Based on the Constitution of the Socialist Republic of Vietnam in 1992 as amended and supplemented by some articles pursuant to Resolution No. 51/2001/QH10;No. Based on the Law on the Supervision Activities of the National Assembly No. 05/2003/QH11; Resolution No. 07/2002/QH11 promulgating the Rules of Procedure of the National Assembly sessions;No. On the basis of the results of questioning and answering questions at the fifth session,

of the Thirteenth National Assembly,No. The National Assembly basically agrees with the report of the Government and relevant ministries and sectors on the initial results in organizing the implementation of the resolutions of the National Assembly on questioning and answering questions at the second, third, and fourth sessions; requests the Government, ministers, and heads of sectors to continue effectively implementing the National Assembly's resolutions on questioning and answering questions, and to report to the National Assembly at the sixth session.

The National Assembly notes that the questioning session was conducted democratically, openly, responsibly, with debate and dialogue in a constructive spirit. National Assembly deputies posed questions frankly, focusing on key issues of concern to voters nationwide. Deputy Prime Ministers and ministers and sector heads, with their responsibilities, basically answered the issues raised by National Assembly deputies and proposed specific solutions to address them.of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Home AffairsThe National Assembly acknowledges the solutions committed by Deputy Prime Ministers on behalf of the Government and ministers and sector heads before the National Assembly. The National Assembly requests: the National Assembly 1. In the field of agriculture and rural development:a - The Ministry of Agriculture and Rural Development shall coordinate with relevant ministries and sectors to implement measures to continue promoting comprehensive and sustainable agricultural production.

RESOLUTION:

I. Focus on doing well the planning work for the industry, region, linking agricultural planning with industrial planning and other economic sectors, ensuring the full utilization of the potential and strengths of each locality and the country to develop agriculture.

Reorganize the industry and products, linking with agricultural production models, building necessary models to improve the quality and efficiency of agricultural production in crop farming, animal husbandry, aquaculture, fisheries, forestry; apply science and technology to agricultural production to increase productivity, quality, reduce product costs, enhance the competitiveness of agricultural goods and products; implement linkages between industries in agricultural production and other industries.

II. Continue to perfect the organization and production-marketing process in agriculture, from seeds to production, processing, circulation, distribution on the market, consumption of agricultural and aquatic products, stabilizing rice purchase prices; strictly control the production and marketing processes of fertilizers, pesticides, animal feed, veterinary drugs, and other agricultural materials. Address the issue of fake, imitation, low-quality goods, unsafe food; inspect, investigate, and handle violations of the law seriously.

Focus on building the brand of Vietnamese agricultural products, striving to have many agricultural products recognized as clean, high-quality, exportable, and favored by consumers.

Continue to perfect mechanisms and policies to support agriculture, farmers, and rural areas, including public investment, credit, insurance, tax, and other fields, creating favorable conditions for sustainable and efficient agricultural development; particularly paying attention to policies for fishermen in coastal areas linked to the maritime strategy.

- Review land planning and usage plans; forest allocation, farm and forest management enterprises' land allocation linked to the restructuring of farms and forest management enterprises and the completion of mechanisms for forest planting and protection; demarcate and classify production forests, protective forests, special-use forests; address deforestation and forest fires; issue special policies for people resettled in hydropower reservoir areas; promptly complete and implement the replanting plan for forest areas converted to hydropower construction projects; urgently build and implement national and local plans to respond to climate change.

- Summarize the implementation of the new rural construction program; implement comprehensive solutions to develop agricultural production, education, healthcare, culture, ensure social security, gradually improve the material and spiritual life of the people in rural areas.

2. In the field of culture, sports, and tourism:

The Ministry of Culture, Sports, and Tourism shall coordinate with relevant ministries and sectors, the Vietnam Fatherland Front Committee, and local authorities at all levels in:

- Building a modern Vietnamese culture deeply imbued with national characteristics, serving as a driving force for national development; addressing existing management shortcomings in the cultural sector, first and foremost, declining cultural standards, moral decay in society, schools, families, and other social relations; educating healthy lifestyles among young people, students; inspecting, investigating, and handling violations of the law in this area seriously.

- Taking positive measures to preserve and promote traditional culture and history. Rectify artistic creation and performance activities; ensure the preservation of traditional customs and encourage various forms of traditional culture and art; consolidate cultural institutions at the grassroots level. Urgently build plans for maintenance, conservation, and restoration of historical and cultural relics, especially those that have deteriorated. Strengthen state management over festival organizations, eliminate superstitions, backward customs.

- Review the implementation of the new rural development program; implement comprehensive solutions to develop agricultural production, education, healthcare, culture, ensure security, public order, social safety, and gradually improve the material and spiritual living standards of rural residents.

2. In the field of culture, sports, and tourism:

The Ministry of Culture, Sports and Tourism shall coordinate with relevant ministries, sectors, the Vietnam Fatherland Front Committee, and local authorities at all levels in the following activities:

- Building a modern Vietnamese culture rich in national identity, serving as a driving force for national development; addressing existing management issues in the cultural sector, particularly signs of cultural degradation and moral decline in society, schools, families, and other social relationships; promoting and educating young people, teenagers, students, and college students about healthy lifestyles; inspecting, supervising, and strictly handling violations of laws in this field.

- Implement positive measures to preserve and promote the cultural and historical traditions of the nation. Rectify artistic creation and performance activities; ensure the preservation of traditional customs and encourage various forms of traditional culture; strengthen grassroots cultural institutions. Urgently develop plans for maintenance, repair, conservation, and restoration of historical and cultural relics, especially those that have deteriorated. Enhance state management over festival organization, eliminate superstitions, irrational beliefs, and outdated customs.

- Improve the quality of services, diversify tourism products. Promote the promotion and publicity of Vietnamese tourism products. Apply standards in developing and training human resources for the tourism industry. Strengthen propaganda to raise public awareness about tourism development. Link tourism development with the preservation of historical and cultural relics. Vigorously promote socialization, expand models of collaboration, have special mechanisms and policies to attract investors in the tourism sector. Enhance inspection, supervision, and handling of negative phenomena; closely coordinate security forces to ensure public order and social safety at tourist areas.

Strive for Vietnam's tourism to become a leading economic sector by 2020, contributing positively to economic development; after 2020, achieve a worthy position in the region.

- Establish mechanisms and policies to promote widespread mass sports movements, high-performance sports, especially among young people, to enhance the physical fitness of Vietnamese people and competition results in domestic and international tournaments. Utilize existing sports facilities effectively. Promptly address and overcome limitations and negative aspects in the sports sector.

3. For the labor, war invalids, and social affairs sector:

- Review, reorganize, and plan vocational training institutions and regular education centers; improve the quality of vocational training institutions, ensuring the quality of vocational training; guide the development of industries and trades that meet the labor demand of enterprises and the labor market, responding to the requirements of socio-economic development at each stage. Expand vocational training forms through contracts with businesses. Promote socialization, international cooperation, and various forms of collaboration in vocational training work.

Support vocational training for job conversion for ethnic minority groups and poor households in particularly difficult areas; prioritize vocational training and employment support for people whose land has been reclaimed.

- Manage enterprises sending workers abroad, ensuring close coordination between domestic management units, overseas employers, and workers. Provide full and accurate information on policies, systems, rights, obligations, and legitimate benefits of workers. Strengthen training and education to improve skills, foreign languages, knowledge of laws and culture of the host country, and work discipline for workers. Study and promote expanding the labor export market, especially stable markets with low costs and guaranteed worker benefits; prioritize labor from poor households, ethnic minorities, and remote areas.

- Urgently implement policies and laws concerning persons who have rendered meritorious service as soon as possible. Accelerate the progress of reviewing pending files, guiding the establishment of files for cases where original files are lost, ensuring correct implementation of benefits and policies for those who have rendered meritorious service. Strengthen inspection, supervision, timely detection, and handling of violations.

- Implement well social security policies and poverty reduction programs; supplement and amend unsuitable policies and target programs. Achieve poverty reduction goals, contributing to narrowing the wealth gap.

- Continue to implement the wage floor adjustment schedule as prescribed by labor laws.

4. Regarding the activities of the People's Procuracy:

- Implement measures determined in Resolution No. 37/2012/QH13 dated November 23, 2012 of the National Assembly on anti-law violation and crime prevention work, the work of the People's Procuracy, the People's Court, and enforcement of judgments in 2013, contributing to ensuring judicial activities truly comply with the law, building a clean, strong, democratic, strict, and people-serving judiciary, report to the National Assembly at its sixth session.

- Improve the quality of supervising judicial activities, ensuring supervision of 100% of criminal cases from the moment they are initiated; strictly supervise investigative activities, promptly propose investigation requirements, not letting crimes go unpunished, not wrongfully convicting innocent people; promptly address negative and remaining issues within the prosecution sector.

- Improve the quality of prosecution work, ensuring prosecution of the right person, for the right crime, according to the law, within the time limit, without prolonged backlog; strengthen the proactive, positive role and improve the quality of prosecution activities at trial sessions. Ensure the quality of the People's Procuracy's objections.

- Implement projects under the judicial reform program within the responsibility of the prosecution sector; strive to have sufficient quantity, quality, capability, competence, and solid moral character of prosecution staff by 2015.

- Promptly summarize the implementation to timely amend and supplement the Criminal Procedure Code and the Law on the Organization of the People's Procuracy after the National Assembly amends the 1992 Constitution.

III. The National Assembly assigns the Government, the Supreme People's Court, the Supreme People's Procuracy, relevant agencies and organizations, sectors, and levels to focus on resolving and responding to 1,724 opinions and suggestions from voters nationwide sent to the National Assembly at this session and opinions and suggestions from previous sessions that have not yet been resolved or responded to during the process of implementing the National Assembly's Resolutions.

The National Assembly assigns the Standing Committee of the National Assembly to consider urgent issues of concern to National Assembly deputies and voter suggestions to organize questioning and answering questions at Standing Committee meetings; organize explanations at Ethnic Council meetings and National Assembly Committees.

IV. The Government, the Prime Minister, Ministers, Heads of ministerial-level agencies, the Supreme People's Court, the Supreme People's Procuracy, relevant agencies and organizations, Provincial People's Councils, and City People's Councils directly under the central government within their respective duties and powers are responsible for implementing this Resolution.

The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Delegations of National Assembly Members, and the National Assembly deputies within the scope of their duties and powers shall be responsible for supervising the implementation of this Resolution.
