Pursuant to Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; Decree No. 75/2009/ND-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government;
Pursuant to Decree No. 109/2010/ND-CP dated November 4, 2010 of the Government on rice export business;
At the proposal of the Director of the Processing and Marketing Department of Forestry, Fisheries and Salt Industry,
DECISION:
Article 1. This Decision promulgates the Temporary Technical Requirements for specialized rice storage facilities and rice milling facilities serving export.
Article 2. This Decision takes effect from the date of its issuance.
Article 3. The Heads of the Office, the Director of the Processing and Marketing Department of Forestry, Fisheries and Salt Industry, the Heads of units under the Ministry, organizations, and individuals concerned shall be responsible for implementing this Decision./.

TEMPORARY TECHNICAL REQUIREMENTS
FOR TECHNICAL REQUIREMENTS OF SPECIALIZED RICE STORAGE FACILITIES AND RICE MILLING FACILITIES SERVING EXPORT
(Issued together with Decision No. 560/QD-BNN-CB dated March 24, 2011 of the Minister of Agriculture and Rural Development)
Article 1. For specialized rice storage facilities
1. General technical requirements:
a) Structural technical requirements: The warehouse must have a structure suitable for mechanized loading and unloading of rice.
- Foundation: made of concrete, ensuring stability, not subsiding, at least 30-40 cm higher than the ground level outside, with a downward lip to prevent mice.
- Warehouse floor: made of concrete, capable of bearing the maximum pressure of the product mass; well insulated against moisture; prevents underground water flow; the floor structure is flat when storing rice in bags, and inclined when storing loose rice.
- Warehouse walls: sturdy, waterproof, good thermal insulation, ensuring tightness to prevent insect intrusion.
- Roof: sloping or domed roof, non-leaking, equipped with ventilation and natural lighting doors.
- Doors include: entrance door placed conveniently for transportation and inspection, emergency handling; windows with overhangs or eaves to prevent rain splash; natural ventilation doors consisting of two layers, the inner layer with mesh to prevent birds and mice, the outer layer with glass or shutters, easy to open and close.
b) Equipment for the warehouse: Includes the following equipment.
- Preliminary processing equipment.
- Loading and unloading equipment for warehouse entry and exit.
- Forced ventilation equipment.
- Moisture-resistant pallets.
2. Technical requirements for mechanized warehouses and silos:
a) Mechanized warehouse type: Must meet the general structural requirements as point a, Section 1 of this Regulation, and be equipped with the following equipment: Article 1 - Preliminary processing equipment (drying oven, cleaning equipment, sorting and separating impurities).
- Loading and unloading, conveying equipment (conveyor belts, buckets, screw conveyors...).
- Equipment to handle adverse events during storage (forced ventilation equipment, fumigation equipment, moisture-resistant pallets).
b) Silo type: cylindrical body, conical or flat bottom with discharge mechanism, diameter from 6 to 20 meters, height from 10 to 30 meters, with sealed lid and ventilation doors. Materials for silos are concrete, metal, or galvanized steel; the structure must meet the general requirements as point a, Section 1 of this Regulation. The minimum number of silos is two, ensuring material mixing during storage. Silos must be equipped with the following equipment:
- Loading and unloading equipment. Article 1 - Preliminary processing equipment (cleaning equipment, sorting and separating impurities, dryer).
- System of equipment for silo entry and exit and for mixing when necessary.
- Automatic weighing system, checking scales, bagging scales upon exit.
- Monitoring and treatment equipment for raw materials: thermometers, hygrometers, ventilation systems, fumigation of bulk materials in silos.
3. Infrastructure requirements for warehouses:
- The location of the warehouse must be well-ventilated, dry, and not prone to flooding during floods or storms.
- The warehouse building must be located in a convenient traffic area, with a good transport system facilitating the entry and exit of rice into the warehouse.
4. Fire prevention and occupational safety requirements for warehouses
- There must be fire prevention plans, firefighting plans, and rescue forces in case of emergencies. Fire prevention work must be organized and equipped according to Decree No. 35/2003/ND-CP dated April 4, 2003 of the Government and Circular No. 04/2004/TT-BCA dated March 31, 2004 of the Ministry of Public Security.
- Warehouse staff must be fully equipped with labor protection equipment in accordance with regulations, trained in electrical safety and machine operation.
- Have fire prevention and explosion control plans, firefighting plans, and rescue forces in case of emergencies. Equip and organize fire prevention and explosion control work according to Decree No. 35/2003/NĐ-CP dated April 4, 2003 of the Government and Circular No. 04/2004/TT-BCA dated March 31, 2004 of the Ministry of Public Security.
Staff and employees of storage warehouses are fully equipped with labor protective equipment in accordance with regulations and trained in electrical safety and operation of machinery and equipment.
Article 2. Regarding rice milling facilities for export
1. Equipment requirements: Rice milling facilities must have an analysis unit, industrial drying machines, a milling system, polishing equipment, sorting machines, blending machines, and packaging machines.
a) For the analysis unit: Must have specialized testing equipment for moisture content, impurities, whole grains, diseased grains, immature green grains, milling test equipment, etc., to classify rice for incoming material inspection.
b) For industrial drying machines: These must be tower-type or horizontal belt dryers capable of processing rice moisture content according to requirements.
c) For the milling system: Must include screens to remove impurities, husk separation equipment, machines to separate husks from brown rice, rice sieving machines, bran removal equipment (white milling), and stone separators.
d) For the polishing, sorting, and blending line: Must ensure cleaning and polishing of the rice surface, and have equipment to separate bran, sort, and blend rice as required.
e) For the packaging line: Must have sufficient storage tanks, scales, and packaging equipment to meet product preservation requirements.
2. Infrastructure requirements
- The processing facility's floor space must be large enough to accommodate a rice milling line with a minimum capacity of 10 tons of rice per hour.
- The location of the rice milling facility must be convenient for transportation, have good transport systems, and have sufficient capacity for loading and unloading rice.
3. Food safety requirements: Must meet food safety conditions during the milling process.
4. Fire prevention and occupational safety requirements.
- Must have fire prevention plans, firefighting measures, and rescue forces in case of emergencies. Equip and organize fire prevention work according to Government Decree No. 35/2003/NĐ-CP dated April 4, 2003, and Circular No. 04/2004/TT-BCA dated March 31, 2004 of the Ministry of Public Security.
- Occupational safety: Workers must be fully equipped with labor protection gear as stipulated./.
