Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decree No. 52/1999/NĐ-CP dated July 8, 1999 of the Government promulgating the Management Regulations for Investment and Construction and Decree No. 12/2000/NĐ-CP dated May 5, 2000, and Decree No. 07/2003/NĐ-CP dated January 30, 2003 of the Government amending and supplementing certain provisions of the Management Regulations for Investment and Construction issued together with Decree No. 52/1999/NĐ-CP dated July 8, 1999 of the Government;

Pursuant to the agreement document No. 1776/BXD-VKT dated November 7, 2002 of the Ministry of Construction;

Article 1:The attached Decision issues the set of "Standard for Producing Clay Powder Used in Jet Grouting Work to Reinforce the Quality of the Embankment Body."

Article 2: This set of standards serves as the basis for calculating the unit price of clay powder used in jet grouting work to reinforce the quality of the embankment body.

Article 3: This set of standards shall take effect from January 1, 2003. The Heads of the Office, Heads of subordinate units under the Ministry, Directors of Departments of Agriculture and Rural Development, and related units are responsible for implementing this Decision. During the implementation process, units must organize monitoring, summarizing, and reporting to the Ministry for research and improvement to apply in subsequent years.

STANDARDS

PRODUCTION OF CLAY POWDER USED IN JET GROUTING WORK TO REINFORCE THE QUALITY OF THE EMBANKMENT BODY

EXPLANATION OF CALCULATION AND APPLICATION REGULATIONS

I. BASIS FOR CALCULATION:

The standard for producing clay powder used in jet grouting work to reinforce the quality of the embankment body is calculated and established based on the following grounds:

- Technical procedures for producing clay powder at units, technical indicators of clay powder used in jet grouting work to reinforce the quality of the embankment body.

- Equipment, machinery, and current production line organization at units. The clay powder production machine is an electric motor-driven grinding machine with a motor power of 33 kW and a capacity of 7.2 tons/hour.

- Main raw materials used for producing clay powder are natural clay (unprocessed by sun-drying or drying). Packaging for finished clay powder is standard bags weighing 50 kg each.

II. STANDARD FOR PRODUCING CLAY POWDER

Requirement: The production of clay powder must be carried out according to the procedure and ensure technical indicators as prescribed by the Department of Flood Control and Dyke Management.

Components of work:

- Preparation of machinery, tools, and raw materials

- Crushing and drying clay

- Transporting crushed and dried clay into the grinder

- Grinding and sieving clay into powder according to technical requirements

- Packing and transporting finished product into storage

- Cleaning up after production shift

(The standard is calculated for one ton of finished clay powder packed and meeting the technical indicators as prescribed by the Department of Flood Control and Dyke Management).

Unit: One ton of clay powder

III. APPLICATION REGULATIONS

1. This set of standards for producing clay powder is the basis for calculating the unit price of clay powder used in jet grouting work to reinforce the quality of the embankment body.

2. When preparing a production budget for clay powder, the purchase price of clay is calculated based on local prices (up to the drying yard of the production site). If the unit organizes its own extraction, it is calculated according to the national standard.

3. Warehouses, workshops, and some other auxiliary materials and equipment: Calculated as a percentage of the cost of the clay powder grinder.

4. The set of standards for producing clay powder used in jet grouting work to reinforce the quality of the embankment body takes effect from January 1, 2003.

ANNEX            

TABLE OF MACHINE GRINDING CLAY POWDER RATES

(Issued together with Decision No. 64/2003/QĐ-BNN dated June 2, 2003 of the Minister of Agriculture and Rural Development)

1. The table of rates for the clay powder grinder is calculated according to the current regulations of the State, specifically:

- The price of machines for depreciation calculation of various types of equipment is based on the average price in the fourth quarter of 2001.

- The basic depreciation rate is calculated according to the regulation stipulated in Decision No. 166/1999/QĐ-BTC dated December 30, 1999 of the Ministry of Finance.

- Wages of workers are calculated according to the current regulations. The minimum wage level is stipulated in Decree No. 77/2000/NĐ-CP dated December 15, 2000 of the Government (minimum wage is 210,000 VND/month).

- When adjusting the minimum wage increase according to Circular No. 03/2002/TT-BLĐTBXH dated January 9, 2002 of the Ministry of Labor, Invalids and Social Affairs and Circular No. 04/2002/TT-BXD dated June 27, 2002 of the Ministry of Construction, the above machine rate table is multiplied by the following coefficients:

Area 1 = 1.028

Area 2 = 1.043

Area 3 = 1.057

(Area 1 has a coefficient of 0.2; Area 2 has a coefficient of 0.3 and Area 3 has a coefficient of 0.4)

2. The items of costs included in the machine rate include basic depreciation costs, large repair depreciation costs, and regular maintenance costs; fuel and energy consumption costs; operator costs during the shift; management costs; insurance costs; transportation costs and other direct costs.

3. Fuel and energy are calculated based on the average price in the fourth quarter of 2001.

4. The machine and equipment rate table does not include VAT and is calculated under normal working conditions. In cases where machines and equipment operate in saline water or brackish water areas, the machine rates in this table are multiplied by a factor of 1.055./.
