Issuing Decree 2: 2022 QCVN 08: 2018/BTC National Technical Regulation on High Speed Craft for National Reserve
concerning high-speed craft for national reserve
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on National Reserve dated November 20, 2012;
Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing certain provisions of the Law on Standards and Technical Regulations and Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing certain provisions of the Law on Standards and Technical Regulations;
Pursuant to Decree No. 94/2013/NĐ-CP dated August 21, 2013 of the Government detailing certain provisions of the Law on National Reserve;
Pursuant to the Governmental Decree No. 87/2017/NĐ-CP dated July 26, 2017 on the functions, tasks, powers, and organizational structure of the Ministry of Finance;
At the proposal of the Director General of the State Treasury Administration;
The Minister of Finance hereby issues the Circular issuing Decree 2: 2022 QCVN 08: 2018/BTC National Technical Regulation on High Speed Craft for National Reserve as follows:
Clause 4 of Article 6Attached herewith is Decree 2: 2022 QCVN 08: 2018/BTC National Technical Regulation on High Speed Craft for National Reserve.
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThis Circular shall take effect from December 9, 2022.
Article 3.| Director General of the State Treasury Administration, Heads of agencies, organizations, and individuals related to the activities of receiving and delivering (importing, exporting), storing, and managing high-speed craft for national reserve are responsible for implementing this Circular./.

Amendment 2: 2022 QCVN 08: 2018/BTC only includes the amended content of QCVN 08: 2018/BTC, contents not mentioned in this amended regulation shall apply according to QCVN 08: 2018/BTC issued together with Circular No. 134/2018/TT-BTC dated December 28, 2018 and Amendment 1: 2020 QCVN 08: 2018/BTC issued together with Circular No. 48/2020/TT-BTC dated May 29, 2020 of the Ministry of Finance.
Amendment 2: 2022 QCVN 08: 2018/BTC for high-speed craft for national reserve was compiled by the State Treasury Administration, reviewed by the Ministry of Science and Technology, and issued by the Minister of Finance through Circular No. .../2022/TT-BTC dated ..., ..., 2022.

1. Amend points 2.1.1.4, 2.1.1.5 Section 2 QCVN 08: 2018/BTC as follows:
“2.1.1.4 Maximum speed: ≥ 35 km/h.
2.1.1.5 Capacity: Maximum capacity for 05 persons (excluding crew members, drivers, and children under one year old) or 250 kg.”
2. Amend points 2.2.1.4, 2.2.1.5 Section 2 QCVN 08: 2018/BTC as follows:
“2.2.1.4 Maximum speed: ≥ 45 km/h.
2.2.1.5 Capacity: Maximum capacity for 10 persons (excluding crew members, drivers, and children under one year old) or 500 kg.”
3. Amend points 2.3.1.4, 2.3.1.5 Section 2 QCVN 08: 2018/BTC as follows:
“2.3.1.4 Maximum speed: ≥ 45 km/h.
2.3.1.5 Capacity: Maximum capacity for 12 persons (excluding crew members, drivers, and children under one year old) or 1000 kg.”
4. Amend points 2.4.1.4, 2.4.1.5 Section 2 QCVN 08: 2018/BTC as follows:
“2.4.1.4 Maximum speed: ≥ 45 km/h.
2.4.1.5 Capacity: Maximum capacity for 50 persons (excluding crew members, drivers, and children under one year old) and one small car or 4500 kg.”
5. Delete points 2.1.1.3, 2.2.1.3, 2.3.1.3, 2.4.1.3 Section 2 QCVN 08: 2018/BTC
