CIRCULAR
Regarding the issuance of six national technical regulations on
road motor vehicles

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions
Pursuant to Decree No. 51/2008/NĐ-CP dated April 22, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
Considering the proposal of the Director of the Science and Technology Department and the Director of the Vietnam Vehicle Inspection Agency;
The Minister of Transport hereby promulgates:
Article 1. Issued together with this Circular are the following six National Technical Regulations on road motor vehicles:
1. National Technical Regulation on quality, safety technical requirements, and environmental protection for automobiles; Code: QCVN 09 : 2011/BGTVT.
2. National Technical Regulation on quality, safety technical requirements, and environmental protection for city buses; Code: QCVN 10 : 2011/BGTVT.
3. National Technical Regulation on quality, safety technical requirements, and environmental protection for trailers and semi-trailers; Code: QCVN 11 : 2011/BGTVT.
4. National Technical Regulation on permissible errors and rounding rules for dimensions and weight of motor vehicles; Code: QCVN 12 : 2011/BGTVT.
5. National Technical Regulation on quality, safety technical requirements, and environmental protection for specialized motorcycles; Code: QCVN 13 : 2011/BGTVT.
6. National Technical Regulation on quality, safety technical requirements, and environmental protection for motorcycles and motorbikes; Code: QCVN 14 : 2011/BGTVT.
Article 2. This Circular shall take effect from January 1, 2012; and revoke the following Decisions of the Minister of Transport:
- Decision No. 24/2006/QĐ-BGTVT dated May 10, 2006 on the issuance of Industry Standard 22 TCN 307-06 "Road Motor Vehicles - Passenger Cars - General Safety Requirements";
- Decision No. 14/2006/QĐ-BGTVT dated March 2, 2006 on the issuance of Industry Standard 22 TCN 302 - 06 "Road Motor Vehicles - City Buses - Technical Requirements";
- Decision No. 30/2005/QĐ-BGTVT dated June 9, 2005 on the issuance of Industry Standard 22 TCN 327 - 05 "Road Motor Vehicles - Trailers and Semi-trailers - General Safety Requirements";
- Decision No. 4368/2001/QĐ-BGTVT dated December 19, 2001 on the issuance of Industry Standard 22 TCN 287 - 01 "Technical Safety Standards and Environmental Protection for Specialized Motorcycles Participating in Road Traffic";
- Decision No. 61/2005/QĐ-BGTVT dated November 30, 2005 on the issuance of Industry Standard 22 TCN 275 - 05 "Road Motor Vehicles - Permissible Errors and Rounding Rules for Dimensions and Weight of Motor Vehicles".
Article 3. The Heads of the Ministry's Office, the Inspectorate, the Departments, the Director of the Vietnam Vehicle Inspection Agency, and the Heads of agencies, organizations, and individuals concerned are responsible for implementing this Circular.
