Article 1. Multidimensional poverty measurement criteria applicable for the period 2016-2020
1. Income criteria
a) Poverty standard: VND 700,000/person/month in rural areas and VND 900,000/person/month in urban areas.
b) Near-poverty standard: VND 1,000,000/person/month in rural areas and VND 1,300,000/person/month in urban areas.
2. Criteria for the degree of lack of access to basic social services
a) Basic social services (05 services): healthcare; education; housing; clean water and sanitation; information;
b) Indicators measuring the degree of lack of access to basic social services (10 indicators): access to healthcare services; health insurance coverage; adult educational level; children’s school attendance status; housing quality; average housing area per person; source of drinking water; latrine/toilet with proper sanitation; use of telecommunications services; assets serving information access.
Article 2. Poverty, near-poverty, and middle-income household standards applicable for the period 2016-2020
1. Poor households
a) Rural areas: Households meeting one of the following two criteria:
- Average monthly income per capita from VND 700,000 or less;
- Average monthly income per capita above VND 700,000 up to VND 1,000,000 and lacking three or more indicators measuring the degree of lack of access to basic social services.
b) Urban areas: Households meeting one of the following two criteria:
- Average monthly income per capita from VND 900,000 or less;
- Average monthly income per capita above VND 900,000 up to VND 1,300,000 and lacking three or more indicators measuring the degree of lack of access to basic social services.
2. Near-poor households
a) Rural areas: Households with average monthly income per capita above VND 700,000 up to VND 1,000,000 and lacking fewer than three indicators measuring the degree of lack of access to basic social services.
b) Urban areas: Households with average monthly income per capita above VND 900,000 up to VND 1,300,000 and lacking fewer than three indicators measuring the degree of lack of access to basic social services.
3. Middle-income households
a) Rural areas: Households with average monthly income per capita above VND 1,000,000 up to VND 1,500,000.
b) Urban areas: Households with average monthly income per capita above VND 1,300,000 up to VND 1,950,000.
Article 3. Implementation Organization
1. The poverty standards stipulated in Article 2 of this Decision serve as the basis for measuring and monitoring the extent of income deficiency and access to basic social services of the population; they form the foundation for identifying beneficiaries of poverty reduction and social security policies; planning other economic and social policies during the period 2016-2020.
2. Responsibilities of Ministries and sectors
a) Ministry of Labor, Invalids and Social Affairs
- Develop plans, methods, and tools to guide localities in organizing surveys to identify beneficiaries at the beginning, mid-term, and end of the period (every two years);
- Aggregate and report to the National Assembly and the Government the proportion of multidimensionally poor and near-poor households at the beginning, mid-term, and end of the period nationwide and in provinces and cities;
- Establish a database to manage multidimensionally poor and near-poor households nationwide during the period 2016-2020.
b) Ministry of Planning and Investment
- Supplement the system for collecting data on multiple dimensions and multidimensional poverty indices in household living standards surveys to serve the monitoring and evaluation of national and local multidimensional poverty conditions;
- Based on annual household living standards survey results, the Ministry of Planning and Investment (General Statistics Office) will publish the overall poverty rate (updated with Consumer Price Index - CPI), the proportion of households lacking access to basic social services, and the multidimensional poverty index (MPI), serving as a basis for guiding regional economic development policies, sectoral policies, poverty reduction policies, and social security policies;
- Study and supplement multidimensional poverty measurement indicators into the household living standards survey index set to better reflect various aspects of poverty, especially those reflecting outcomes and impacts.
c) Ministry of Finance
Take the lead in coordinating with the Ministry of Labor, Invalids and Social Affairs to balance budget resources to implement poverty reduction and social security policies when transitioning to a multidimensional poverty measurement approach.
d) Ministry of Health
- Study and implement solutions to enhance people's access to healthcare services, increase health insurance coverage, and improve healthcare service quality;
- Coordinate with the Ministry of Planning and Investment to study and update healthcare service access measurement indicators.
đ) Ministry of Education and Training
- Study and implement solutions to increase the enrollment rate of children of appropriate age according to each grade, reduce dropout rates, and increase adult literacy rates;
- Coordinate with the Ministry of Planning and Investment to study and update education service access measurement indicators.
e) Ministry of Agriculture and Rural Development
- Study and implement solutions to increase the percentage of people using clean water and sanitary toilets in rural areas;
- Coordinate with the Ministry of Planning and Investment to study and update measurement indicators for access to sanitation and clean water services in rural areas.
g) Ministry of Construction
- Study and implement solutions to ensure that poor and near-poor households have housing, increasing the percentage of people with adequate and quality housing;
- Coordinate with the Ministry of Planning and Investment to study and update housing service access measurement indicators.
h) Ministry of Information and Communications
- Study and implement solutions to strengthen people's access to information;
- Coordinate with the Ministry of Planning and Investment to study and update information access measurement indicators.
i) Committee for Ethnic Minorities coordinate with the Ministry of Labor, Invalids and Social Affairs and relevant ministries to develop sustainable poverty reduction solutions suitable for ethnic minority groups.
k) Relevant ministries and sectors: based on the national and local levels of lack of access to basic social services, propose to the Government,
3. People's Committees of provinces and centrally governed cities
a) Promote propaganda to raise awareness at all levels, sectors, and among the people about the purpose and significance of transitioning the poverty reduction approach from unidimensional to multidimensional;
b) Direct the investigation to identify and classify annual beneficiaries of poverty reduction policies;
c) Direct the construction of a database to manage poor and near-poor households in the period of 2016-2020 within their jurisdiction;
d) Study and implement solutions to enhance the ability of residents to access basic social services within their jurisdiction;
đ) Based on the actual conditions and capabilities of the locality, provinces and centrally governed cities may supplement dimensions/indices of lack, adjust thresholds for measuring indices of lack, fully apply the multidimensional measurement method, increase the income poverty standard higher than the national standard, provided that the local budget is self-balanced according to the provisions of the law to support policies for poor and near-poor individuals within their jurisdiction due to adjustments and increases in standards.
Article 4. Effective date
1. This Decision takes effect from January 5, 2016. The contents stipulated in Article 1 and Article 2 of this Decision shall be implemented from January 1, 2016.
2. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of the People's Committees of provinces and centrally governed cities are responsible for enforcing this Decision.
