Regarding the organization of toll collection on National Highway 3

THE MINISTER OF TRANSPORTATION
Pursuant to Decree No. 22/CP dated March 22, 1994 of the Government stipulating the tasks, powers, responsibilities for state management, and organizational structure of the Ministry of Transport.
Pursuant to Circular No. 3170/KTN dated June 25, 1997 of the Prime Minister regarding borrowing capital for road repair and toll collection to repay loans.
Based on the proposal of the Director of the Vietnam Road Administration Bureau and the Director of the Finance and Accounting Department concerning the organization of toll collection on National Highway 3.
DECISION:
Article 1: Now, we assign the Company for Management and Repair of National Highway 238 under the Zone of National Highway Management 2 to establish a toll station at Km28 on National Highway 3 and collect tolls for road usage from March 15, 1999 to repay loans according to Circular No. 3170/KTN dated June 25, 1997 of the Prime Minister.
After fully repaying the loans, continue collecting tolls to increase revenue for the budget and supplement funds for road management and repair according to Circular No. 3328/KTN dated July 3, 1997 of the Prime Minister.
Article 2: The objects subject to toll collection, exemptions, and reductions shall be implemented in accordance with the provisions of Circular No. 57/1998/TT-BTC dated April 27, 1998 of the Ministry of Finance.
Toll collection must ensure convenience, safety, and prevent traffic congestion for people and vehicles traveling.
Article 3: The toll rates shall be implemented in accordance with Decision No. 23/1999/QĐ-BTC dated March 3, 1999 of the Minister of Finance as attached.
Article 4: The Company for Management and Repair of National Highway 238 must open a deposit account at the local State Treasury to deposit daily collected tolls in accordance with state regulations. The toll collection unit may only retain tolls for organizing toll collection activities according to plans approved by competent authorities as stipulated in Circular No. 57/1998/TT-BTC dated April 27, 1998 of the Ministry of Finance. The remaining amount shall be used to repay loans under credit agreements signed between the Vietnam Road Administration Bureau and banks and lending organizations.
Article 5: The Directors of the Vietnam Road Administration Bureau, the Director of the Finance and Accounting Department, the Head of the Ministry's Office, the General Director of the Zone of National Highway Management 2, the Director of the Company for Management and Repair of National Highway 238, and relevant units within the Ministry shall be responsible for implementing this decision.
