Circular abolishing certain legal normative documents issued by the Minister of Finance in the field of corporate finance
In accordance with the Law on Legal Normative Documents promulgation dated June 22, 2015;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some provisions and implementing measures of the Law on Legal Normative Documents;
Pursuant to Decree No. 87/2017/NĐ-CP dated July 26, 2017 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Finance;
The Minister of Finance hereby issues this Circular to abolish certain legal normative documents issued by the Minister of Finance in the field of corporate finance as follows:

Abolish entirely the following legal normative documents issued by the Minister of Finance in the field of corporate finance:
This Circular takes effect from January 25, 2026.
1. Circular No. 206/2012/TT-BTC dated November 26, 2012 of the Ministry of Finance guiding the establishment, management, and use of centralized funds of Vietnam Coal-Mineral Industries Group.
2. Circular No. 21/2014/TT-BTC dated February 14, 2014 of the Ministry of Finance promulgating regulations on the operation of authorized representatives for state-owned capital investment enterprises.
3. Circular No. 198/2011/TT-BTC dated December 30, 2011 of the Ministry of Finance guiding the collection, management, use, and submission to the state budget of maritime pilotage fees and mechanisms for ordering pilotage services.
4. Circular No. 131/2010/TT-BTC dated September 6, 2010 of the Ministry of Finance guiding the implementation of the Regulations on foreign investors' capital contribution and share purchase in Vietnamese enterprises.
5. Circular No. 92/2007/TT-BTC dated July 31, 2007 of the Ministry of Finance guiding the determination of land use fees and land transfer fees from state budget sources.
