Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on State Budget dated December 16, 2002;
Pursuant to the Law on Thrift and Anti-Waste dated November 29, 2005;
Pursuant to the Government Decree No. 14/1998/NĐ-CP dated March 6, 1998, on State Asset Management;
Pursuant to the Government Decree No. 137/2006/NĐ-CP dated November 14, 2006, stipulating the delegation of management authority at administrative agencies, public service units, and state-owned assets;
Considering the proposal of the Minister of Finance,
DECISION:
Article 1. The accompanying this Decision are the Standards, Quotas, and Management Regulations for the use of transportation means in state agencies, public service units, and state-owned companies.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. It abolishes the Prime Minister's Decision No. 122/1999/QĐ-TTg dated May 10, 1999, regarding the issuance of standards and quotas for the use of automobiles in administrative agencies, public service units, and state-owned enterprises; the Prime Minister's Decision No. 208/1999/QĐ-TTg dated October 26, 1999, amending and supplementing the standards and quotas for the use of automobiles in administrative agencies, public service units, and state-owned enterprises issued with the Prime Minister's Decision No. 122/1999/QĐ-TTg dated May 10, 1999; the Prime Minister's Decision No. 33/2001/QĐ-TTg dated March 13, 2001, concerning the use of automobiles for scientific work; the Prime Minister's Decision No. 105/2004/QĐ-TTg dated June 8, 2004, adjusting the price for purchasing automobiles for use in administrative agencies, public service units, and state-owned enterprises issued with the Prime Minister's Decision No. 122/1999/QĐ-TTg dated May 10, 1999; the provision temporarily suspending the purchase of new transportation means as stipulated in Clause d, Section 1, Part VI of the Prime Minister's Decision No. 25/2006/QĐ-TTg dated January 26, 2006, promulgating the Government's Action Program on Thrift and Anti-Waste, and any previous provisions that conflict with this Decision.
Article 3. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Heads of other central agencies, Chairpersons of People's Committees of provinces and centrally-administered cities, Chairpersons of Management Councils, General Directors of state-owned companies, and Heads of relevant agencies are responsible for implementing this Decision.
