Repealing Circulars in the field of finance and banking
ISSUED BY THE MINISTER OF FINANCE
Based on the Law on Enactment of Legislative Acts dated June 22, 2015;
Based on the Law Amending and Supplementing Certain Provisions of the Law on Enactment of Legislative Acts dated June 18, 2020;
Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents;
Pursuant to Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some provisions and measures for implementing the Law on Legislative Regulatory Documents;
Pursuant to Decree No. 87/2017/NĐ-CP dated July 26, 2017, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
At the proposal of the Director of the Department of Banking and Financial Institutions;
The Minister of Finance issues this Circular to repeal certain Circulars in the field of financial banking issued by the Minister of Finance.
Article 1. Repeal all eight Circulars
Repeal all eight Circulars in the field of finance and banking issued by the Minister of Finance as follows:
1. Circular No. 99/2015/TT-BTC dated June 29, 2015 of the Ministry of Finance guiding the issuance of government-guaranteed bonds.
2. Circular No. 100/2015/TT-BTC dated June 29, 2015 of the Ministry of Finance guiding the issuance of local government bonds in the domestic market.
3. Circular No. 211/2012/TT-BTC dated December 5, 2012 of the Ministry of Finance guiding the implementation of certain provisions of Decree No. 90/2011/NĐ-CP dated October 14, 2011 of the Government on the issuance of corporate bonds.
4. Circular No. 110/2007/TT-BTC dated September 12, 2007 of the Ministry of Finance guiding the implementation of certain contents of Decree No. 104/2007/NĐ-CP dated June 14, 2007 of the Government on debt collection services.

5. Circular No. 53/2017/TT-BTC dated May 19, 2017 of the Ministry of Finance guiding the implementation of Decree No. 69/2016/NĐ-CP dated July 1, 2016 of the Government on conditions for operating debt buying and selling services.
6. Circular No. 96/2012/TT-BTC dated June 8, 2012 of the Ministry of Finance guiding the financial mechanism supporting electricity prices for wind power grid-connected projects.
7. Circular No. 119/2015/TT-BTC dated August 12, 2015 of the Ministry of Finance guiding the financial management mechanism for the Small and Medium Enterprise Development Fund.
8. Circular No. 37/2016/TT-BTC dated February 29, 2016 of the Ministry of Finance stipulating interest rates for loans from the Small and Medium Enterprise Development Fund.
Article 2. Implementation clause
This Circular takes effect from August 23, 2021.
