Repealing certain regulatory legal documents issued by the Minister of Transport

Based on the Law on Enactment of Legislative Acts dated June 22, 2015;
Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents;
Pursuant to Decree No. 12/2017/NĐ-CP dated February 10, 2017, issued by the Government on the functions, tasks, powers, and organizational structure of the Ministry of Transport;
At the proposal of the Director of the Legal Department;
The Minister of Transport issues this Circular to repeal certain regulatory legal documents issued by the Minister of Transport.
This Circular takes effect from January 25, 2026.
7. Circular No. 02/2014/TT-BGTVT dated February 25, 2014 of the Minister of the Ministry of Transport stipulating the procedures for specialized inspections, administrative penalties; planning work, reporting systems, and internal management of transport sector inspections.

Article 2. Repealing part of legal normative documents
Repealing part of certain regulatory legal documents issued by the Minister of Transport as follows:
1. Clause 1 Article 6 of Circular No. 29/2009/TT-BGTVT dated November 17, 2009 of the Minister of Transport guiding the implementation of certain provisions of the Agreement on Facilitating Cross-border Transport of Passengers and Goods among Countries in the Greater Mekong Subregion.
2. Article 8 of Circular No. 88/2014/TT-BGTVT dated December 31, 2014 of the Minister of Transport guiding the implementation of certain provisions of the Agreement and Protocol Implementing the Agreement on Facilitating Cross-border Transport of Motor Vehicles between the Government of the Socialist Republic of Vietnam and the Government of the Lao People's Democratic Republic.
3. Point 14 Section VII Appendix II of Circular No. 41/2018/TT-BGTVT dated July 30, 2018 of the Minister of Transport specifying the list of products and goods that may pose safety risks under the Ministry of Transport's regulatory oversight.
Article 3. Effectiveness
This Circular takes effect from February 15, 2020.
Article 4. Organization of Implementation
The Director of the Office of the Ministry, the Inspector General, Heads of Departments, Directors of Bureaus, General Directors, Heads of agencies, organizations, and individuals concerned are responsible for implementing this Circular./.
