Prescribes energy consumption standards in the seafood processing industry, applicable to the industrial processing of snakehead fish and shrimp products
processing of aquatic products, applicable to the industrial processing of catfish and shrimp product groups
Based on the Law on Rational Energy Use and Efficiency dated 17 2010;
/NĐ-CP of the Government stipulating the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;1/201January 1st, 2010, Government Decree No. 29/2010/NĐ-CP dated March 29, 20101detailing and guiding the implementation of the Law on Rational Energy Use and Efficiency; The implementing regulations for the Law on Rational and Efficient Use of Energy;
Pursuant to Decree No. 98/2017/NĐ-CP dated August 18, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Implementing Decision No. 1028/QĐ-TTg of the Prime Minister dated July 13, 2017 approving the policy framework for 2018 under the Program to Support Adaptation to Climate Change (SP-RCC);

The Minister of Industry and Trade issues this Circular prescribing energy consumption standards in the 1. Units and local public security agencies; officers, non-commissioned officers, and soldiers of the People's Public Security Forces performing the task of industrial emission testing. seafood processing industry, applicable to the industrial processing of snakehead fish and shrimp products.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular prescribes energy consumption standards for the industrial processing of snakehead fish and shrimp products during the period up to December 31, 2025 and from 2026 to December 31, 2030.
Article 2. Applicability
This Circular applies to seafood processing facilities with a scale of 300 tons of product per year or more and relevant agencies and organizations.
Article 3. Explanation of Terms
1. Specific energy consumption (SEC) is the total amount of energy consumed directly and indirectly for one unit of equivalent product.
2. Energy consumption standard is the specific energy consumption level that must be achieved according to each phase as prescribed in this Circular.
3. IQF (Individual Quick Freezing) is a method of rapidly freezing individual products.
4. Equivalent product is the processed product converted to correspond to frozen fillets coated with ice up to 15% on an IQF belt, refrozen once, and fresh shrimp frozen on an IQF belt, based on the conversion factor for energy as specified in Appendix I of this Circular.
Chapter II
ENERGY CONSUMPTION STANDARDS AND MEASURES TO IMPROVE ENERGY USE EFFICIENCY IN THE SEAFOOD PROCESSING INDUSTRY
1. Energy consumption standards applicable to plastic products until the end of 2020
The specific energy consumption for the industrial processing of snakehead fish and shrimp products is determined according to the method prescribed in Appendix I of this Circular.
Household plastics/Technical plastics (kWh/kg)
1. The energy consumption standard for the industrial processing of snakehead fish products is 1,050 kWh per ton of equivalent fish product and 2,050 kWh per ton of equivalent shrimp product for the period up to December 31, 2025.
2. The energy consumption standard for the industrial processing of snakehead fish products is 900 kWh per ton of equivalent fish product and 1,625 kWh per ton of equivalent shrimp product for the period from 2026 to December 31, 2030.
3. The specific energy consumption of new investment projects must not exceed the energy consumption standards prescribed in Clause 2 of Article 5 of this Circular.
1. Seafood processing facilities currently operating with specific energy consumption higher than the prescribed energy consumption standards for each phase as stipulated in Article 5 of this Circular shall develop and implement plans to improve energy use efficiency to meet the prescribed energy consumption standards as set forth in Article 5 of this Circular.
- The situation regarding compliance with the energy consumption standards of the previous year as stipulated in Appendix IV of this Circular.
- In addition to the above reporting requirements, seafood processing facilities with specific energy consumption higher than the prescribed energy consumption standards as set forth in this Circular shall also report plans to improve energy use efficiency, including detailed energy-saving measures and implementation schedules as required under Clause 1 of this Article.
Article 7. Some solutions to improve energy efficiency in the seafood processing industry
1. Some solutions to enhance energy efficiency include:
- Establishing an energy management system in seafood processing facilities and implementing measures to improve energy efficiency in energy management;
- Implementing low-investment solutions to enhance energy efficiency (replacing individual equipment with higher energy efficiency);
- Implementing high-investment solutions to enhance energy efficiency (replacing one or several clusters of equipment with higher energy efficiency or changing technology to improve energy efficiency).
2. Encourage seafood processing facilities to apply the improvement and enhancement measures for energy efficiency as stipulated in Appendix II of this Circular.
Chapter III
IMPLEMENTATION
Article 8. Responsibilities of the Department of Energy Saving and Sustainable Development
1. Take the lead and coordinate with relevant agencies to guide, inspect, and supervise the implementation of the provisions of this Circular.
2. Coordinate with provincial Departments of Industry and Trade to inspect the compliance with energy consumption standards, the feasibility of plans to ensure compliance with energy consumption standards according to the roadmap.
3. Summarize and report to the leadership of the Ministry of Industry and Trade on the implementation of this Circular and propose measures to handle cases of non-compliance with the provisions of this Circular in accordance with the law.
Article 9. Responsibilities of Provincial Departments of Industry and Trade
1. Coordinate with the Department of Energy Saving and Sustainable Development to guide, urge, and inspect the implementation of the provisions of this Circular.
2. Annually, inspect the compliance with energy consumption standards, the feasibility of plans to ensure compliance with energy consumption standards according to the roadmap of seafood processing facilities in their locality (for production facilities that have not met the energy consumption standards).
Article 10. Transitional Provisions
Within six months from the date this Circular takes effect, seafood processing facilities that cannot determine the energy consumption standards as prescribed by this Circular shall be responsible for fully installing energy metering devices to accurately calculate the energy consumption rate of the facility.
Article 11. Effective Date
1. This Circular takes effect from February 18, 2019.
2. During the implementation process, if there are any issues, relevant agencies, organizations, and individuals shall promptly reflect them to the Ministry of Industry and Trade for research, guidance, clarification, amendment, and supplementation of this Circular.
Appendix I
METHOD FOR DETERMINING ENERGY CONSUMPTION RATES IN SEAFOOD PROCESSING FACILITIES AQUATIC PRODUCT PROCESSING

The receipt, handling of reflections and petitions from individuals and organizations concerning administrative regulations shall be carried out in accordance with Decree No. 20/2008/NĐ-CP dated February 14, 2008 of the Government on the receipt, handling of reflections and petitions from individuals and organizations concerning administrative regulations (amended and supplemented by Decree No. 48/2013/NĐ-CP dated May 14, 2013 on amending and supplementing certain articles of decrees related to administrative procedure control and Decree No. 92/2017/NĐ-CP dated August 7, 2017 on amending and supplementing certain articles of decrees related to administrative procedure control).8 of the Ministryưởof Industry and Trade
1. Scope of assessment: Seafood processing facilities including catfish and shrimp, comprising direct processing activities and indirect supporting activities serving the processing of these products, including laboratories and auxiliary areas (water cooling, air conditioning, water treatment).
Administrative areas (offices, dining halls, etc.) and other activities within the processing facility's scope (processing other products, exhibition rooms, sales, cold storage services) do not fall within the scope of this assessment.
2. The period for determining the energy consumption rate of the assessed object is one year from January 1 to December 31 each year. In case of energy consumption rate verification, the verification period is the time necessary to complete one production cycle.

4. The energy consumption rate (SEC) of seafood processing facilities is determined by the formula below:

- Electricity (cb) is measured in kWh, representing the electricity used at the facility for processing shrimp and catfish within the scope of assessment and reporting period, calculated by subtracting electricity for other activities and products from the electricity bill and adding indirect electricity for purchasing ice and renting cold storage for the assessed product.
Electricity(cb) = Electricity(hd) - Electricity(khac) + Electricity(gian tiep)
- Electricity(hd): Determined based on the electricity purchase invoice of the seafood processing facility during the reporting period.
- Electricity(khac): Determined based on the meter reading during the reporting period. Estimation is allowed in cases where there are no separate electricity measuring devices for other activities outside the scope of assessment, including:
+ Outside the scope of assessment: The processing facility uses electricity for office and dining hall areas, the amount of other electricity is estimated at 3% of the total electricity on the electricity purchase invoice;
+ For units engaged in selling ice blocks: The amount of electricity used for this activity is estimated at 70 kWh per ton of ice blocks sold;
+ For units engaged in renting cold storage: The amount of electricity used for this activity is estimated at 2.5 kWh x tons of product x rental days.
- Indirect Electricity is the estimated electricity for purchasing ice blocks or renting cold storage based on the processing volume during the reporting period:
In the case of purchasing rock from outside: The amount of electricity used for this activity is estimated at 70 kWh per ton of rock.
In the case of renting external cold storage: The amount of electricity used for this activity is estimated at 2.5 kWh multiplied by the tonnage of products multiplied by the rental period (days).
- The production quantity (qd) is determined in kilograms, representing the production volume of shrimp or snakehead fish products processed, converted to equivalent products according to the coefficient specified below.

- In the case where the processing facility produces other shrimp and snakehead fish products not listed above, they need to be converted to equivalent products (in terms of size, packaging specifications, and processing procedures) using a conversion factor of 1.
- In the case where the processing facility produces other products besides shrimp and snakehead fish but cannot determine the electricity consumption for these products, they need to be converted to equivalent products (in terms of size, packaging specifications, and processing procedures) using a conversion factor of 1.
- Processing facilities that process both shrimp and snakehead fish without being able to determine the energy consumption for each product must convert to one of the two main product groups for energy consumption evaluation with a conversion factor of 1 ton of snakehead fish equivalent to 0.56 tons of shrimp equivalent or 1 ton of shrimp equivalent to 1.78 tons of snakehead fish equivalent.
Appendix II
SOME SOLUTIONS TO IMPROVE ENERGY EFFICIENCY IN THE SEAFOOD PROCESSING INDUSTRY

- Group of solutions to improve production processes and energy management
- Limiting idle or underloaded IQF conveyor belts. In cases where underloading is necessary, measures should be taken to adjust the cooling system's capacity;
- Using refrigeration equipment reasonably;
- Strictly managing ice production and usage;
- Managing cold storage usage, closing doors when no one is present or passing through;
d) Maintaining cold storage temperatures at necessary levels;
e. Strictly managing the use of air conditioning systems;
g. Changing the way equipment is used appropriately when processing capacity is low;
h. Other solutions.
2. Group of solutions to improve cold equipment operation procedures
- Avoid running compressors underloaded;
- Do not operate cold storage and flake ice machines at the same boiling temperature;
- Maintain suction pressure at appropriate levels;
- Defrost cold storage according to procedure, avoiding excessive frost buildup on evaporators.
3. Group of solutions for repair and maintenance of cold equipment
- Inspect and fix reduced capacity issues with IQF conveyor belts;
- Determine the cooling capacity of screw compressors that have been in use for many years;
- Establish tracking records for each screw compressor;
- Timely inspect and repair faulty or deteriorating equipment;
d) Regularly check and address fouling buildup on condensers.
4. Group of solutions for redesigning and reinstalling the cold system
- Design a central ammonia-based cold system instead of individual units;
- Redesign the cold system to ensure compressors do not run underloaded or at low boiling temperatures;
- Re-plan cold storage and temperature control systems;
- Supply chilled water to flake ice machines;
d) Supply liquid ammonia from low-pressure cold storage tanks to low-pressure IQF conveyor belt tanks;
e. Convert some R22-based cold equipment to ammonia;
g. Replace low-efficiency compressors with higher-efficiency ones;
h. Install blast freezers for whole fish freezing;
i. Control floating condensing pressure
k. Install variable frequency drives on compressors if necessary;
l. Other design, installation, and investment solutions.
5. Group of solutions to enhance cold efficiency using peripheral equipment
- Add vacuum gauges to freezing systems to monitor suction pressure;
- Install CO2 sensors and heat recovery fans in processing rooms to increase cold efficiency and reduce electricity consumption for air conditioning systems;
- Add solenoid valves to sequentially vent non-condensable gases from condensers to lower condensing pressure and reduce compressor electricity consumption;
- Add gas and water separators to the cold system.
