Circular No. 54/2021/TT-BTC amends and supplements Clause 4 of Article 35 of Circular No. 71/2018/TT-BTC dated August 10, 2018, issued by the Minister of Finance, concerning the regulations on hosting foreign guests for work in Vietnam, the regulations on organizing international conferences and seminars in Vietnam, and the regulations on hosting domestic guests.

Pursuant to the State Budget Law dated June 25, 2015;

Pursuant to Decree No. 163/2016/NĐ-CP dated December 21, 2016, guiding certain Articles of the State Budget Law;

Pursuant to Decree No. 145/2013/NĐ-CP dated October 29, 2013 of the Government on the organization of commemorative days; the ceremony for presenting and receiving awards and commendations; diplomatic rituals and reception of foreign guests;

Implementing Resolution No. 27-NQ/TW dated May 21, 2018 of the Seventh Plenary Session of the Central Committee of the Communist Party of Vietnam's Twelfth Congress on salary reform policies for cadres, civil servants, public officials, armed forces personnel, and workers in enterprises;

Implementing Resolution No. 107/NQ-CP dated August 16, 2018 of the Government on the Program of Action of the Government to implement Resolution No. 27-NQ/TW dated May 21, 2018 of the Seventh Plenary Session of the Central Committee of the Communist Party of Vietnam's Twelfth Congress on salary reform policies for cadres, civil servants, public officials, armed forces personnel, and workers in enterprises;

The Minister of Finance issues this Circular amending and supplementing Circular No. 75/2019/TT-BTC dated November 4, 2019 of the Ministry of Finance on the management and use of state budget funds for implementing agricultural extension activities.

Pursuant to Decree No. 87/2017/NĐ-CP dated July 26, 2017, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

At the proposal of the Director of the Department of Administrative and Public Financial Affairs;

The Minister of Finance hereby issues this Circular amending and supplementing Clause 4, Article 35 of Circular No. 71/2018/TT-BTC dated August 10, 2018 issued by the Minister of Finance on regulations for receiving foreign guests for work in Vietnam, expenditure regulations for organizing international conferences and seminars in Vietnam, and regulations for receiving domestic guests.

Article 1. Clause 4, Article 35 of Circular No. 71/2018/TT-BTC dated August 10, 2018 issued by the Minister of Finance on regulations for receiving foreign guests for work in Vietnam, expenditure regulations for organizing international conferences and seminars in Vietnam, and regulations for receiving domestic guests shall be amended and supplemented as follows:

"4. The allowance provisions for cadres, civil servants, public officials, and workers stipulated in this Circular shall apply until the new salary system for cadres, civil servants, public officials, armed forces personnel, and workers in enterprises is implemented by the Government to carry out Resolution No. 27-NQ/TW dated May 21, 2018 of the Seventh Plenary Session of the Central Committee of the Communist Party of Vietnam's Twelfth Congress on salary reform policies for cadres, civil servants, public officials, armed forces personnel, and workers in enterprises."

Article 2. Implementation clause

1. This Circular takes effect from August 25, 2021 and applies from the 2021 fiscal year.

2. During implementation, if there are any difficulties, please report them to the Ministry of Finance for timely resolution./.
