Based on the Law on the Organization of the Government dated December 25, 2001;

Considering the proposal of the Ministry of Transport (report No. 1279/TTr-BGTVT dated February 8, 2013) on the adjustment of the urban traffic transport development plan for Ho Chi Minh City until 2020 and the vision beyond 2020,

DECISION:

Clause 4 of Article 6Approves the adjustment of the urban traffic transport development plan for Ho Chi Minh City until 2020 and the vision beyond 2020 with the main contents as follows:

I. DEVELOPMENT VIEWS

1. Developing urban traffic transport in Ho Chi Minh City in accordance with the city's socio-economic development planning as well as the national strategy and planning for traffic transport development and that of related localities.

2. Developing urban traffic transport in Ho Chi Minh City must be closely linked to the geography of the region to ensure convenient transportation between Ho Chi Minh City and surrounding satellite cities, throughout the country, and internationally.

3. Developing a synchronized, durable, modern infrastructure network to meet the convenient travel needs of citizens, proactively respond to climate change and rising sea levels. Emphasizing maintenance to fully exploit the capacity of existing traffic infrastructure, focusing investment on key and urgent projects with breakthrough roles in economic and social development.

4. Improving the quality of transport services, focusing on large-scale public passenger transport, reducing environmental pollution, using energy efficiently, promoting advanced transport technology, particularly multimodal transport and logistics.

5. Ensuring scientific, rational, and feasibility, meeting both immediate requirements and long-term orientations. Mobilizing all domestic and foreign resources, encouraging all economic sectors to participate in developing traffic transport through various forms of investment, attracting foreign investment and international integration, consolidating national defense and sustainable development.

6. Prioritizing reasonable land allocation for infrastructure development, strengthening traffic safety corridor management, reducing congestion and traffic accidents. Training and developing human resources, applying advanced science and technology, and enhancing international cooperation in developing urban traffic transport in Ho Chi Minh City.

II. DEVELOPMENT OBJECTIVES

1. Objectives by 2020

a) Regarding transport:

Meeting the increasing demand for transport services with high quality, reasonable prices, ensuring safety, convenience, controlling and gradually reducing traffic accidents and environmental pollution based on organizing transport reasonably and leveraging the advantages of Ho Chi Minh City; gradually developing large-scale public transport, multimodal transport, and logistics services. Specific targets include:

- Public transport (buses, metro, taxis): Market share from 20% to 25%;

- Personal transport (cars, motorcycles, bicycles): Market share from 72% to 77%;

- Other types of transport: Market share at 3%.

b) Regarding transport infrastructure:

Basically investing in the main road system including central axis roads, cross-axis roads, and ring roads to handle transportation within the city and distribute traffic between inner and outer areas. Building 1 to 2 elevated roads. For existing main urban roads, upgrading and improving 90 to 100% of the road surface to increase traffic capacity. New main urban roads must comply with planned road boundaries and standards.

Implementing the construction of 2 to 3 metro lines to meet the demand for public passenger transport.

Implementing the relocation of river ports on the Saigon River. Developing a synchronized system of seaports and channels; prioritizing investment in major seaports (Cat Lai port area, Nha Be River port area, Hiep Phuoc port area) to meet regional transport demands.

Upgrading and completing technical improvements for inland waterway transport routes; upgrading and deepening investments in river ports; building passenger boat terminals for passenger and tourism transport.

Upgrading and completing Tan Son Nhat International Airport to reach a capacity of 23.5 million passengers/year and 600,000 tons of cargo/year by 2015. Investing in constructing Long Thanh International Airport to meet demands in each period.

2. Development orientation after 2020

Meeting the society's transport and transport service demands with high quality, reaching international standards, reasonable and competitive costs, fast, safe; connecting conveniently between different modes of transport, between Ho Chi Minh City and surrounding satellite cities, throughout the country, and internationally. Specific targets include:

- Public transport (buses, metro, taxis): By 2030, market share from 35% to 45%, after 2030 from 50% to 60%;

- Personal transport (cars, motorcycles, bicycles): By 2030, market share from 51% to 61%, after 2030 from 35% to 45%;

- Other types of transport: By 2030, market share will be at 4%, after 2030 around 5%.

Basically completing and modernizing the transport infrastructure network. Continuing to construct other infrastructure projects according to planning.

III. DEVELOPMENT PLANNING

1. Roadways

a) Expressways:

Constructing and completing expressways with large traffic capacity.

- Ho Chi Minh City - Long Thanh - Dau Giay Expressway, approximately 55 km long, 6 to 8 lanes;

- Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, approximately 69 km long, 6 to 8 lanes;

- Ho Chi Minh City - Mo Cay Expressway, approximately 55 km long, 4 to 6 lanes;

- Ben Luc - Long Thanh Expressway, approximately 58 km long, 6 to 8 lanes;

- Bien Hoa - Vung Tau Expressway, approximately 76 km long, 6 to 8 lanes;

- Upgrading and expanding the Ho Chi Minh City - Trung Luong Expressway to 8 lanes, approximately 40 km long at a certain time.

b) National highways:

Upgrading and improving central axis national highways.

- National Highway 1, northern section from Junction Station 2 to Vũng Tàu Intersection, length approximately 7.5 km, scale 10 lanes, standard for Class I motor vehicle road;

- National Highway 1, southern section from An Lac Junction to Ring Road 4 (Ben Luc), length approximately 16.5 km, scale 8 lanes, standard for Class I motor vehicle road;

- National Highway 1, section from Junction Station 2 to An Lac Junction (Ring Road 2), length approximately 34.0 km, scale 8 lanes, standard for main city streets primarily;

- National Highway 1K, section from Hoa An Bridge to Linh Xuan Junction, length approximately 10.2 km, scale 8 lanes, standard for Class II motor vehicle road;

- National Highway 13:

+ Section from Go Du Junction (Ring Road 2) to Thu Dau Mot, length approximately 13.5 km, scale 8 lanes, standard for Class I motor vehicle road;

+ Section from Go Du Junction (Ring Road 2) to inner city area, length approximately 6.0 km, scale 6 lanes, standard for secondary main city streets;

- National Highway 22, section from An Suong Junction to Cu Chi (Ring Road 4), length approximately 31.0 km, scale 10 ÷ 12 lanes, standard for Class I motor vehicle road;

- National Highway 50:

+ Section from Ring Road 2 to Can Gio Town, length approximately 15.0 km, scale 6 lanes, standard for Class II motor vehicle road;

+ Section from Ring Road 2 to inner city area improved and upgraded to secondary main city streets, length 3 km, scale 4 ÷ 6 lanes. Construct parallel route, length approximately 7.4 km, scale 4 ÷ 6 lanes.

c) Ring roads:

- Construct complete Ring Road 2 with length approximately 64.0 km, scale 6 ÷ 10 lanes, standard for main city streets according to control points: Go Du Junction - Binh Phuoc Junction - An Suong Junction - intersecting east-west axis - Nguyen Van Linh Street - Phu My Bridge - intersecting city expressway - Highway Ho Chi Minh City - Long Thanh - Dau Giay - intersecting Hanoi Expressway at Binh Thai Junction - Go Du Junction;

- Construct Ring Road 3 with length approximately 89.0 km, scale 6 ÷ 8 lanes, standard for expressway approved by Decision No. 1697/QD-TTg dated September 28, 2011 of the Prime Minister, updated cross-sectional width for My Phuoc - Tan Van section to 32 meters, combined construction of Ring Road 3 expressway on elevated sections;

- Construct Ring Road 4 with length approximately 198.0 km, scale 6 ÷ 8 lanes, standard for expressway approved by Decision No. 1698/QD-TTg dated September 28, 2011 of the Prime Minister.

Main urban arterial roads:

- Complete and extend east-west axis southward to connect with Ring Road 3, total length approximately 30.7 km, scale 6 ÷ 10 lanes;

- Complete north-south axis from An Suong to Hiệp Phước Industrial Zone, total length approximately 34.0 km, scale 4 ÷ 8 lanes;

- Complete Pham Van Dong - Bach Dang and Hong Ha - Truong Son - Hoang Van Thu - Thoai Ngoc Hau - Inner Ring Road, extending to Nguyen Van Linh Street, total length approximately 30.0 km, scale 4 ÷ 8 lanes;

- Construct new route connecting National Highway 1 (Junction Station 2) to Ring Road 3, length approximately 6.0 km, scale 6 lanes, standard for urban main city streets;

- Renovate and enhance capacity of main city streets within the inner city in accordance with overall urban planning approved, aiming to minimize land acquisition, suitable for specific conditions of each street with over 90 routes and total length approximately 441 km.

d) Elevated roads:

Construct system of elevated roads including 5 routes, total length 70.7 km, scale 4 lanes, including:

- Route 1: From Cong Hoa Junction along Cong Hoa Street - Tran Quoc Hoan - Phan Thuc Duyen - Hoang Van Thu - Phan Dang Luu - Phan Xich Long - Phan Xich Long (extension) - intersecting Dien Bien Phu Street. Here, the route branches off one up-down branch at Dien Bien Phu Junction, remaining branch extends along Ngo Tat To Street - ends before Phu An Bridge. Length approximately 9.5 km;

- Route 2: Intersects with Route 1 at Lang Cha Ca - Bui Thi Xuan - position of Number 5 bridge on Nieu Loc - Thien Nghia Canal - alley Number 656 August Revolution - Bac Hai - alley Number 2 Thien Phuoc - alley Number 654 Au Co - along Dam Sen Park - Bau Trau Drainage - Strategy Road - Route 2, ends at intersection with National Highway 1 (Ring Road 2). Length approximately 11.8 km;

- Route 3: Intersects with Route 2 at Thanh Thai Street - Ly Thai To - Nguyen Van Cu - Mr. Large Drainage - Nguyen Van Linh Street. Length approximately 8.1 km;

- Route 4: Starts from National Highway 1 (intersecting with Route 5) - Vuon La - crossing Vam Thuat River at Lang Drainage and North-South Railway (at Black Bridge area) - Phan Chu Trinh Street planned to extend through My Phuoc residential area then connects to Dien Bien Phu Street, intersects with Route 1. Length approximately 7.3 km;

- Route 5: Runs parallel to Ring Road 2 (National Highway 1) from Junction Station 2 to An Lac Junction. Length approximately 34.0 km.

đ) Interchanges:

Renovate and construct 102 new interchanges at different levels concentrated on ring roads, radial roads, main city streets within the inner city, at locations with favorable conditions and priority needs for interconnected interchanges. Renovate and expand 34 same-level interchanges. Renovate and improve remaining interchanges.

e) Major bridges and river tunnels:

Construct 34 new bridges and 01 river tunnel with scale matching the road. Specifically, major bridges and river tunnels as follows:

- Nha Be River: Construct 01 new bridge;

- Long Tau River: Construct 01 new bridge;

- Thi Vai River: Construct 01 new bridge;

- Dong Nai River: Construct 09 new bridges;

- Saigon River: Construct 14 new bridges and 01 tunnel;

- Double Canal, Te Canal, Cho Dem Canal, Mr. Large Drainage, Xom Cui Drainage, Cac Drainage: Construct 08 new bridges.

g) Provincial Roads:

Construct and renovate existing provincial roads to support radial national highways including:

- New road west-north section from Ring Road 2 to Hau Nghia, length approximately 19.8 km, scale 6 lanes;

- Provincial Road 15, section from Quang Trung Software Park to Ben Suc Bridge, length approximately 41.0 km, scale 4 ÷ 6 lanes;

- Provincial Road 10 (Tran Van Giau Street), section from Ring Road 2 to Duc Hoa, length approximately 22.4 km, scale 6 lanes;

- Provincial Road 10B, section from Ten Lua Street to Tan Tao Bridge, length approximately 5.0 km, scale 6 lanes;

- National Route 14 (Phan Van Hon Road), section from Ring Road 2 to Ring Road 4, length approximately 22.3 km, scale 6 lanes;

- National Route 16 (Le Van Khuong Road), section from Ring Road 2 to National Route 8, length approximately 16.0 km, scale 6 lanes;

- National Route 12 (Ha Huy Giap Road), section from Ring Road 2 to Phu Long Bridge, length approximately 7.3 km, scale 6 lanes;

- Ha Huy Giap parallel road, section from Nguyen Oanh Street to National Route 12, length approximately 4.0 km, scale 6 lanes;

- Extension road down to Phuoc An Port, section from Binh Luc - Long Thanh Expressway to Phuoc An Port, length 4.8 km, scale 6 lanes.

h) Stationary traffic:

Reorganize the entire system of parking points, docks, and lots to be appropriate, ensuring traffic order and safety, reducing traffic congestion as well as maintaining urban aesthetics according to the principle:

- Prioritize allocating reasonable land for stationary traffic development; new construction projects must have a reasonable proportion of land allocated for stationary traffic;

- Prioritize using part of the land reserved for stationary traffic from production plants, factories, agencies... when relocating out of the city center (inside Ring Road 2);

- The area of old bus stations when relocated must be retained for transfer points, bus terminal ends, and retain a portion of the area for stationary traffic;

- Total area of docks and lots about 1,146 hectares, including:

+ Renovate, construct, and change the function of docks to form 07 inter-provincial bus stations with an area of about 79 hectares. Arrange 22 bus stations including 11 main bus stations and 11 regional bus stations with an area of about 30 hectares. Plan 20 truck cargo stations at city entrances and on Ring Road 2 to serve the assembly of goods from provinces before transferring them into the city or transferring them to ports and vice versa, with an area of about 305 hectares. Renovate and construct new 3 cargo stations, with an area of 130 hectares. Total area for stations is about 544 hectares;

+ Renovate and construct new 17 technical parking lots for buses with an area of about 51 hectares. Arrange 15 taxi parking lots with an area of about 31 hectares. Plan 42 parking lots with an area of about 520 hectares for trucks and cars, prioritizing the arrangement of parking lots along Ring Road 2 at locations entering the city. Total area for lots is about 602 hectares;

i) Rural traffic:

Complete rural traffic roads to the People's Committee offices of communes and rural traffic systems in accordance with Decision No. 800/QD-TTg dated June 4, 2010 of the Prime Minister and Decision No. 1509/QD-BGTVT dated July 8, 2011 of the Ministry of Transport.

2. Railways

a) National railways:

- Railway lines: Plan national radial railway lines, double tracks, electrified, standard gauge 1.435 mm as follows:

+ Upgrade and expand the North-South railway line in Ho Chi Minh City section from Trang Bom to Hoa Hung, including building a new bypass railway line for Bien Hoa City towards the South and the section from Binh Trieu to Hoa Hung as elevated railway, length approximately 41.0 km;

+ Study constructing a new high-speed railway line from Ho Chi Minh City to My Tho - Can Tho (with a direction to extend to Ca Mau), connecting with the North-South railway at An Binh station, length approximately 174.0 km;

+ Construct the Bien Hoa - Vung Tau railway line, transferring goods with the North-South railway at the new Trang Bom station, connecting with the Trang Bom - Hoa Hung railway line at the new Bien Hoa station, length approximately 107.0 km;

+ Study investing in a new railway line from Ho Chi Minh City to Tay Ninh (with a direction to extend to border gates Moc Bai and Xa Mat), connecting with the Ho Chi Minh City - My Tho - Can Tho railway line at Tan Chanh Hiep station, length approximately 139.0 km;

+ Study constructing a new railway line from Dian An to Loc Ninh connecting Cambodia (Trans-Asian Railway), connecting with the North-South railway at Dian An station, length approximately 128.0 km;

+ Study constructing a new high-speed railway line from Ho Chi Minh City to Nha Trang with the starting station at Thu Thiem, length through the area from Ho Chi Minh City to Long Thanh International Airport (Dong Nai) approximately 33.0 km;

+ Study constructing a new light rail line from Thu Thiem to Long Thanh International Airport with the starting station at Thu Thiem, length approximately 37.0 km;

+ Study constructing a new dedicated railway line connecting from the national railway to the Hiep Phuoc Port, length approximately 38.0 km.

- Railway stations: Study and invest in building new stations in the railway hub of Ho Chi Minh City, including:

+ Passenger stations: Technical passenger station in the north (Binh Trieu station with an area of about 41.0 ha), central passenger station (Saigon station with an area of about 6.14 ha) and technical passenger station in the south (Tan Kien station with an area of about 75.0 ha including the area of cargo station and ICD Tan Kien inland container depot). Build a new Thu Thiem station for the Ho Chi Minh City - Nha Trang railway line, Thu Thiem - Long Thanh International Airport light rail line, the area of Thu Thiem station about 17.2 ha; passenger stations for suburban trains on the elevated railway line from Binh Trieu to Hoa Hung, as well as on the sections Tan Kien - My Tho, Binh Trieu - Bien Hoa, Dian An - Chanh Luu (part of the Dian An - Loc Ninh line), Tan Chanh Hiep - Trang Bang (part of the Ho Chi Minh City - Tay Ninh line). Build new stations on the Ho Chi Minh City - My Tho - Can Tho railway line section from An Binh to Tan Kien along the ring road including the stations: Vinh Phu (area about 4.70 ha), Thanh Xuan (area about 3.2 ha), Tan Chanh Hiep (area about 1.74 ha), Vinh Loc (area about 5.8 ha). Total area of stations about 154.8 ha;

+ Cargo stations: Train formation and cargo yard An Binh (area about 71.0 ha), Trang Bom cargo station for transshipment between 1.000mm gauge railway and 1.435mm gauge railway (area about 27.2 ha), Phuoc Tan - rail connection to Long Binh ICD (area about 8.4 ha), Tien Cang Thi Vai - rail connection for container entry and exit to the Thi Vai, Cai Me port cluster (area about 16.7 ha); cargo station and ICD Tan Kien; Long Dinh cargo station - rail connection to Hiep Phuoc Port and serving unloading of goods for Ben Luc industrial clusters, Long An (area about 15.0 ha). Total area of cargo stations about 138.2 ha.

b) Urban railways:

Construct eight radial and circumferential lines connecting major city centers, primarily underground within the city center, including:

- Line No. 1: Ben Thanh - Suoi Tien, approximately 19.7 km long; study extending to Bien Hoa City - Dong Nai Province and Binh Duong Province as follows:

+ Extending to Bien Hoa City - Dong Nai Province: From Suoi Tien Station, along National Highway 1 to Chua Sat Junction, Bien Hoa City;

+ Extending to Binh Duong: From Suoi Tien - My Phuoc - Tan Van - XT1 Road - Central Station (Binh Duong Industrial - Urban - Service Complex).

- Line No. 2: Western North District (Cu Chi District) - National Highway 22 - Tay Ninh Bus Station - Truong Chinh Street - (branching into Tham Luong Depot) - August Revolution Street - Pham Hong Thai Street - Le Lai Street - Ben Thanh - Thu Thiem, approximately 48.0 km long;

- Line No. 3a: Ben Thanh - Pham Ngũ Lao - Cong Hoa Intersection - Hung Vuong Street - Hong Bang Street - Kinh Duong Vuong Street - Tan Kien Depot - Tan Kien Station, approximately 19.8 km long. Study extending Line No. 3a to connect with Tan An City (Long An Province) from Hung Nhon Station along National Highway 1;

- Line No. 3b: Cong Hoa Intersection - Nguyen Thi Minh Khai Street - Xo Viet Nghe Tinh Street - National Highway 13 - Hiep Binh Phuoc, approximately 12.1 km long. Study connecting with Thu Dau Mot Town (Binh Duong Province) from Hiep Binh Station along National Highway 1, connecting with Binh Duong Province's Urban Rail Line No. 1;

- Line No. 4: Thanh Xuan - Ha Huy Giap Street - Nguyen Oanh Street - Nguyen Kiem Street - Phan Dinh Phung Street - Hai Ba Trung Street - Ben Thanh - Nguyen Thai Hoc Street - Ton Dan Street - Nguyen Huu Tho Street - Hiem Phuoc Urban Area, approximately 36.2 km long;

- Line No. 4b: Gia Dinh Park Station (Line No. 4) - Nguyen Thai Son Street - Hong Ha Street - Tan Son Nhat International Airport - Tran Son Street - Hoang Van Thu Park - Lang Cha Ca Station (Line No. 5), approximately 5.2 km long;

- Line No. 5: Can Gio Bus Station - National Highway 50 - Tuong Thien Vuong Street - Phu Dong Thien Vuong Street - Ly Thuong Kiet Street - Hoang Van Thu Street - Phan Dang Luu Street - Bach Dang Street - Dien Bien Phu Street - Sai Gon Bridge, approximately 26.0 km long;

- Line No. 6: Ba Queo - Au Co Street - Luu Ban Bich Street - Tan Hoa Dong Street - Phu Lam Roundabout, approximately 5.6 km long.

Plan to construct seven depots as follows: Suoi Tien - area approximately 27.7 hectares (Line No. 1), Tham Luong - area approximately 25 hectares (Line No. 2), Tan Kien - area approximately 26.5 hectares (Line No. 3a), Hiep Binh Phuoc - area approximately 20.0 hectares (Line No. 3b), Thanh Xuan - area approximately 27.0 hectares, Nha Be - area approximately 20.0 hectares (Line No. 4), Da Phuoc - area approximately 32.0 hectares (Line No. 5), total depot area approximately 158.2 hectares and urban rail stations: Central Station (Ben Thanh Station), Connecting Stations and Interchange Stations between lines (Ba Queo Station, Cong Hoa Intersection Station; Lang Cha Ca Station...), Intermediate Stations: On average, one station every 700 meters to 2,000 meters.

c) Other Urban Railways:

Construct three tramway or monorail lines, including:

Tramway Line No. 1: Ba Son - Ton Duc Thang Street - Me Linh Square - Vo Van Kiet Street - Ly Chieu Hoang Street - Existing Ben Thanh Bus Station, approximately 12.8 km long. Oriented to extend from Ba Son to Binh Quoi Urban Area (Thanh Da - Binh Thanh District);

- Monorail Line No. 2: National Highway 50 (District 8) - Nguyen Van Linh Street - Tran Nao Street - Xuan Thuy Street (District 2) - Binh Quoi Urban Area (Thanh Da - Binh Thanh District); Oriented to connect with Urban Rail Line No. 3a, approximately 27.2 km long;

- Monorail Line No. 3: Intersection (Phan Van Tri - Nguyen Oanh) - Phan Van Tri Street - Quang Trung Street - Quang Trung Software Park - To Ky Street - Tan Chanh Hiep Station, approximately 16.5 km long.

- Construct three depots for tramway or monorail lines as follows: Ben Thanh Bus Station, area approximately 2.1 hectares (Tramway Line No. 1); Nguyen Van Linh Street, area approximately 5.9 hectares (Monorail Line No. 2); Tan Chanh Hiep Street, area approximately 5.90 hectares (Monorail Line No. 3). Total depot area approximately 13.9 hectares.

3. Rapid Bus System

Construct six rapid bus lines (BRT), including:

- BRT Line No. 1: Along Vo Van Kiet Avenue - Mai Chi Tho Street, approximately 20.5 km long;

- BRT Line No. 2: Along Nguyen Van Linh Street from New Ben Thanh Bus Station to Phu My Bridge, approximately 24.0 km long;

- BRT Line No. 3: Along Ring Road 2 from An Suong Intersection to New Ben Thanh Bus Station, approximately 19.0 km long;

- BRT Line No. 4: Along Tan Son Nhat - Binh Loi Axis (after being put into operation) from Kha Van Can Street to Chien Thang Park, approximately 14.5 km long;

- BRT Line No. 5: Along Thoai Ngoc Hau Street - Inner Ring Road - extending to Nguyen Van Linh Street (after expansion and completion, put into operation) from Four Communes Intersection to Nguyen Van Linh Street, approximately 8.7 km long;

- BRT Line No. 6: Along Quang Trung Street (after expansion and completion, put into operation), following the direction of Monorail Line No. 3, approximately 8.5 km long;

- Among which, when Tramway Line No. 1, Monorail Line No. 2 and No. 3 are completed and put into operation, they will replace BRT Lines No. 1, 2 and 6.

Other BRT lines will be studied for investment and construction based on the current development status of technical infrastructure and travel demand.

4. Sea Routes

a) Ship Channels:

- Saigon - Vung Tau Channel: Renovate some sharp bends, maintain depth and maritime signal system of the Lòng Tàu channel for ships with a deadweight tonnage of 30,000 DWT utilizing tidal currents day and night;

- Soai Rap Channel: By 2015, accommodate ships with a deadweight tonnage up to 30,000 DWT fully loaded and 50,000 DWT partially loaded. In subsequent phases, continue to study dredging for ships with a deadweight tonnage up to 50,000 DWT fully loaded and over 50,000 DWT partially loaded.

b) Ports:

- Ho Chi Minh City Port is a national general-purpose port and regional hub (Class I), comprising main berthing areas: Ben Thanh Wharf on the Saigon River; Cat Lai Wharf on the Dong Nai River; Ben Be Wharf on the Nha Be River; Hiep Phuoc Wharf on the Soai Rap River; Long An and Tien Giang Wharfs on the Soai Rap River.

- Detailed planning for main functional wharves as follows:

+ River port area on the Saigon River: Includes 11 ports/breakwaters for vessels with a deadweight tonnage (DWT) from 20,000 to 30,000 DWT operating. This port area implements relocation and functional conversion according to Decision No. 791/QĐ-TTg dated August 12, 2005 of the Prime Minister; partially converting the Khanh Hoi wharf into an inland passenger wharf and maritime service center. Ports that have not been relocated will only be renovated and upgraded, without expansion;

+ Cat Lai river port area (on Dong Nai River): Includes nine ports/breakwaters for vessels with a DWT up to 30,000 DWT operating. This is the main container port area in the near term;

+ Nha Be river port area (on Nha Be River): Includes ten ports/breakwaters for vessels with a DWT from 20,000 to 30,000 DWT. The planning involves renovating and upgrading (without expanding) the ports on the Nha Be River for vessels with a DWT up to 30,000 DWT. Planning includes building a new passenger wharf for vessels with a gross register tonnage (GRT) of 50,000 at Phu Thuan (downstream of Phu My Bridge);

+ Hiep Phuoc river port area (on Soai Rap River): This is the main port area for the future, primarily handling general cargo and containers for vessels with a DWT of 50,000 and container vessels of 4,000 twenty-foot equivalent units (TEU); some specialized berths for vessels with a DWT from 20,000 to 30,000 DWT directly serving nearby industrial facilities;

+ Long An, Tien Giang river port area (on Soai Rap River): Berths with functions as general-purpose areas, oil and gas services, and specialized berths for liquefied petroleum gas (LPG) vessels receiving ships with a DWT up to 50,000 and larger, suitable for channel capacity;

c) Inland container terminal:

- Eastern-Northern area of Ho Chi Minh City: Constructing the Trang Bom ICD terminal with a throughput capacity of approximately 6 million TEU/year, serving goods mainly through the Vung Tau - Ba Ria and Ho Chi Minh City port clusters;

- Western-Southern area of Ho Chi Minh City: Forming the Tan Kien ICD terminal with a throughput capacity of approximately 1.7 million TEU/year, serving goods mainly through the Ho Chi Minh City, Vung Tau - Ba Ria, and Tien Giang port clusters;

+ Ho Chi Minh City - Bien Hoa (Dong Nai), length about 53.0 km, standard class I river for Dong Nai River and class II for Saigon River;

+ Ho Chi Minh City - Binh Duong (Thu Dau Mot), length about 85.7 km from Sai Gon Bridge, standard class III river.

- Ho Chi Minh City to provinces in the Western region of Ho Chi Minh City, length about 44.0 km, standard class IV-V river.

b) Inland waterway ports:

- Arranging cargo and passenger ports on the Kien Te Canal;

- Renovating and arranging activities at the Truong Tho Port Zone on Dao Creek in Truong Tho Ward, Thu Duc District;

- Continuing construction and completion of river cargo ports: Phu Dinh Port for vessels with a DWT of 3,000 tons and annual capacity of 2 million tons (Ward 16, District 8), Long Binh Port (Long Binh Ward, District 9) for vessels with a DWT of 2,000 tons and annual capacity of 1.7 million tons;

- Building new cargo ports: Nhon Duc Port (Nha Be District) for vessels with a DWT of 3,000 tons and annual capacity of 1.2 million tons;

- Planning renovation of part of Sai Gon Port at Ben Rong and Khanh Hoi locations into a small and medium-sized passenger cruise port and maritime service center;

- Planning construction of a passenger cruise port at Long Hoa Commune, Can Gio District.

c) Inland waterway wharfs:

- Renovating and rearranging the Bai Dang passenger wharf area;

- Planning cargo wharfs along the outer ring route and northern city area;

- Planning passenger wharfs along the Tau Hu Canal, Kien Te - Kien Doi and Saigon River axes;

- Rearranging the system of cargo and passenger wharfs.

6. Planning the airport system:

- Renovating and upgrading Tan Son Nhat International Airport to reach a capacity of 23.5 million passengers/year and 600,000 tons of cargo/year by 2015.

- Establish the project to invest in constructing the Long Thành International Airport in Dong Nai Province to be able to implement construction after 2015.

7. Traffic control centers in the city

Supplement the function of managing public transportation and the smart traffic system for the entire city, planned at the location of the 23-9 Park (for all modes of transport) and construct a new passenger public transportation control center, planned at the old Western Bus Station site.

8. Priority investment projects

Priority investment projects are those aimed at solving the goal of synchronizing the network of infrastructure traffic structures, serving as a driving force for the development of traffic transport in Ho Chi Minh City during the period from 2013 to 2020.

9. Ensuring traffic safety

- Complete the legal system, improve the organization of traffic safety management from central to local levels towards ensuring traffic order and safety sustainably, requiring strong decentralization to localities in terms of management work, patrol, inspection, and handling of violations of traffic order and safety;

- Strengthen and enhance the effectiveness of propaganda, dissemination, education combined with strengthening the enforcement of laws on traffic order and safety;

- Develop the traffic infrastructure system must ensure safe corridors, must be evaluated for traffic safety in conjunction with the construction of intersections and the handling of black spots on the route;

- Improve the quality of training, examination, and management of vehicle drivers; the quality of mechanical vehicle inspections;

- Strengthen rescue and emergency response operations to minimize losses caused by traffic accidents;

10. Environmental protection and land use for traffic

a) Environmental protection:

- Complete environmental standards and regulations in the construction and operation of traffic works. Strengthen propaganda, dissemination, education, and enforcement of environmental protection laws;

- Implement impact assessment: Integrate and incorporate factors such as climate change, rising sea levels, and energy-saving and efficient use from planning stages. Regularly monitor compliance with environmental regulations for construction and operation projects of traffic works; prioritize applying new environmentally friendly technologies to minimize negative impacts on the environment;

- Traffic works and transport vehicles must meet technical standards and quality requirements for environmental protection;

- Build a modern public transport system combined with the effective use of fuel in traffic activities to reduce environmental pollution.

b) Land demand:

The estimated land fund allocated for the city's traffic infrastructure system in Ho Chi Minh City until 2020 is approximately 22,305 hectares, accounting for 22.3% of the city's construction land fund, including:

- Land for road traffic, excluding static traffic about 18,015 hectares;

- Land for static traffic about 1,146 hectares;

- Land for railway traffic about 1,320 hectares;

- Land for maritime and inland waterway traffic about 1,008 hectares;

- Land for airports about 816 hectares.

11. Main solutions and policies

a) Solutions and policies for transport development:

- Prioritize concentrated investment in developing urban passenger transport, especially large-scale transport, while controlling the development of individual vehicles;

- Innovate transport means, technology, service equipment, prioritizing the development of container transport, multimodal transport, and logistics services to reasonably regulate between different transport modes. Organize transport hubs to reduce the number of transfer vehicles entering the city center causing traffic congestion;

- In the short term, it is necessary to address issues such as measures to strengthen traffic signal control systems; improve intersection conditions; manage traffic demand; improve traffic safety equipment, parking control systems, bus operating conditions; traffic safety education programs; mechanical vehicle inspection systems;

- In the medium and long term, plan a smart traffic system (ITS) with systems such as: Guidance; electronic toll collection; driver assistance for safe driving; traffic management optimization; enhanced road management efficiency; assistance for public transport; assistance for pedestrians; assistance for emergencies...

b) Solutions and policies for infrastructure development:

- The People's Committee of Ho Chi Minh City shall take the lead, coordinate with relevant localities in the region and related ministries and sectors to apply mechanisms, policies, and various forms of capital mobilization such as: Local capital, build-operate-transfer (BOT), public-private partnership (PPP), business operation rights transfer, land fund exploitation and related services, state budget (including ODA), government bond issuance to invest in developing traffic infrastructure;

- To fully exploit the capacity and efficiency of traffic works in the area, the construction and upgrading of traffic works must comply with specialized planning and regional planning;

- Strengthen coordination between Ho Chi Minh City and related localities to create breakthroughs in infrastructure investment up to 2020, linking Ho Chi Minh City with related localities as well as between different transport modes, reducing urban traffic congestion;

- Prioritize allocating reasonable land funds for the development of traffic infrastructure during the period from 2013 to 2020 and beyond, particularly focusing on land for static traffic;

- Implement detailed traffic planning: Intersection planning, static traffic...;

- For projects implemented within the city, the minimum building height must comply with Decision No. 24/QĐ-TTg dated January 6, 2010, of the Prime Minister approving the adjustment of the Master Plan for Ho Chi Minh City until 2025; for projects outside the city, the selection should be appropriate based on the level of construction, scale of the project, and the sea level rise scenarios published by the Ministry of Natural Resources and Environment.

- Strengthen management and maintenance of traffic infrastructure systems, allocate adequate funds for management and maintenance.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentImplementation

1. Responsibilities of the People's Committee of Ho Chi Minh City and relevant provincial People's Committees:

- After the adjusted planning scheme is approved, the People's Committee of Ho Chi Minh City and relevant provincial People's Committees shall be responsible for announcing the plan, determining land boundaries for transportation purposes, and managing to avoid overlapping in construction permit issuance.

- Managing the land fund for transportation to ensure the feasibility of the plan is an urgent requirement under rapid urbanization conditions in the city.

- For the urban rail network (Metro), in addition to managing surface boundaries, the People's Committee of the city directs relevant departments and local authorities to strictly manage the planning and issuance of permits for high-rise buildings and deep foundation structures occupying underground space along the Metro corridor, determine and manage the land fund for depots for urban rail.

- Conduct reviews and adjustments to plans and projects within the area to align with the contents of this Decision.

- Coordinate with the Ministries of Planning and Investment, Finance, Transport, and related sectors to identify investment sources and develop appropriate mechanisms and policies to ensure the feasibility of the approved adjusted plan.

- Immediately carry out detailed plans related to transportation such as detailed intersection plans, static traffic plans, etc., and decide the scale of construction projects according to the adjusted plan.

- In cases where additional or adjusted planning is necessary, the People's Committee of Ho Chi Minh City and relevant provincial People's Committees shall coordinate with the Ministry of Transport and related ministries and sectors to submit to the Prime Minister for consideration and decision.

- Continuously direct inspections and audits of the management and use of land funds for transportation, ensuring proper and planned use of land. Violations must be firmly reclaimed to ensure land funds for transportation development.

2. Responsibilities of the Ministry of Transport

Take the lead and coordinate with ministries, sectors, the People's Committee of Ho Chi Minh City, and relevant provincial People's Committees to implement national transportation development projects in the area according to the approved plan.

Article 3. This Decision takes effect from the date of issuance, replacing Decision No. 101/QĐ-TTg dated January 22, 2007, all provisions contrary to this Decision are abolished.

Article 4. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of the People's Committee of Ho Chi Minh City, and Chairmen of the People's Committees of Binh Duong, Dong Nai, Tay Ninh, Long An, and Ba Ria-Vung Tau provinces are responsible for implementing this Decision.
