CIRCULAR

ISSUING REGULATIONS ON THE PARENT-STUDENT ASSOCIATION

BASED ON THE EDUCATION LAW dated June 14, 2005; THE AMENDMENT AND SUPPLEMENT TO CERTAIN PROVISIONS OF THE EDUCATION LAW dated November 25, 2009;

BASED ON THE DECREE NO. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; THE DECREE NO. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of the DECREE NO. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

BASED ON THE DECREE NO. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

BASED ON THE DECREE NO. 115/2010/NĐ-CP dated December 24, 2010 of the Government stipulating the responsibilities for state management of education;

PURSUANT TO THE PROPOSAL OF THE HEAD OF THE SECONDARY EDUCATION DEPARTMENT, THE HEAD OF THE PLANNING AND FINANCE DEPARTMENT,

The Minister of Education and Training decides:

Article 1. ATTACHED HERETO IS THE REGULATION ON THE PARENT-STUDENT ASSOCIATION.

Article 2.THIS CIRCULAR SHALL TAKE EFFECT FROM JANUARY 7, 2012. THIS CIRCULAR REPLACES THE DECISION NO. 11/2008/QĐ-BGDĐT DATED MARCH 28, 2008 OF THE MINISTER OF EDUCATION AND TRAINING ISSUING THE REGULATION ON THE PARENT-STUDENT ASSOCIATION.

Article 3. THE SECRETARY OF THE OFFICE, HEAD OF THE EARLY CHILDHOOD EDUCATION DEPARTMENT, HEAD OF THE PRIMARY EDUCATION DEPARTMENT, HEAD OF THE SECONDARY EDUCATION DEPARTMENT, HEAD OF THE PLANNING AND FINANCE DEPARTMENT, HEADS OF THE UNITS RELATED TO THE MINISTRY OF EDUCATION AND TRAINING, CHAIRMEN OF THE PEOPLE'S COMMITTEES OF PROVINCES AND MUNICIPALITIES DIRECTLY UNDER THE CENTRAL GOVERNMENT, DIRECTORS OF PROVINCIAL EDUCATION AND TRAINING SERVICES ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
