Announcing the port water area and maritime zone within the jurisdiction of Khanh Hoa Province and the management area of Nha Trang Marine Port Office

Khanh Hoa Province and the management area of Nha Trang Marine Port Office

On the basis of The Maritime Code of Vietnam dated November 25, 2015;

Decree No. Decree No. 58/2017/NĐ-CP dated May 10, 2017 of the Government detailing certain provisions of The Vietnam Maritime Code on maritime activity management and amendments to other decrees;

Decree No. Decree No. 33/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Construction;

At the proposal of the Director of the Vietnam Maritime and Inland Waterway Administration;

The Minister of Construction issues this Circular to announce the port water area and maritime zone within the jurisdiction of Khanh Hoa Province and the management area of Nha Trang Marine Port Office.

Article 1. Announcing the port water area within the jurisdiction of Khanh Hoa Province

The port water area within the jurisdiction of Khanh Hoa Province, measured from the highest spring tide level, includes the following areas:

1. Van Phong Bay area with the scope:

a) Seaward boundary: delimited by straight lines connecting the points in the following order: VP1, VP2, and VP3:

VP1: 12º33’39,7”N, 109º25’53,6”E (Ganh Cape - southern tip of Hon Gom Peninsula);

VP2: 12°24’03,7”N, 109°24’33,6”E;

VP3: 12º24’03,7”N, 109º20’23,6”E (Bàn Thang Cape).

b) Landward boundary: from point VP1 (Ganh Cape) running along the western coast of Hon Gom Peninsula northwards through Co Go Cape, Da Son Cape, and along the coastline to point VP5, from VP5 directly to point VP4, then running along the coastline through Hon Giang Cape, Hon Khói Cape to point VP3 (Bàn Thang Cape).

VP4: 12°36’19,7”N, 109°11’56,6”E;

VP5: 12°45’29,7”N, 109°21’18,6”E.

2. Nha Trang Bay area with the scope:

a) Seaward boundary:

Delimited by straight lines connecting the points in the following order: NT1, NT2 with the coordinates as follows:

NT1: 12°14’17,7”N, 109°15’53,6”E (Ba Co Cape - northern tip of Hon Tre Island);

NT2: 12°17’51,7”N, 109°13’53,6”E.

NT6: 12o09’17,0”N, 109o16’48,0”E;

NT5: 12°09’20,7”N, 109°13’14,6”E;

NT6: 12°09’20,7”N, 109°16’41,6”E;

NT7: 12º11’06,7”N, 109º16’41,6”E.

b) The boundary towards the mainland:

From point NT2 running along the coastline to point NT3, from point NT3 directly to point NT4, from point NT4 running along the coastline southwards to point NT8, from point NT8 directly to point NT5.

From point NT7 running along the western coast of Hon Tre Island northwards, passing through Nam Cape, Lang Cape, and connecting to point NT1.

NT3: 12°17’40,52”N, 109°12’34,18”E;

NT4: 12°13’01,7”N, 109°12’25,6”E (Truong Tay, Nam Nha Trang Ward);

NT8: 12°12’17,0”N, 109°13’00,0”E.

3. Cam Ranh Bay area with the scope:

a) Seaward boundary: delimited by straight lines connecting the points in the following order: CR1, CR2, CR3, CR4, CR5, CR6, and CR7 with the coordinates as follows:

CR1: 11°56'14,3”N, 109°10'42,8”E;

CR2: 11º55’36,6”N, 109º11’24,1”E;

CR3: 11º54’46,7”N, 109º11’00,0”E;

CR4: 11º54’00,0”N, 109º10’21,3”E;

CR5: 11º53’00,4”N, 109º11’39,7”E;

CR6: 11º48’13,7”N, 109º13’39,6”E;

CR7: 11º46’57,7”N, 109º11’53,6”E.

b) The boundary towards the mainland:

From point CR7 running along the coastline northwards through Bai Tien Cape and Soop Cape, running along the coastline of Cam Ranh Bay southwards to point CR8 and connecting to point CR9, continuing along the coastline to point CR10, from CR10 directly to point CR11, continuing along the coastline to point CR12, from CR12 directly to CR13, from CR13 connecting to point CR14, continuing along the coastline northwards to point CR1.

CR8: 11°50’18,2”N, 109°09’14,6”E;

CR9: 11°51’48,7”N, 109°06’24,3”E;

CR10: 11°54’00,1”N, 109°07’33,4”E;

CR11: 11º54’03,7”N, 109º08’26,1”E;

CR12: 11º53’56,7”N, 109º09’18,9”E;

CR13: 11º55’05,1”N, 109º10’30,0”E;

CR14: 11º55’30,7”N, 109º10’08,6”E.

4. Special Zone Tran Thanh with the scope:

The scope of the port water area of the special zone Tran Thanh at the Tran Thanh Island area is delimited by straight lines connecting the points in the following order: TS1, TS2, TS3, TS4, TS5 with the coordinates as follows:

TS1: 08°38’13,7”N, 111°54’56,6”E;

TS2: 08°38’44,0”N, 111°55’28,6”E;

TS3: 08°39’22,7”N, 111°55’47,3”E;

TS4: 08°39’35,5”N, 111°55’04,6”E;

TS5: 08°38’22,2”N, 111°54’36,6”E.

5. Phan Rang Bay area with the scope:

a) The maritime boundary: is limited by straight lines connecting the following points in sequence PR1, PR2, and PR3, with the following coordinates:

PR1: 11°33’48,7”N, 109°07’35,6”E (Hon Do Cape);

PR2: 11°28’59,7”N, 109°05’30,8”E;

PR3: 11°28’59,7”N, 109°00’48,6”E.

b) The boundary towards the mainland:

From point PR1 running along the coastline of Phan Rang Bay southwards to the entrance channel of Tri Hai Creek (entrance channel to Ninh Chu Port), running along the left bank of Tri Hai Creek to the safety lane downstream of Ninh Chu Bridge at point NC1 with coordinates 11°35’37,1”N, 109°02’45,8”E (according to current regulations on road safety lanes), running along the safety lane downstream of Ninh Chu Bridge to the right bank of Tri Hai Creek at point NC2 with coordinates 11°35’33,6”N, 109°02’41,8”E, running along the coastline towards the entrance of Tri Hai Creek, continuing along the coastline to point SD1 with coordinates 11°32’19,8”N, 109°01’37,9”E (left bank of Dinh River mouth). From point SD1 connecting to point SD2 with coordinates 11°32’08,7”N, 109°01’29,8”E (right bank of Dinh River mouth). From point SD2, continuing along the coastline of Phan Rang Bay southwards to point PR3.

6. Ca Na area with the scope:

a) Seaward boundary: delimited by straight lines connecting the points in the following order: CN1, CN2, CN3, CN4, CN5, CN6, and CN7 with the coordinates as follows:

CN1: 11°18’36,0”N; 108°56’03,0”E;

CN2: 11°14’37,0”N; 108°56’02,7”E;

CN3: 11°14’38,2”N; 108º54’29,7’’E;

CN4: 11º18’01,4’’N; 108º54’33,1’’E;

CN5: 11º18’03,3’’N; 108º53’12,3’’E;

CN6: 11º18’05,7’’N; 108º53’01,8’’E;

CN7: 11º20’03,6’’N; 108º51’52,9’’E.

b) Landward boundary: from point CN1 running along the coastline west-northwestwards to point CN7.

7. The boundaries of the port water area within the jurisdiction of Khanh Hoa Province specified in this Circular are determined on nautical charts including: VN300021; VN4BN001; VN4NT001; VN300020; VN3KH001; VN4VT001 issued by Vietnam Navigation Safety Corporation, updated to the latest version in 2025, and Chart I-25-582 of the Vietnam People's Navy, updated to the latest version in 2016. Coordinates of the points specified in this Circular are based on the VN-2000 coordinate system and converted to the WGS-84 coordinate system as set out in the Appendix attached to this Circular.

Article 2. Maritime areas within the jurisdiction of Khanh Hoa Province

The maritime port area within the jurisdiction of Khanh Hoa Province includes five maritime areas:

1. Van Phong maritime area.

2. Nha Trang maritime area.

3. Cam Ranh maritime area.

4. Truong Sa maritime area.

5. Phan Rang maritime area.

Article 3. Management area of the Nha Trang Port Authority

The Nha Trang Port Authority manages state affairs in the specialized field of maritime transport at ports within the jurisdiction of Khanh Hoa Province as specified in Clauses 1, 2, 3, 4, 5, and 7 of Article 1 and the maritime areas defined in Article 2 of this Circular.

Article 4. Implementation provisions

1. This Circular takes effect from March 1, 2026.

2. Repeal Circular No. 27/2020/TT-BGTVT dated October 29, 2020 issued by the Minister of Transport announcing the maritime port area within the jurisdiction of Khanh Hoa Province, the maritime port area of Ninh Thuan Province in the Phan Rang Bay area, and the management area of the Nha Trang Port Authority.

3. Repeal item number 15 in the Appendix Listing of Maritime Areas within the Scope of Management of Port Authorities issued together with Circular No. 32/2019/TT-BGTVT dated September 4, 2019 issued by the Minister of Transport announcing the list of maritime areas within the scope of management of port authorities.
