1/ Xác định số vốn lưu động thiếu.

Xác định kinh tế cơ sở (dưới đây gọi chung là xí nghiệp) phải căn cứ vào định mức vốn lưu động được duyệt cho năm 1987, hiện nay Ngân hàng Nhà nước đang làm căn cứ cho vay để xác định số vốn lưu động thiếu.

2/ Nguồn bổ sung vốn lưu động thiếu

Chuyển số vay nợ Ngân hàng về vốn lưu động sang số cấp phát bổ sung vốn lưu động thiếu cho xí nghiệp:

Căn cứ vào định mức vốn lưu động nói trên, các đơn vị xí nghiệp thiếu vốn lưu động tự có (phần ngân sách cấp + nợ định mức) mà đã được Ngân hàng cho vay gổ sung vốn lưu động thiếu thì nay được chuyển số dư nợ đó thành số cấp phát bổ sung cho đủ vốn lưu động tự có theo định mức được duyệt.

Những đơn vị, xí nghiệp mà Ngân hàng chưa cho vay bổ sung vốn lưu động thiếu, nhưng có cho vay thuộc các loại khác, thì nay cũng giảm số dư nợ vay đó để chuyển thành số cấp phát bổ sung vốn lưu động thiếu cho xí nghiệp.

Các đơn vị xí nghiệp phải lập đầy đủ các báo cáo cần thiết (định mức vốn lưu động được duyệt, số vốn lưu động tự có thiếu, số dư nợ vay Ngân hàng) gửi các cơ quan: Sở Tài chính (đối với xí nghiệp địa phương), Chi cục thu quốc doanh và quản lý tài chính xí nghiệp Trung ương (đối với xí nghiệp Trung ương) và Ngân hàng Nhà nước tỉnh, thành phố làm thủ tục cấp phát bằng cách xác nhận số vốn thiếu để giảm tương ứng số nợ đã vay ngân hàng (theo mẫu biên bản kèm theo).

Riêng đối với các đơn vị Công ty xuất nhập khẩu Ngoại thương Trung ương mà hiện tại Ngân hàng đã cho vay 100% vốn lưu động định mức thì tạm thời vẫn giữ nguyên tỷ lệ nói trên và chưa chuyển số vay nợ Ngân hàng thành số cấp phát vốn lưu động thiếu cho đơn vị trong đợt này.

3/ Hạch toán ghi sổ:

Căn cứ vào bản xác nhận của các cơ quan tài chính và Ngân hàng tỉnh thành phố về khoản được bổ sung vốn lưu động tự có thiếu;

a. Kế toán Ngân hàng cơ sở ghi:

- Nợ liên hàng đi (Vụ Kế toán Tài vụ Ngân hàng Trung ương) kèm theo I biên bản xác nhận vốn lưu động thiếu.

- Có tài khoản cho vay vốn lưu dộng xí nghiệp (phân loại thiểu khoản 04 và các tiểu khoản vay khác).

b. Kế toán xí nghiệp ghi:

- Nợ tài khoản 93 “Vay ngắn hạn Ngân hàng” (số chuyển từ tín dụng vốn lưu động sang vốn tự có)

- Có tài khoản 85 “vốn cơ bản” tiểu khoản 85, 2 “vốn lưu động” số được bổ sung vón lưu động tự có.

c. Nhận được liên hàng đến, Vụ Kế toán Tài vụ Ngân hàng Trung ương ghi:

Nợ Tài khoản 808 “Ngân sách sử dụng để cấp phát vốn lưu động thiếu cho xí nghiệp”, mở sổ theo dõi theo khối Trung ương (Bộ, ngành) và theo địa phương (tỉnh, thành phố).

Có tài khoản 832 “Liên hàng đến”.

Example:

- Vốn lưu động định mức được duyệt: 10 triệu

Trong đó: + Ngân sách cấp (kể cả nợ định mức) 5 triệu

+ Vay Ngân hàng trong định mức 5 triệu

- Số thực có về nguồn vốn lưu động tự có

(phần Ngân sách cấp + nựo định mức) 2 triệu

- Số vay ngắn hạn ngân hàng về vốn lưu động: 8 triệu

Trong đó: + Vay trong định mức 5 triệu

+ Cho vay bù vốn lưu động thiếu 1 triệu

+ Vay trên mức 2 triệu

Cách xử lý như sau:

- Số vốn lưu động thiếu (Phần ngân sách cấp)

5 triệu - 2 triệu = 3 triệu

- Nguồn bù đắp được duyệt:

+ Giảm dư nợ vay bổ sung vốn lưu động thiếu 1 triệu

+ Giảm dư nợ vay trên mức 2 triệu

Kế toán ngân hàng ghi:

- Nợ tài khoản 830: 3 triệu

- Có tài khoản vay vốn lưu động : 3 triệu

trong đó: Tiểu khoản 04: 1 triệu

vay trên mức : 2 triệu

Kế toán xí nghiệp ghi:

- Nợ tài khoản 93: 3 triệu

- Có tài khoản 85.2: 3 triệu

4/ Tổ chức thực hiện

Sở Tài chính, Chi cục thu quốc doanh và quản lý tài chính xí nghiệp Trung ương, Ngân hàng Nhà nước tỉnh, thành phố, đặc khu phải chịu trách nhiệm về nguồn vốn cấp phát ra tương ứng với số giảm dư nợ Ngân hàng, phải thực hiện việc xác nhận số cấp phát đó cho các đơn vị xí nghiệp cơ sở, kể cả Trung ương và địa phương để làm thủ tục ghi sổ và theo dõi tổng hợp báo cáo cấp trên.

Trong tháng 11/1987 Sở Tài chính, Chi cục thu quốc doanh và quản lý tài chính xí nghiệp Trung ương, Ngân hàng Nhà nước tỉnh, thành phố, đặc khu phải tổng hợp báo cáo có phân ra khối Trung ương và địa phương gửi về Bộ Tài chính (Vụ Ngân sách Nhà nước) và Ngân hàng Trung ương (Vụ Kinh tế và Kế hoạch) để Liên Bộ tổng hợp đối chiếu kết quả xử lý và hạch toán thu chi ngân sách, đồng thời các đơn vị kinh tế cơ sở phải báo cáo kết quả xử lý lên cơ quan quản lý cấp trên. Cũng trong tháng 11/1987, Bộ và Sở chủ quản phải tổng hợp báo cáo kết quả xử lý ở ngành mình cho cơ quan Tài chính và Ngân hàng cùng cấp.

Thông tư này có hiệu lực thi hành từ ngày ký và áp dụng cho tất cả các đơn vị kinh tế cơ sở hạch toán kinh tế có quan hệ vốn với Tài chính và tín dụng Ngân hàng thuộc tất cả các ngành kinh tế Trung ương và địa phương.

- Bước tiếp theo khoảng tháng 11 - 12/1987, căn cứ vào mặt bằng giá mới, các đơn vị kinh tế phải tính toán lại vốn lưu động tự có và coi như tự có kế hoạch theo các quy định tại thông tư Liên Bộ Tài chính - Ngân hàng số 46-TT/LB/TC-NH ngày 30/9/1987 hướng dẫnviệc xử lý chênh lệch giá vật tư, hàng hoá kiểm kê tồn kho và chỉ thị, số 298-CT ngày 4/10/1987 để bù đắp, nếu vẫn còn thiếu thì báo cáo với Bộ Tài chính, Ngân hàng Nhà nước Việt nam để xem xét xử lý.

- Trong quá trình thực hiện, nếu có khó khăn vướng mắc, đề nghị các đơn vị kinh tế cơ sở các ngành cần phản ánh kịp thời để Liên Bộ Tài chính - Ngân hàng Nhà nước nghiên cứu giải quyết./.
