DECISION

ISSUING "REGULATIONS ON DELEGATION OF AUTHORITY AND DELEGATION IN THE MANAGEMENT OF CONSTRUCTION PROJECTS USING GOVERNMENT BUDGET FUNDS UNDER THE MINISTRY OF TRANSPORT"

THE MINISTER OF TRANSPORT

Pursuant to the Construction Law No. 16/2003/QH11 dated November 26, 2003;
Pursuant to the Bidding Law No. 61/2005/QH11 dated November 29, 2005;
Pursuant to Decree No. 34/2003/NĐ-CP dated April 4, 2003 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Transport;
Pursuant to Decree No. 16/2005/NĐ-CP dated February 7, 2005 on project management; Decree No. 112/2006/NĐ-CP dated September 29, 2006 amending and supplementing certain provisions of Government Decree No. 16/2005/NĐ-CP;
Pursuant to Decree No. 209/2004/NĐ-CP dated December 16, 2004 of the Government on construction quality management;
Pursuant to Decree No. 111/2006/NĐ-CP dated September 29, 2006 of the Government guiding the implementation of the Bidding Law and selection of contractors under the Construction Law;
Pursuant to Decree No. 131/2006/NĐ-CP dated November 9, 2006 of the Government promulgating the Regulation on management and use of official development assistance funds;
Pursuant to Decree No. 99/2007/NĐ-CP dated June 13, 2007 of the Government on construction project investment cost management;
At the proposal of the Director of the Department of Inspection and Quality Management of Transport Infrastructure,

DECISION:

Article 1. To issue with this Decision "Regulations on Delegation of Authority and Delegation in the Management of Construction Projects Using Government Budget Funds Under the Ministry of Transport".

Article 2.This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Article 3. The Director of the Office of the Ministry, the Inspector General of the Ministry, Heads of Departments and Bureaus under the Ministry, Directors of Provincial Transport Departments and Provincial Transportation and Public Works Departments, Heads of agencies, organizations and individuals concerned are responsible for implementing this Decision./.
