Issuing inter-provincial telecommunication channel service rates applicable to enterprises providing Internet connection services and enterprises providing Internet access services for the provision of connection and Internet access services.

Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decree No. 55/2001/NĐ-CP dated August 23, 2001 of the Government on management, provision, and use of Internet services;
Pursuant to Decision No. 99/1998/QĐ-TTg dated May 26, 1998 of the Prime Minister on price and postal and telecommunications tariff management;

DECISION:
Article 1. Issuing inter-provincial telecommunication channel rental rates for domestic telecommunication channel service providers applicable to enterprises providing Internet exchange point (IXP) services and Internet service provider (ISP) services renting channels to provide connection and Internet access services, as follows:
1. Connection costs and initial installation fees shall be determined by the enterprise providing telecommunication channel rental services based on cost.

- For the inter-provincial telecommunication channel rate region, the level of inter-provincial telecommunication channel rates (including intra-city transmission) for connecting inter-provincial channels: apply according to the inter-provincial telecommunication channel rental rate table issued by the Minister of Posts and Telecommunications.
- The above rates do not include value-added tax (VAT).
Article 2. This regulation takes effect from April 1, 2003, replacing Decision No. 16/2002/QĐ-TCBĐ dated January 11, 2002 of the Posts and Telecommunications Administration on temporarily issuing inter-provincial telecommunication channel service rates applicable to enterprises providing Internet exchange point (IXP) services and Internet service provider (ISP) services renting channels to provide connection and Internet access services.
Article 3. The Head of the Office, Heads of the Planning and Finance Department, Heads of units under the Posts and Telecommunications Ministry; General Directors, Directors of telecommunication service providing enterprises, Internet exchange point (IXP) service providing enterprises, Internet service provider (ISP) service providing enterprises, and Heads of related units are responsible for implementing this Decision.
