THE MINISTER OF EDUCATION AND TRAINING

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 85/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 166/2004/NĐ-CP dated September 16, 2004 of the Government stipulating responsibilities for state management of education;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Decision No. 51/2007/QĐ-BGDĐT dated August 31, 2007 of the Minister of Education and Training promulgating the Charter of Primary Schools;

Pursuant to the proposal of the Director of the Primary Education Department,

DECISION:

Article 1. The Minimum Quality Standards for Primary Schools (hereinafter referred to as "MCLTT") are hereby issued together with this Decision.

Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. This Decision replaces Decision No. 48/2003/QĐ-BGD&ĐT dated October 24, 2003 of the Minister of Education and Training on the issuance of the Minimum Quality Standards for schools, school branches, and classes at the primary level (pilot).

Article 3. The Heads of the Office, Directors of the Department of Planning and Finance, Directors of the Department of Primary Education, Heads of units under the Ministry of Education and Training related to this matter, Chairmen of People's Committees of provinces and centrally-run cities, Directors of Departments of Education and Training, and Principals of primary schools are responsible for implementing this Decision.

 

 

REGULATIONS

Minimum Quality Standards for Primary Schools

Chapter 1:

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

1. This document sets forth the minimum quality standards for primary schools (hereinafter referred to as "MCLTT").

2. These standards apply to primary schools, including schools and branches thereof; primary classes within general education schools offering multiple levels; and other educational institutions implementing the primary education program.

Article 2. Minimum Quality Standards

MCLTT are basic requirements to ensure appropriate quality in line with the goals of primary education, defined by criteria such as organization and school management; teaching staff; physical facilities and teaching equipment; implementation of socialization policies in education; educational quality and educational activities.

3. To serve as a basis for evaluating and recognizing "Learning Communities" at the commune, district, and province levels.

1. MCLTT aims to help primary schools gradually meet the regulations set out in the Charter of Primary Schools issued by the Minister of Education and Training pursuant to Decision No. 51/2007/QĐ-BGDĐT dated August 31, 2007 (hereinafter referred to as the "Charter of Primary Schools").

2. MCLTT serves as a basis for developing investment plans for primary education resources, particularly in difficult areas.

3. MCLTT provides motivation to encourage schools and communities to improve the quality of primary education, thereby reducing disparities in educational quality across different regions of the country.

4. MCLTT ensures that all children, regardless of circumstances, have access to essential and basic education, contributing to maintaining and consolidating the results of universal primary education and literacy campaigns, and achieving the goal of universal primary education at the appropriate age and completing the target of universal lower secondary education.

Chapter 2:

SPECIFIC CRITERIA FOR THE MINIMUM QUALITY LEVEL

Article 4. Organization and management of schools

1. Principal and vice-principal: Implement according to Clause 1, Clause 2, Article 17, Clause 1, Clause 2, Article 18 of the Elementary School Charter.

2. Schools, branch schools, classrooms: The number of students in a class, the number of classes in a school, and the number of branch schools shall be implemented according to Clause 1, Clause 3, Clause 4, Article 14 of the Elementary School Charter; there shall be no three-shift system.

3. Perform management tasks:

a) The school has a development plan to achieve the Minimum Quality Level that is appropriate to the actual situation of the school and the locality;

b) Implement the education program and teaching plan issued by the Minister of Education and Training, and the professional regulations of the local educational management agency;

c) Assign specific annual tasks to each teacher, staff member, and employee of the school including educational tasks, supporting children from difficult circumstances, and girls;

d) Maintain records for evaluating the quantity and quality of student education annually and over five consecutive years;

e) Develop plans and measures to manage branch school classes to ensure teaching quality;

g) Develop plans, implement, and coordinate with preschool education facilities to prepare favorable conditions for students before entering first grade;

h) Statistically track students currently enrolled at the school and the number of children aged 6 to 14 who are not attending school (categorized by age, gender, ethnic group, disability, and difficult circumstances);

i) Publicize annual income and expenditure managed by the principal;

k) Maintain a communication book with parents or guardians of students.

Article 5. Teaching Staff

1. Standard qualification: Hold a diploma from a secondary teachers' college or higher.

2. Quantity: For elementary schools operating on a single daily session, the average staffing ratio is 1.20 teachers per class; for those operating on a double daily session, the average staffing ratio is 1.50 teachers per class.

3. Moral character:

a) Fulfill civic duties and comply with laws;

b) Live honestly, healthily, and cooperate with colleagues;

c) Maintain good relations with the community and parents of students;

d) Set a good example for students, show love, treat them fairly, and respect their dignity.

4. Regularly receive professional training and specialized training annually as prescribed; participate in training on educating children from difficult circumstances.

5. Perform tasks:

a) Teach and educate to ensure quality according to the education program and teaching plan. Develop a suitable teaching plan for each semester approved by the Principal. Weekly lesson schedules must be reported;

b) When teaching, have lesson plans or prepared lessons to serve teaching, effectively using teaching aids. Continuously apply, improve, and innovate teaching methods. Observe and learn from colleagues at least four periods per semester;

c) Evaluate objectively and accurately, treating all students fairly. Pay attention to tutoring and helping weak students;

d) Develop plans with specific timeframes to assist, encourage students with disabilities, minority students, children from poor families, and other students in difficult circumstances;

e) Develop plans with specific timelines to strive for the standard of a primary school teacher.

Article 6. Material infrastructure and teaching equipment

1. Infrastructure:

a) The school shall have teachers' rooms, principal's office, administrative offices, library, equipment storage room, and health room;

Branch schools shall have teachers' rooms, cabinets or boxes for storing materials, equipment, and teaching aids, medical cabinets;

b) The school and branch schools shall be located in safe areas convenient for students to attend classes, with the distance from students' homes to the school or branch school not exceeding 2 km; the surrounding environment shall not have negative impacts on education, teaching, and learning; there shall be playgrounds sufficient for organizing whole-school collective activities; protective fences; separate sanitary facilities for males and females; wells or other clean water sources; no residential buildings or shops within the school premises;

c) Classrooms shall be constructed according to standards, with adequate lighting; they shall be equipped with sufficient blackboards, chairs, and desks for teachers, and chairs and desks for students meeting the hygiene requirements of the school; there shall be at least the necessary conditions for two disabled students to integrate into regular classes.

2. Teaching equipment:

a) The school shall have a minimum set of teaching equipment and teaching materials for each grade level, and newspapers and magazines to support educational work;

b) Each teacher shall have at least a set of essential stationery for teaching purposes; a set of textbooks, teaching guides, and other necessary materials according to the requirements of the grades and classes they teach.

3. Learning materials and tools for students:

a) Each student must have at least a set of textbooks, and basic learning tools such as notebooks and pens;

b) Ethnic minority students who have difficulties using Vietnamese shall be provided with Vietnamese reinforcement materials and Vietnamese language training during the second class session to improve their performance in other subjects.

Article 7. Implementation of socialization in education policy

1. There shall be parent representative councils for each class and for the entire school. Parent representative councils shall cooperate with the school to carry out educational activities and build a friendly and effective educational environment.

2. Organize various forms of promotional activities to increase community understanding of the goals, content, methods, and evaluation criteria for primary school students, creating conditions for community participation in achieving educational goals and plans for primary education.

3. Mobilize family and community involvement to ensure that students have the minimum learning tools and equipment, participate in protecting, maintaining, and preserving the material infrastructure of the school, contributing to improving quality and beautifying the school environment.

Article 8. Quality of Education and Educational Activities

1. The school shall have a plan to focus on teaching Vietnamese and Mathematics, closely adhering to the basic requirements of knowledge and skills standards, selecting appropriate content, duration, methods, and formats suitable for each group of students to ensure teaching and learning quality, meeting cognitive abilities and sustainable development requirements under local conditions.

2. The school shall have plans and organize extracurricular activities for students around various themes and major holidays, encouraging children, especially those with disabilities, to attend school.

3. Ensure the completion of universal primary education and literacy targets in the locality, with plans to achieve the standard of universal primary education at the right age, and plans to maintain and consolidate the results of universal primary education at the right age.

4. Mobilize all six-year-old children into first grade, with at least 85% of children entering school at the correct age, and at least 90% of fourteen-year-olds completing the primary education program.

Chapter 3:

IMPLEMENTATION

Article 9. Responsibilities of Primary Schools

1. At the end of each school year, the school shall cooperate with the People's Committee of the commune, ward, town (hereinafter referred to collectively as the commune level) to conduct inspections and evaluations according to the criteria for Quality Assurance in Primary Education (MCLTT) stipulated in Chapter II of this Regulation.

2. The evaluation record shall be signed by the principal and confirmed by the People's Committee at the commune level, and submitted to the Department of Education and Training before the commencement of the new school year.

Article 10. Responsibilities of the Department of Education and Training

1. To carry out annual inventory work on MCLTT. To develop specific plans to implement MCLTT within the district, county, city under province (hereinafter referred to collectively as the district level) to ensure educational equity for students from difficult circumstances.

2. To supervise the implementation of MCLTT at schools and branch schools within its jurisdiction. To inspect and evaluate schools based on MCLTT criteria and recommend that the People's Committee at the district level recognize them.

Article 11. Responsibilities of the Department of Education and Training

1. To monitor and assess the implementation of MCLTT; to determine methods for improving educational quality at district-level units.

2. To build investment programs for MCLTT proposed by the Departments of Education and Training; to check the consistency of MCLTT data at schools and branch schools within the district-level units.

3. To support training programs on MCLTT such as planning, enhancing Vietnamese language skills for ethnic minority students, inclusive education for children with disabilities, and increasing local government and community participation.

Article 12. Responsibilities of People's Committees at all levels

1. To manage and direct units and organizations under their jurisdiction to ensure conditions regarding teaching staff, finance, infrastructure, and teaching equipment for schools and branch schools to achieve MCLTT.

2. To direct educational management levels under their jurisdiction to implement the construction and evaluation of primary schools achieving MCLTT.

3. To direct the effective use of project funds or from target programs and resources mobilized from within and outside the community to invest in building primary schools achieving MCLTT.

4. The People's Committee at the district level shall inspect and decide to recognize primary schools achieving MCLTT.

Article 13. Inspection, Recognition, and Investment

1. Annually, based on the MCLTT criteria stipulated in Chapter II of this Regulation, primary schools shall self-inspect and evaluate themselves; if they meet the MCLTT criteria, the schools shall submit their files to the Department of Education and Training requesting recognition of the primary school achieving MCLTT.

2. The Department of Education and Training shall inspect and recommend that the People's Committee at the district level consider and decide to recognize the primary school achieving MCLTT.

3. In cases where the school has not yet achieved MCLTT, the Department of Education and Training shall develop investment plans in terms of expertise and infrastructure.

Article 14. Recognition Files

1. The self-inspection and evaluation records of the primary school according to the MCLTT criteria.

2. The inspection and evaluation records and the document proposing recognition of the primary school achieving MCLTT by the Department of Education and Training.
