DECISION

Regarding the establishment of Vocational Secondary School No. 19 - Ministry of National Defense

Pursuant to Decree No. 30/2004/NĐ-CP dated January 16, 2004 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

Pursuant to Decree No. 139/2006/NĐ-CP dated November 20, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law and the Labor Code regarding vocational training;

Pursuant to Decision No. 05/2006/QĐ-BLĐTBXH dated July 10, 2006 of the Minister of Labor, War Invalids and Social Affairs promulgating the "Regulations on Procedures for Establishing and Registering Vocational Training Activities for Vocational Colleges and Vocational Secondary Schools" and Decision No. 06/2006/QĐ-BLĐTBXH dated August 2, 2006 amending and supplementing certain articles of Decision No. 05/2006/QĐ-BLĐTBXH;

Pursuant to Decision No. 07/QĐ-BLĐTBXH dated October 2, 2006 of the Minister of Labor, War Invalids and Social Affairs approving the "Master Plan for Developing the Network of Vocational Colleges, Vocational Secondary Schools, and Vocational Training Centers until 2010 with a Vision to 2020";

In accordance with the proposal of the Deputy Chief of General Staff.

DECISION:

Article 1. Establish Vocational Secondary School No. 19 - Ministry of National Defense under the Military Command of Thai Binh Province/QK3 based on upgrading the existing Vocational Training School No. 19/BQP.

Main office: No. 784 Ly Bon Street, Thai Binh City.

Article 2. Vocational Secondary School No. 19 - Ministry of National Defense shall have the following tasks:

- Providing vocational training at two levels: intermediate vocational level and basic vocational level according to regulations for demobilized soldiers and social demand for vocational training;

- Enhancing skill levels of workers according to the requirements of production, business, and service enterprises and workers themselves;

- Researching and applying technology and techniques to improve the quality and efficiency of training; organizing production, business, and services in accordance with the law.

Article 3. Vocational Secondary School No. 19/BQP is a public service unit with legal personality, its own seal and separate account; operates in accordance with the Charter of Vocational Secondary Schools and current laws on vocational training; is responsible for registering vocational training activities in accordance with current regulations.

Article 4. Vocational Secondary School No. 19/BQP:

Is allocated seven key positions for command, management, and operation of the school and enjoys defense budget funding (in accordance with Decision No. 672/QĐ-TM dated June 28, 2006 of the Deputy Chief of General Staff).

The remaining positions will be filled through labor contracts and other forms prescribed by law, self-funding salaries and benefits according to current regulations; not included in the unit's manpower planning.

Organize the staffing structure and report to the direct management agency for approval by the General Staff.

Article 5. This Decision takes effect fifteen days from the date of publication in the Official Gazette. The Deputy Chief of General Staff, Heads of General Departments, Commanders of Military Region 3, Commanders of the Military Command of Thai Binh Province, Commanders of units, relevant agencies, and Principal of Vocational Secondary School No. 19/BQP are responsible for implementing this Decision./.
