Pursuant to the Law on Water Resources dated May 20, 1998;
Pursuant to the Ordinance on Dike Management dated August 24, 2000;
Pursuant to the Ordinance on Flood and Storm Prevention and Control dated March 8, 1993, amended and supplemented on August 24, 2000;
Pursuant to the Ordinance on Exploitation and Protection of Irrigation Works dated April 4, 2001;
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Circular No. 959/CP-NN of the Government dated October 24, 2001 regarding the assignment to the Ministry of Agriculture and Rural Development to establish and approve the Standard for Flood Prevention in the Red River Delta as the basis for constructing the Son La Hydropower Plant;
Pursuant to the regulation on the establishment, examination, approval, and issuance of industry standards attached to Decision No. 135/1999/QD-BNN-KHCN dated October 1, 1999;
Based on the proposal of the Director of the Department of Science, Technology and Product Quality, the Director of the General Department of Flood Prevention and Dyke Management, the Director of the Water Resources Management Department, and the Director of the Institute of Irrigation Planning;
DECISION:
Article 1. Issued with this decision is the industry standard: 14TCN 122-2002: Standard for Flood Prevention in the Red River Delta.
Article 2. This standard shall take effect from the date of issuance.
Article 3. The Head of the Office of the Ministry, the Director of the Department of Science, Technology and Product Quality, the Director of the General Department of Flood Prevention and Dyke Management, the Director of the Water Resources Management Department, the Director of the Institute of Irrigation Planning, and the Heads of related units are responsible for implementing this decision.

INDUSTRY STANDARD 14TCN 122-2002: STANDARD FOR FLOOD PREVENTION IN THE RED RIVER DELTA

1. General Provisions
1.1 This standard specifies the flood prevention frequency for the Red River Delta region and the design water level for dikes of Class III and above in the Red and Thai Binh Rivers systems.
1.2 This standard is used to approve planning projects for flood control systems in the Red River Delta, including reservoirs, dikes, and flood diversion and drainage works.
2. Flood Prevention Standard for the Red River Delta
2.1 The flood prevention frequency for the Red River Delta is specified in Table 2.1.

Note:
1. The design water level for Hanoi Dike (Hanoi Hydrological Station) and Pha Lai Dike (Pha Lai Hydrological Station) is specified in Table 2.2 based on the dike class for each corresponding dike level calculation;
2. The basis for selecting the water level at Pha Lai Dike at 7.2m is equivalent to the water level at Hanoi Dike at 13.10m;
3. The height is taken according to the national elevation system 14TCN 102-2002.
2.3 When planning and designing new reservoirs with a total capacity of 300 million cubic meters of water or more on the Red and Thai Binh Rivers systems, they must have flood storage capacity based on economic and technical comparisons and flood prevention requirements of the system, decided by the competent authority and agreed upon by the Ministry of Agriculture and Rural Development.
