CIRCULAR

Regulations on the model of Identity Card

Pursuant to Decree No. 05/1999/NĐ-CP dated February 3, 1999 on Identity Cards, which has been amended and supplemented by Decree No. 170/2007/NĐ-CP dated November 19, 2007 and Decree No. 106/2013/NĐ-CP dated September 17, 2013;

Pursuant to Decree No. 77/2009/NĐ-CP dated September 15, 2009 stipulating the Functions, Tasks, Authorities, and Organizational Structure of the Ministry of Public Security;

At the proposal of the Director General of the Administration Police Department under the Ministry of Public Security managing public order and social security;

The Minister of Public Security issues this Circular regulating the model of Identity Card,

Article 1. Scope of Regulation

This Circular specifies in detail the shape, size, specifications, content, validity period of the Identity Card, and the responsibilities of public security units and localities in producing and managing the Identity Card model.

Article 2. Applicability

This Circular applies to:

1. Vietnamese citizens aged 14 years or older who have registered their permanent residence as prescribed;

2. Public security units and localities;

3. Organizations and individuals related to the production, issuance, and management of Identity Cards.

Article 3. Model of Identity Card

1. Shape and Size: The Identity Card is rectangular, with a length of 85.6mm and a width of 53.98mm.

2. Content:

a) Front Side: On the left, from top to bottom: Emblem of the Socialist Republic of Vietnam, diameter 14mm; photograph of the person being issued the Identity Card, size 20x30mm; valid until (day, month, year). On the right, from top to bottom: Socialist Republic of Vietnam, Independence - Freedom - Happiness; Identity Card; number; date of birth; gender; ethnicity; place of origin; place of permanent residence.

b) Back Side: At the top is a two-dimensional barcode. On the left, there are two boxes: Top box, fingerprint of the left index finger; bottom box, fingerprint of the right index finger. On the right, from top to bottom: physical characteristics; date of issuance of the Identity Card; title and signature of the issuer and stamp.

3. Specifications:

a) The Identity Card is produced using plastic material, with a thin transparent film covering both sides.

b) Both sides of the Identity Card are printed with blue-white floral patterns. The front side background includes images of bronze drums, a map of Vietnam, lotus flowers, and other patterns. The back side background includes various patterns.

c) The Emblem and photograph of the citizen are directly printed in color on the Identity Card.

d) The phrase "SOCIALIST REPUBLIC OF VIETNAM, Independence - Freedom - Happiness"; personal information; fingerprints of the left and right index fingers; date of issuance; signature and name of the authorized issuer of the Identity Card are in black ink.

đ) The phrase "IDENTITY CARD", the citizen's Identity Card number, and the seal image are in red ink.

e) Titles within the Identity Card include: Number; full name at birth; other names; date of birth; gender; ethnicity; place of origin; place of permanent residence; valid until; physical characteristics; left index finger; right index finger; date; title of the issuer (Director of the National Population Registration and Citizen Database Management Bureau or Director of the Provincial Police Department) are in light blue ink.

g) The two-dimensional barcode storing basic information of the citizen issued the Identity Card is in black ink.

h) A security foil is attached to the back side of the Identity Card.

Article 4. Number and Validity Period of the Identity Card

1. Each Vietnamese citizen is only issued one Identity Card with a unique number. The Identity Card number consists of 12 digits, uniformly assigned and managed by the Ministry of Public Security nationwide. In cases of replacement or reissuance of the Identity Card, the number on the new card remains the same as that on the original card.

2. The validity period of the Identity Card is 15 years, starting from the date of issuance, replacement, or reissuance.

Article 5. Stamp on Identity Card

The stamp on the Identity Card shall be a miniature stamp of the National Population Registration and Residency Management Department under the Public Security Ministry or a miniature stamp of the provincial or centrally-administered municipal police force in accordance with the regulations of the Public Security Ministry.

Article 6. Responsibilities of Local Police Units

1. The Logistics and Technical General Department shall be responsible for producing Identity Card samples ensuring technical standards and quality in accordance with the model prescribed in Article 3 of this Circular, without altering its shape or content, and must manage them in compliance with the storage regulations for materials and equipment stipulated by the Public Security Ministry; promptly hand over Identity Card samples to the Administrative Police General Department for management.

2. The Administrative Police General Department for Order and Safety shall be responsible for:

a) Annually preparing the forecast of the need for Identity Card samples nationwide for the following year and submitting it to the Logistics and Technical General Department for production of Identity Card samples.

b) Strictly managing and promptly handing over Identity Card samples to local police units.

3. Provincial and centrally-administered municipal police forces.

a) Annually preparing the forecast of the need for Identity Card samples for their locality for the following year and submitting it to the Administrative Police General Department for Order and Safety (through the National Population Registration and Residency Management Department).

b) Receiving and strictly managing Identity Card samples.

Article 7. Effectiveness and Transitional Provisions

1. This Circular takes effect from December 29, 2013, and replaces Circular No. 27/2012/TT-BCA dated May 16, 2012, issued by the Minister of Public Security regarding the model of Identity Card. The Identity Card model prescribed in Article 3 of this Circular shall be applied from November 2, 2013.

2. Identity Cards issued according to Decision No. 998/2001/QĐ-BCA(C11) dated October 10, 2001, of the Minister of Public Security on the issuance of forms used in administrative work related to social order, or according to Circular No. 27/2012/TT-BCA dated May 16, 2012, on the model of Identity Card, will remain valid if they are still within their validity period; in cases where they need to be replaced according to the model attached to this Circular, they shall be handled in accordance with this Circular.

3. In places that have not yet had the conditions to issue Identity Cards according to this Circular, they shall continue to implement Decision No. 998/2001/QĐ-BCA(C11) dated October 10, 2001, of the Minister of Public Security to issue, replace, and reissue Identity Cards.

Article 8. Responsibility for Implementation

1. The Director of the Administrative Management of Public Order and Social Safety Bureau shall be responsible for guiding and inspecting the implementation of this Circular.

2. Heads of the General Departments, heads of subordinate units of the Ministry, Directors of provincial and centrally-administered municipal public security services, Directors of Fire Prevention and Fighting Services, and other relevant organizations and individuals shall be responsible for implementing this Circular.

During implementation, if there are difficulties or obstacles, local police units shall report to the Ministry (through the Administrative Police General Department for Order and Safety) for timely guidance.
