CIRCULAR
Announcing the port water area and maritime zone within the jurisdiction
of Hue city and the management area of the Hai Phong Maritime Branch of Thua Thien Hue

On the basis of The Maritime Code of Vietnam dated November 25, 2015;
Decree No. Decision No. 58/2017/NĐ-CP dated May 10, 2017 of the Government detailing certain provisions of the Maritime Code of Vietnam on the management of maritime activities and Decrees amending and supplementing;
Decree No. Decision No. 33/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;
At the proposal of the Director of the Vietnam Maritime and Inland Waterway Administration;
The Minister of Construction issues this Circular to announce the port water area and maritime zone within the jurisdiction of Hue city and the management area of the Hai Phong Maritime Branch of Thua Thien Hue.
Article 1. Announcing the port water area within the jurisdiction of Hue city
The port water area within the jurisdiction of Hue city, measured from the highest tidal level, includes the following areas:
1. The Phong Dien area with the scope:
a) The boundary towards the sea: delimited by straight lines connecting points PD1, PD2, PD3, and PD4 with the following coordinates:
PD1: 16º42’11,7”N, 107º26’23,4”E;
PD2: 16º43’45,7”N, 107º27’44,4”E;
PD3: 16º42’02,7”N, 107º29’54,4”E;
PD4: 16º40’28,7”N, 107º28’34,4”E.
b) The boundary towards the mainland: from point PD1 running along the coast southward to point PD4.
2. The Thu An area with the scope:
a) The boundary towards the sea: delimited by straight lines connecting points TA1, TA2, TA3, and TA4 with the following coordinates:
TA1: 16º35’11,7”N, 107º35’58,4”E;
TA2: 16º37’29,7”N, 107º36’07,4”E;
TA3: 16º37’07,7”N, 107º39’41,4”E;
TA4: 16º33’57,7”N, 107º38’28,4”E.
b) The boundary towards the mainland:
From point TA4 running along the coast northward and along the shore of Tam Giang Lagoon to point TA5 with the coordinate: 16º33’26,7”N, 107º38’39,4”E.
From point TA5 continuing by a straight line to point TA6 with the coordinate: 16º33’14,7”N, 107º38’32,4”E.
From point TA6 running along the shore of Tam Giang Lagoon northward to point TA7 with the coordinate: 16º33’11,7”N, 107º38’22,4”E.
From point TA7 continuing by a straight line to point TA8 with the coordinate: 16º34’00,7”N, 107º37’08,4”E.
From point TA8 running along the coast northward to point TA1.
3. The Chan May area with the scope:
a) The boundary towards the sea: delimited by straight lines connecting points CM1, CM2, CM3, and CM4 with the following coordinates:
CM1: 16º20’39,7”N, 107º57’00,4”E (West Chan May Cape);
CM2: 16º23’22,7”N, 107º58’10,9”E;
CM3: 16º23’22,7”N, 108º02’13,9”E;
CM4: 16º20’41,7”N, 108º01’06,4”E (East Chan May Cape).
b) The boundary towards the mainland: from point CM1 running along the shore of Chan May Bay to point CM4.
4. The boundaries of the port water area within the jurisdiction of Hue city as stipulated in this Circular are determined on nautical charts issued by the Vietnam Marine Safety Assurance Corporation, including: VN30010, VN30011 updated to the latest in 2024 and VN50019 updated to the latest in 2025. The coordinates of the points specified in this Circular are based on the VN-2000 Coordinate System and are converted to the WGS-84 Coordinate System as detailed in the Appendix attached to this Circular.
Article 2. The maritime zone within the jurisdiction of Hue city
The port water area within the jurisdiction of Hue city comprises three maritime zones:
1. The Phong Dien maritime zone.
2. The Thu An maritime zone.
3. The Chan May maritime zone.
Article 3. The management area of the Hue Maritime Port Office
The Hue Maritime Port Office manages state affairs in the maritime sector at seaports within the jurisdiction of Hue City and maritime areas specified in Article 2 of this Circular.
Article 4. Implementation provisions
1. This Circular takes effect from February 10, 2026.
2. Repeal Circular No. 58/2018/TT-BGTVT dated December 14, 2018, issued by the Minister of Transport, announcing the water area of seaports within the jurisdiction of Thua Thien Hue Province and the management area of the Hue Maritime Port Office.
3. Repeal item number 10 in the Appendix List of maritime areas under the management of maritime port offices issued together with Circular No. 32/2019/TT-BGTVT dated September 4, 2019, issued by the Minister of Transport regarding the announcement of the List of maritime areas under the management of maritime port offices./.
