The Minister of National Defense issues this Circular prescribing the models and colors of regular uniforms for officers; professional soldiers; officer and non-commissioned officer trainees; technical specialists; non-commissioned officers, soldiers.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates the models and colors of regular uniforms for officers; professional soldiers; officer and non-commissioned officer trainees; technical specialists; non-commissioned officers, soldiers in the Vietnam People's Army.
Article 2. Applicability
Article 1. This Circular applies to officers; professional soldiers; officer and non-commissioned officer trainees; technical specialists; non-commissioned officers, soldiers; relevant agencies, units, and individuals.
Article 2. This Circular does not apply to members of the Vietnam Coast Guard force.
Chapter II
MODELS AND COLORS OF REGULAR UNIFORMS
Article 3. Winter uniforms for officers and professional soldiers
b) The kepi hat for officers and non-commissioned officers of colonel and lieutenant colonel ranks: The hat has an oval-shaped top with a trim of the same color; it has a visor covered with faux leather material in black, attached with a visor trim. Above the visor, there is a gold-colored cooc cord with woven threads, both ends of which are attached with buttons bearing a five-pointed star. In the center of the forehead part of the hat, there is a single air vent hole, and on each side of the hat's edge, there are two air vent holes. The chin strap inside the hatband can be adjusted. The woven hatband is decorated with horizontal stripes;
a) Male
Coat: A long-sleeved outer coat with lining, V-neck collar. Each side of the collar has two slits for attaching badges. The front has four welt pockets with button flaps; the coat closes with four buttons. The back has a split hem. Shoulder straps are provided for rank insignia. For Navy officers and professional soldiers, there are stripes above the cuffs indicating rank.
Trousers: Long trousers with a full-length zipper fly. The front has two diagonal pockets, the back has two welt pockets. The waistband has loops for belt attachment.
b) Female
Coat: A long-sleeved outer coat with lining, V-neck collar. Each side of the collar has two slits for attaching badges. The front has shoulder and waist darts, two welt pockets with button flaps; the coat closes with four buttons. The back has a split hem. Shoulder straps are provided for rank insignia. For Navy officers and professional soldiers, there are stripes above the cuffs indicating rank.
Trousers: Long trousers with a full-length zipper fly. The front has two vertical pockets.
Point 2. Colors: Olive drab for the Army and Border Guard; dark blue for Air Defense-Air Force; navy blue for the Navy.
Point 3. Models and colors of winter uniforms for male and female officers and professional soldiers shall be implemented according to Model 1 and Model 2 in the Appendix attached hereto.
Article 4. Summer uniforms for officers and professional soldiers

b) The kepi hat for cadets training to become officers and non-commissioned officers, technical specialists; non-commissioned officers, soldiers: The top of the hat is dark navy blue, the body of the hat is light blue, the faux leather cord is black."
Ground Forces and Border Guard: Olive drab shirts and trousers;
Air Defense-Air Force: Sky blue shirts, dark blue trousers;
Navy: White shirts, dark purple trousers.
3. The models and colors of summer uniforms for male and female officers and professional soldiers shall be implemented according to the provisions in Model 3 and Model 4 of the Appendix attached to this Circular.

2. Colors: Ground Forces and Border Guard in light yellow; Air Defense-Air Force in sky blue; Navy in white.
3. The models and colors of long-sleeved shirts with elastic cuffs for male and female officers and professional soldiers shall be implemented according to the provisions in Model 7 and Model 8 of the Appendix attached to this Circular.
Article 7. Military jackets for officers and professional soldiers
b) The kepi hat for officers and non-commissioned officers of colonel and lieutenant colonel ranks: The hat has an oval-shaped top with a trim of the same color; it has a visor covered with faux leather material in black, attached with a visor trim. Above the visor, there is a gold-colored cooc cord with woven threads, both ends of which are attached with buttons bearing a five-pointed star. a) Male: Outer jacket style with lining, long sleeves, and a turned-down collar. Each side of the collar has two slits for insignia patches. The front has two diagonal pockets below; the placket has two rows of buttons, four buttons each row. The back has a split seam at the bottom. Shoulder straps are provided for rank insignia. A separate belt with a buckle at the end. For Navy officers and professional soldiers, there are stripes above the sleeve cuffs indicating rank.
b) Female: Outer jacket style with lining, long sleeves, and a turned-down collar. Each side of the collar has two slits for insignia patches. The front has a vertical pocket from the shoulder to the hem, below which are two diagonal pockets; the placket has two rows of buttons, four buttons each row. The back has a split seam at the bottom. Shoulder straps are provided for rank insignia. A separate belt with a buckle at the end. For Navy officers and professional soldiers, there are stripes above the sleeve cuffs indicating rank.
b) The kepi hat for cadets training to become officers and non-commissioned officers, technical specialists; non-commissioned officers, soldiers: The top of the hat is dark navy blue, the body of the hat is light blue, the faux leather cord is black."

Article 8. Uniforms for male cadets training to become officers and non-commissioned officers, technical staff members; non-commissioned officers and soldiers
b) The kepi hat for officers and non-commissioned officers of colonel and lieutenant colonel ranks: The hat has an oval-shaped top with a trim of the same color; it has a visor covered with faux leather material in black, attached with a visor trim. Above the visor, there is a gold-colored cooc cord with woven threads, both ends of which are attached with buttons bearing a five-pointed star. In the center of the forehead part of the hat, there is a single air vent hole, and on each side of the hat's edge, there are two air vent holes. The chin strap inside the hatband can be adjusted. a) Shirts for cadets training to become officers and non-commissioned officers, technical staff members; non-commissioned officers and soldiers of the Army, Border Guard Force, Air Defense-Air Force; cadets training to become naval officers
The shirt is button-down with a collar. Each side of the collar has two slits for insignia patches. The front has two welt pockets with flaps that button; the placket has five plastic buttons. The back has shoulder pleats. Shoulder straps are attached for rank insignia. The sleeves are long with buttoned cuffs.
b) Shirts for cadets training to become non-commissioned officers, technical staff members; non-commissioned officers and soldiers of the Navy
The shirt is pull-over style with a front and back yoke sewn with stripes. The sleeves are long with buttoned cuffs and stripes. Shoulder straps are attached for rank insignia.
c) Trousers for the Army, Border Guard Force, Air Defense-Air Force, and Navy
The trousers are long with a full-length fly that buttons. The front has two diagonal pockets, and the back has a right-side pocket. The waistband has belt loops.
b) The kepi hat for cadets training to become officers and non-commissioned officers, technical specialists; non-commissioned officers, soldiers: The top of the hat is dark navy blue, the body of the hat is light blue, the faux leather cord is black."
The Army and Border Guard Force: Green color;
Air Defense-Air Force: Dark blue color;
Cadets training to become naval officers: White shirts, dark purple trousers;
Cadets training to become non-commissioned officers, technical staff members; non-commissioned officers and soldiers of the Navy: In winter, dark purple shirts and trousers; in summer, white shirts and dark purple trousers.
3. The design and colors of uniforms for male cadets training to become officers and non-commissioned officers, technical staff members; non-commissioned officers and soldiers shall be implemented according to Model No. 11 and Model No. 12 in the Appendix issued together with this Circular.
Article 9. Winter uniforms for female cadets training to become officers and non-commissioned officers, technical staff members; non-commissioned officers and soldiers
b) The kepi hat for officers and non-commissioned officers of colonel and lieutenant colonel ranks: The hat has an oval-shaped top with a trim of the same color; it has a visor covered with faux leather material in black, attached with a visor trim. 2. Colors: The Army and Border Guard Force are green; Air Defense-Air Force is dark blue; the Navy is dark purple.

Article 10. Summer uniforms for female cadets training to become officers and non-commissioned officers, technical staff members; non-commissioned officers and soldiers
b) The kepi hat for officers and non-commissioned officers of colonel and lieutenant colonel ranks: The hat has an oval-shaped top with a trim of the same color; it has a visor covered with faux leather material in black, attached with a visor trim. Above the visor, there is a gold-colored cooc cord with woven threads, both ends of which are attached with buttons bearing a five-pointed star. Article 11. Warm Coat
b) The kepi hat for officers and non-commissioned officers of colonel and lieutenant colonel ranks: The hat has an oval-shaped top with a trim of the same color; it has a visor covered with faux leather material in black, attached with a visor trim. Above the visor, there is a gold-colored cooc cord with woven threads, both ends of which are attached with buttons bearing a five-pointed star. In the center of the forehead part of the hat, there is a single air vent hole, and on each side of the hat's edge, there are two air vent holes. The chin strap inside the hatband can be adjusted. The woven hatband is decorated with horizontal stripes;
The warm coat is designed to be worn on both sides: The side without splashes is worn with regular uniforms, while the splash-printed side is worn with field uniforms, with cotton lining in between; the model of the side without splashes is specified as follows:
a) Male officers and non-commissioned military personnel: An outer coat style with a standing collar; each side of the collar has two slits for attaching insignia. The coat front placket fastens with four buttons and one button at the bottom of the collar. The front has two raised chest pockets with button closures; below the waistline, there are two diagonal pockets. The back has a built-in cap. Shoulder straps are attached to the shoulders for rank insignia. At the waist level on both sides, loops are provided for belt attachment. The belt is detachable, with a clasp at each end. The sleeves are long, with buttoned cuffs.
b) Male cadets training to become officers and non-commissioned officers, technical staff; non-commissioned officers and soldiers: Follow the specifications set out in point a of Clause 1 of this Article, except that the coat does not have two diagonal pockets below.
c) Female officers and non-commissioned military personnel; cadets training to become officers and non-commissioned officers, technical staff; non-commissioned officers and soldiers: An outer coat style with a standing collar; each side of the collar has two slits for attaching insignia. The coat front placket fastens with five buttons. Below the front body, there are two vertical pockets. The back has shoulder pads, and a waist belt is sewn directly onto the back waist area. Shoulder straps are attached to the shoulders for rank insignia. The sleeves are long, with buttoned cuffs.
2. Color of the side without splashes
a) Army and Border Guard
Officers and non-commissioned military personnel: Dark olive color.
Cadets training to become officers and non-commissioned officers, technical staff; non-commissioned officers and soldiers: Green color.
b) Air Defense - Air Force: Deep blue color.
c) Navy: Charcoal purple color.
3. The design and colors of the warm coat shall be implemented according to the specifications set forth in Model No. 15, Model No. 16, and Model No. 17 of the Appendix accompanying this Circular.
Article 12. Pi-shaped Cap for Officers and Non-Commissioned Military Personnel
b) The kepi hat for officers and non-commissioned officers of colonel and lieutenant colonel ranks: The hat has an oval-shaped top with a trim of the same color; it has a visor covered with faux leather material in black, attached with a visor trim. Above the visor, there is a gold-colored cooc cord with woven threads, both ends of which are attached with buttons bearing a five-pointed star. In the center of the forehead part of the hat, there is a single air vent hole, and on each side of the hat's edge, there are two air vent holes. The chin strap inside the hatband can be adjusted. The woven hatband is decorated with horizontal stripes;
a) Pi-shaped Cap for General Officers: The cap has an oval top, with a yellow trim around the top of the cap, except for the Navy which uses charcoal purple; it has a peak in front, covered with black velvet, with a peak trim. Above the peak, there is a cord with gold thread, with buttons at both ends. In the middle of the forehead part of the cap, there is a slot for attaching the military emblem, and on both sides of the cap's edge, there are air vents. The chin strap inside the cap band can be adjusted. The cap band is woven with floral patterns.
b) Pi-shaped Cap for Officers and Non-Commissioned Military Personnel of Colonel, Lieutenant Colonel, and Captain Ranks: The cap has an oval top, with a trim of the same color around the top of the cap; it has a peak in front, covered with black imitation leather, with a peak trim. Above the peak, there is a cord with woven threads, with buttons at both ends. In the middle of the forehead part of the cap, there is a slot for attaching the military emblem, and on both sides of the cap's edge, there are air vents. The chin strap inside the cap band can be adjusted. The cap band is woven with horizontal stripes.
b) The kepi hat for cadets training to become officers and non-commissioned officers, technical specialists; non-commissioned officers, soldiers: The top of the hat is dark navy blue, the body of the hat is light blue, the faux leather cord is black."
Army: The cap top is dark olive color, the cap band is red;
Border Guard: The cap top is dark olive color, the cap band is deep green;
Air Defense - Air Force: The cap top is deep blue color, the cap band is sky blue;
Navy: The cap top is white, the cap band is charcoal purple.
3. The design and colors of the pi-shaped cap for officers and non-commissioned military personnel shall be implemented according to the specifications set forth in Model No. 18 and Model No. 19 of the Appendix accompanying this Circular.
Article 13. Pi hats for officer and non-commissioned officer trainees, technical staff personnel; non-commissioned officers - soldiers
b) The kepi hat for officers and non-commissioned officers of colonel and lieutenant colonel ranks: The hat has an oval-shaped top with a trim of the same color; it has a visor covered with faux leather material in black, attached with a visor trim. Above the visor, there is a gold-colored cooc cord with woven threads, both ends of which are attached with buttons bearing a five-pointed star. The hat has an oval top, with a rim of the same color around the top; it has a brim in front; above the brim, there is a leather strap with buttons at both ends. In the middle of the forehead part of the hat, there is a slot for wearing insignia, and on both sides of the hat's edge, there are two slots for ventilation. The chin strap inside the hat can be adjusted for length. The woven band forming the hat's crown has small vertical stripes.
b) Pi hats for male non-commissioned officer trainees, technical staff personnel; non-commissioned officers - soldiers of the Navy
The hat style does not have a brim. The top of the hat is oval-shaped, with a rim of the same color around the top. The edge of the hat is raised, with two slots for ventilation on each side. The hat's surface is covered with a woven band featuring small vertical stripes and the words "VIETNAM NAVY" in Vietnamese, with anchor shapes at both ends of the band. In the middle of the forehead part of the hat, there is a slot for wearing insignia. The chin strap can be adjusted for length.
b) The kepi hat for cadets training to become officers and non-commissioned officers, technical specialists; non-commissioned officers, soldiers: The top of the hat is dark navy blue, the body of the hat is light blue, the faux leather cord is black."
Army: The hat top is green, the hat crown is red;
Border Guard: The hat top is green, the hat crown is dark green;
Air Defense - Air Force: The hat top is dark blue, the hat crown is light blue;
Female Navy personnel and male officer trainees of the Navy: The hat top is white, the hat crown is dark purple;
Male non-commissioned officer trainees, technical staff personnel; non-commissioned officers, soldiers of the Navy: The hat top is white, the hat is dark purple, the band is navy blue.
3. The style and colors of the pi hats for officer and non-commissioned officer trainees, technical staff personnel; non-commissioned officers, soldiers shall be implemented according to Model No. 20 in the Appendix attached to this Circular.
Article 14. Hard hats with rolled brims
1. Style: A dome-shaped hat with a rolled brim. The outer surface of the hat is covered with fabric, and the inner surface is coated with paint. Inside the hat, there is a rolled edge. The rolled edge and straps are connected to the main body of the hat through a dome-shaped collar that is fixed to the main body with screws and two slots for ventilation. There are four air vents on both sides and a slot for insignia made of brass, with a soft aluminum dome and a brass bolt-nut.
2. Colors: The Army and Border Guard Force are green; Air Defense-Air Force is dark blue; the Navy is dark purple.

Article 15. Neckties for officers, professional military personnel
b) The kepi hat for officers and non-commissioned officers of colonel and lieutenant colonel ranks: The hat has an oval-shaped top with a trim of the same color; it has a visor covered with faux leather material in black, attached with a visor trim. Above the visor, there is a gold-colored cooc cord with woven threads, both ends of which are attached with buttons bearing a five-pointed star. In the center of the forehead part of the hat, there is a single air vent hole, and on each side of the hat's edge, there are two air vent holes. The chin strap inside the hatband can be adjusted. The woven hatband is decorated with horizontal stripes;
The necktie is of a type that can be fastened and unfastened using a fe-cotuya buckle, with a fixed shape collar, and a belt made of fabric combined with a fe-cotuya buckle to adjust the neck size.
Point 2. Colors: Olive drab for the Army and Border Guard; dark blue for Air Defense-Air Force; navy blue for the Navy.
3. The style and colors of neckties for officers, professional military personnel shall be implemented according to Model No. 22 in the Appendix attached to this Circular.
Article 16. Belts for male officers, professional military personnel; male officer and non-commissioned officer trainees, technical staff personnel; non-commissioned officers, soldiers

The belt consists of two main parts: The belt core and the buckle;
The belt core for general officers is made of leather, double-layered, sewn together with smooth surfaces on both sides;
The belt core for colonel and captain-level officers, professional military personnel is made of single-layer leather, with a faux seam around the edge on the outer surface; the inner surface at the end of the belt has anti-slip ribs;
The buckle is a ratchet-type. The outer surface of the buckle features a five-pointed star embossed within a circle.
b) Belts for male officer and non-commissioned officer trainees, technical staff personnel; non-commissioned officers, soldiers: The belt is a long woven strap; it includes the belt core and the buckle; the buckle is a roller-type ratchet, with a five-pointed star embossed within a circle on the outer surface of the buckle.
b) The kepi hat for cadets training to become officers and non-commissioned officers, technical specialists; non-commissioned officers, soldiers: The top of the hat is dark navy blue, the body of the hat is light blue, the faux leather cord is black."
a) Belts for male officers, professional military personnel
The belt core: For the Army and Border Guard, it is dark brown; for Air Defense - Air Force and Navy, it is black.
The buckle is gold.
b) Belts for male officer and non-commissioned officer trainees, technical staff personnel; non-commissioned officers, soldiers

3. The style and colors of belts shall be implemented according to Model No. 23 in the Appendix attached to this Circular.
Article 17. Leather Shoes
b) The kepi hat for officers and non-commissioned officers of colonel and lieutenant colonel ranks: The hat has an oval-shaped top with a trim of the same color; it has a visor covered with faux leather material in black, attached with a visor trim. Above the visor, there is a gold-colored cooc cord with woven threads, both ends of which are attached with buttons bearing a five-pointed star. a) Leather shoes for male generals: Low-cut shoe style with round toe, smooth surface, lace-up closure, elastic band under the instep. The inside of the shoe is lined with leather and foam padding. Between the two layers of leather, there is a layer of foam padding. The sole is molded with anti-slip patterns.
b) Leather shoes for male officers and non-commissioned officers at the rank of lieutenant colonel: Low-cut shoe style with round toe and horizontal texture. The instep has four pairs of eyelets for decoration, with an elastic band under it. The sole is molded with anti-slip patterns.
c) Leather shoes for male officers and non-commissioned officers at the rank of captain: Low-cut shoe style with round toe and horizontal texture, instep with three pairs of eyelets for lacing. The sole is molded with anti-slip patterns.
d) Leather shoes for female officers, non-commissioned officers, officer cadets and warrant officers, technical staff; warrant officers and soldiers: Square-toed shoe style with square heel. The instep has four pairs of eyelets for decoration, with an elastic band under it. The sole is molded with anti-slip patterns.
2. Color: Black.
3. The design and color of leather shoes shall be implemented according to Model No. 24 attached as an appendix to this Circular.
Article 18. Canvas Shoes for Officer Cadets and Warrant Officers, Technical Staff; Warrant Officers and Soldiers
b) The kepi hat for officers and non-commissioned officers of colonel and lieutenant colonel ranks: The hat has an oval-shaped top with a trim of the same color; it has a visor covered with faux leather material in black, attached with a visor trim. Above the visor, there is a gold-colored cooc cord with woven threads, both ends of which are attached with buttons bearing a five-pointed star. In the center of the forehead part of the hat, there is a single air vent hole, and on each side of the hat's edge, there are two air vent holes. The chin strap inside the hatband can be adjusted. a) High-top canvas shoes for males: High-top shoe style with instep lace-up closure. Both sides of the upper and back of the shoe have reinforced straps. Inside the shoe, there are two air vents, and the toe is covered with rubber that is integrated with the sole. The sole is molded with anti-slip patterns. The inside of the shoe is fully lined.
b) Low-top canvas shoes for females: Low-top shoe style with lace-up closure, instep with lace-up closure. Inside the shoe, there are two air vents. The toe is covered with rubber that is integrated with the sole. The sole is made of molded rubber with anti-slip patterns. The inside of the shoe is fully lined.
2. Colors: The Army and Border Guard Force are green; Air Defense-Air Force is dark blue; the Navy is dark purple.
3. The design and color of canvas shoes for officer cadets and warrant officers, technical staff; warrant officers and soldiers shall be implemented according to Models No. 25 and No. 26 attached as an appendix to this Circular.
Article 19. Socks
1. Design: Tube-knit style. The leg and arch areas are rib-knitted; the toe, heel, and ball of the foot areas are single-faced knitted; the top of the sock is rib-knitted with an elastic band.
b) The kepi hat for cadets training to become officers and non-commissioned officers, technical specialists; non-commissioned officers, soldiers: The top of the hat is dark navy blue, the body of the hat is light blue, the faux leather cord is black."
a) Army and Border Guard
Officers and non-commissioned military personnel: Dark olive color.
Cadets training to become officers and non-commissioned officers, technical staff; non-commissioned officers and soldiers: Green color.
b) Air Defense - Air Force: Deep blue color.
c) Navy: Charcoal purple color.
3. The design and color of socks shall be implemented according to Model No. 27 attached as an appendix to this Circular.
Chapter III
IMPLEMENTING PROVISIONS
Article 20. Effective Date
This Circular takes effect from August 10, 2025, and replaces Circular No. 122/2017/TT-BQP dated May 8, 2017, issued by the Minister of National Defense, which stipulates the design and color of regular uniforms for officers; non-commissioned officers; officer cadets and warrant officers, technical staff; warrant officers and soldiers.
Article 21. Responsibility for Implementation
1. The Chief of General Staff, Director of the General Political Department, Heads of agencies and units, and individuals concerned are responsible for implementing this Circular.
2. The Logistics and Technical General Department shall direct the production of uniform items in accordance with the provisions of this Circular.
3. During implementation, any issues arising should be reported to the Ministry of National Defense (through the General Logistics Department - Technical Service) for consolidation and reporting to the Head of the Ministry for consideration and resolution.
