĐ-TTg dated May 26, 1998 of the Prime Minister on price and postal and telecommunications tariff management;
Pursuant to Circular No. 03/1999/TT-TCBĐ dated May 11, 1999 of the General Post Office Department guiding the implementation of Decree No. 109/1997/NĐ-CP dated November 12, 1997 of the Government on Posts and Telecommunications and Decision No. 99/1998/QĐ-TTg dated May 26, 1998 of the Prime Minister on price and rate management for postal and telecommunications services;
At the proposal of the Director of the Department of Planning and Finance.
DECISION:
Article 1. Prepaid daily GSM mobile phone service rates are issued as follows:
1. Daily subscription fee: 2,455 dong/day
2. Outgoing call rates:
+ Intra-zone outgoing call rates: 1,909 dong/minute
+ Inter-zone outgoing call rates: 2,818 dong/minute.
3. International call rates for prepaid daily GSM mobile phone services shall be calculated by adding the intra-zone mobile information rate to the international direct dialing (IDD) rate according to the current international telephone rate table. The calculation method is as follows:
Prepaid GSM international call rate = Intra-zone rate (1,909 dong/minute) + IDD rate
4. The daily subscription fee and outgoing call rates within the day will be deducted from the account until the account balance is depleted. When the account balance of the subscriber is exhausted, the subscriber's outgoing calls will be blocked and they will only be able to receive incoming calls during a one-day grace period for recharging. After one day from when the account balance is exhausted, if the subscriber does not recharge, both incoming and outgoing calls will be blocked. Within six months from the date of two-way blocking, if the subscriber does not recharge to continue using the service, the service provider has the right to cancel the SIM card of the subscriber.
5. There will be no connection fee for prepaid daily GSM mobile phone subscribers.
6. Reduced rates for outgoing calls from prepaid daily GSM mobile phone subscribers:
+ A 30% reduction applies to domestic calls made between 11 PM and 7 AM from Monday to Saturday, and all day on holidays and Sundays.
+ International calls will be subject to reduced rates as specified in the current international telephone rate table.
7. Information rates from postpaid GSM mobile phones, fixed networks, Calling and Mobilenet mobile networks, CDMA mobile subscribers, and mobile terminal end-users calling prepaid daily GSM mobile phones shall be applied according to the current postpaid GSM mobile information rate regulations.
8. Information rates and incoming call rates at public points (post offices, agents, commune cultural-post offices, public telephone booths) for prepaid daily GSM mobile phones shall be applied according to the current postpaid GSM mobile information rates at public points.
9. The mobile prepaid daily GSM rates stipulated in Points 1.1, 1.2, 1.3, 1.4, 1.6, 1.7, and 1.8 above, after adding 10% value-added tax, shall be rounded off as follows:
- Any fraction greater than or equal to 50 dong shall be rounded up to 100 dong.
- Any fraction less than 50 dong shall be rounded down to 0 dong.
10. Tariff zones are defined as follows:
- Zone 1 includes provinces from the northern region to Quang Binh province.
- Zone 3 includes provinces and cities: Quang Tri, Thua Thien-Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Gia Lai, Kon Tum, and Dak Lak.
- Zone 2 includes other provinces and cities outside Zone 1 and Zone 3.
- Intra-zone rates apply to calls within each zone.
- Inter-zone rates apply to calls between zones:
+ From Zone 1 to Zone 2 and Zone 3, and vice versa.
+ From Zone 2 to Zone 3, and vice versa.
11. Mobile information charges are collected from the originating subscriber.
Article 2. The issuance of various denominations of cards and the validity period of the cards shall be decided by the service provider and reported to the Ministry.
Article 3. The rates prescribed in this Decision do not include value-added tax. This Decision takes effect from April 1, 2003. All previous provisions contrary to this Decision are hereby abolished.
Article 4. The Director of the Office, Heads of the Planning-Finance Department, Heads of units under the Ministry of Posts and Telecommunications, telecommunications service providers, and related units are responsible for implementing this Decision.
