Issuing national technical regulations for high-speed boats (vessels) for national reserves

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on National Reserve dated November 20, 2012;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 94/2013/NĐ-CP dated August 21, 2013 of the Government detailing implementation of the Law on National Reserves;

Pursuant to Decree No. 87/2017/NĐ-CP dated July 26, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Pursuant to Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulations;

At the proposal of the Director General of the State Treasury Administration;

The Minister of Finance issues this Circular on national technical regulations for high-speed boats (vessels) for national reserves.

Clause 4 of Article 6This Circular promulgates national technical regulations for high-speed boats (vessels) for national reserves.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThis Circular takes effect from July 1, 2019 and replaces Circular No. 18/2010/TT-BTC dated February 1, 2010 of the Minister of Finance promulgating national technical regulations on state reserves for rescue boats.

Article 3. The Director of the State General Reserve Corporation, heads of agencies, organizations, and individuals related to the activities of receiving and delivering (importing, exporting), storing, and managing high-speed boats (vessels) for national reserves shall be responsible for implementing this Circular.

During the implementation, if there are any difficulties, agencies, organizations, and individuals shall promptly report to the Ministry of Finance for study, amendment, and supplementation.

V National technical regulation on high speed craft for national reserve

  1. GENERAL PROVISIONSScope of application

This standard specifies technical requirements, handling (importing, exporting), storage, and management work for high-speed boats (vessels) for national reserves.

  1. Applicability

This standard applies to national reserve units, agencies, organizations, and individuals involved in the activities of handling (importing, exporting), storing, and managing high-speed boats (vessels) for national reserves.

  1. Definitions

In these regulations, the following terms shall be understood as follows:

  1. High-speed boats (vessels) for national reserves (hereinafter referred to as boats) are watercraft serving rescue operations with technical characteristics specified in Section 2 - Technical Regulations of this standard. A lot of boats is the quantity of boats produced in series with the same function, brand, type, material, and technical characteristics at a manufacturing facility during a specific period and approved by the Inspection Organization. Maximum length of the boat is the greatest distance between the two ends of the bow and stern of the hull, i.e., the distance from the front edge of the bow to the rear edge of the hull. Maximum width of the boat is the horizontal distance measured from the outer edge of the hull side to the outer edge of the opposite hull side at the widest point of the hull. The Inspection Organization is the Vietnam Registration Authority or an organization authorized by law to issue technical certificates regarding maritime safety, maritime security, labor conditions at sea, and environmental pollution prevention.

Boats must meet the technical requirements stipulated in the national technical regulations on classification and construction of vessels issued by the Ministry of Transport; specifically, they must meet the following requirements:

Boat DT1General RequirementsPurpose: Boat DT1 is a working vessel used for rescue operations on river routes, river mouths, lakes, canals, swamps, and areas affected by typhoons and floods in Region Sll according to the national technical regulation on classification and construction of inland waterway vessels (amended version 1: 2015) QCVN 72: 2013/BGTVT.Regulations applicable:
  • National technical regulation on preventing pollution caused by inland waterway vessels QCVN 17: 2011/BGTVT and its amendments and supplements;National technical regulation on classification and construction of high-speed inland waterway vessels QCVN 54: 2013/BGTVT;National technical regulation on classification and construction of inland waterway vessels QCVN 72: 2013/BGTVT (amended version 1: 2015);National technical regulation on classification and construction of steel-hulled ocean-going vessels QCVN 21: 2015/BGTVT (amended version 1: 2016);Technical supervision and construction of small inland waterway vessels QCVN 25:

  1. Operating speed: > 28 km/h.Maximum speed: > 35 km/h.Carriage capacity: Maximum 05 people or 250 kg.
  1. The technical requirements for the hull structure must comply with the national technical regulation on classification and construction of high-speed watercraft QCVN 54: 2013/BGTVT.

Hull construction materials: Materials used for the hull structure must be ship aluminum alloys that meet the requirements set forth in the national technical regulation on rules and classification of steel-hulled marine vessel construction revised 1: 2016 QCVN 21: 2015/BGTVT (Part 7A - Materials), specifically:
  • Ship aluminum sheet alloy: Not less than grade 5083 H112 (yield strength 125 N/mm2);Ship aluminum extrusion alloy: Not less than grade 6061 T6 (yield strength 115 N/mm2).Basic dimensions of the boat:
  • Maximum length: > 4.58 m;Maximum width: > 1.55 m;Side height and draft must comply with the requirements of the national technical regulation on classification and construction of high-speed watercraft QCVN 54: 2013/BGTVT and the national technical regulation on rules and classification of inland waterway vessel construction revised 1: 2015 QCVN 72: 2013/BGTVT.Deck equipment on the boat:
  • Steering equipment: The boat is steered directly via the handle of the "shrimp tail" motor mounted at the rear of the boat;Securing and mooring equipment: Must comply with the national technical regulation on classification and construction of high-speed watercraft QCVN 54: 2013/BGTVT and the national technical regulation on rules and classification of inland waterway vessel construction revised 1: 2015 QCVN 72: 2013/BGTVT.Power equipment and propeller system:
  • Power system: Outboard engine, transmission, and drive equipment, synchronized propeller. Engine power > 15 horsepower (hp);Quantity: 01 unit;Boat engine systems: Starting system, fuel system, lubrication system, control system must comply with the requirements of the national technical regulation on classification and construction of high-speed watercraft QCVN 54: 2013/BGTVT and the national technical regulation on rules and classification of inland waterway vessel construction revised 1: 2015 QCVN 72: 2013/BGTVT.Fuel tank capacity must ensure continuous operation time of the boat for a minimum of 3 hours (hours).Requirements for electrical equipment:
  • Operating conditions: Electrical equipment must operate well under environmental conditions that satisfy the national technical regulation on rules and classification of inland waterway vessel construction revised 1: 2015 QCVN 72: 2013/BGTVT and are suitable for the environmental conditions of the boat's operating area

Cable installation must meet the following requirements: Cables must have a structure that meets the conditions of their installation location. Hull construction materials: Materials for hull construction are aluminum alloy shipbuilding materials meeting the requirements specified in the national technical regulations on classification and construction of steel-hulled marine vessels revised 1: 2016 QCVN 21: 2015/BGTVT (Part 7A-Materials); specifically:
  • Aluminum sheet alloy for shipbuilding: Not less than grade 5083 H112 (yield strength 125 N/mm2); Aluminum shape alloy for shipbuilding: Not less than grade 6061 T6 (yield strength 115 N/mm2). Main dimensions of the boat:
  • Maximum length: > 10.50 m; Maximum width: > 2.76 m; Side height, draft meet the requirements of the national technical regulations on classification and construction of high-speed marine vessels QCVN 54: 2015/BGTVT. Equipment on the boat:
  • Steering equipment: The boat is equipped with a steering wheel system, power transmission from the steering wheel to the propeller engine at the rear through a cable steering system; Mooring equipment, anchoring equipment: Meet the national technical regulations on classification and construction of high-speed marine vessels QCVN 54: 2015/BGTVT. Power equipment and boat systems:
  • Propulsion system: The watercraft is equipped with a diesel engine, transmission, and drive train, along with a synchronous Z-shaped propeller. Engine power: > 260 horsepower (hp); Quantity: 1 unit; Outboard motor systems: Starting system, fuel system, lubrication system, control system, exhaust system, dry suction system, ventilation-measurement system, fire extinguishing system meeting the national technical regulation on classification and construction of high-speed vessels QCVN 54: 2015/BGTVT;

- Fuel tank capacity must ensure continuous operation time of the vessel for at least 5 hours (h);

  1. Requirements for electrical equipment:
  • Operating conditions: Electrical equipment must function properly under environmental conditions that comply with the national technical regulation on classification and construction of high-speed vessels QCVN 54: 2015/BGTVT and be suitable for the environmental conditions of the operating area of the vessel; Arrangement of electrical equipment: Must meet the national technical regulation on classification and construction of high-speed vessels QCVN 54: 2015/BGTVT; Power supply on the vessel: Uses a 12V direct current (DC) battery; Electrical cables: Electrical cables on the vessel are specialized marine cables, heat-resistant, oil-resistant, and non-spreading fire. Cable installation must meet the following requirements: Cables must have a structure that meets the installation location conditions. If cables are placed in areas prone to mechanical damage, they must be adequately protected by measures such as effective metal sheathing; When installing cables through bulkheads or decks, rubber pads or cable conduits and other measures must be used to ensure the mechanical strength of the cables and the watertightness of the deck and bulkhead. Auxiliary loads: DC auxiliary loads of 12V on the vessel include: At least 1 headlight of 100W; At least 1 left side light of 15W; At least 1 right side light of 15W; At least 1 yellow signal light of 15W; At least 1 white light of 15W (combined front and rear columns); At least 1 siren of 25W; At least 1 spotlight of 15W; At least 3 dry suction pumps (2 electric dry suction pumps of 120W and 1 manual dry suction pump); At least 1 socket of 50W; Radio communication auxiliary load: For vessels operating in restricted sea area III, the following must be installed at minimum: 1 VHF DSC radio telephone; 1 magnetic compass; 1 radar reflector (SART); 2 two-way VHF radio telephones for search and rescue operations. Power distribution system: The power distribution system for the vessel is a two-wire DC 12V system.

The unit directly responsible for managing the boats shall prepare sufficient materials, equipment, and tools for the import, export, and storage processes, including:

Towing vehicle tyres are supported by jack stands raised at least 3 cm above the warehouse floor; tyre pressure ranges from 98,066.5 Pa to 147,099.75 Pa (from 1.0 kg/cm² to 1.5 kg/cm²). Shock absorbers, springs, hydraulic cylinders are in a resting state without load.Boats not placed on towing vehicles (Model DT1) are supported on iron frames designed to fit the boat size.

Each type of boat is arranged in separate areas and stacked with the bow facing towards the warehouse door for storage. The warehouse floor ensures adequate space for storage and movement during import and export operations. The horizontal spacing between two boat hulls is no less than 0.5 meters; the vertical spacing between two boats is no less than 2 meters; the distance between boats and warehouse columns or walls is no less than 0.5 meters.

  1. Accompanying equipment such as batteries, toolboxes, technical documents, life jackets, boat covers... are neatly removed and stored separately on supports.
  1. Initial storage

Clean the entire exterior of the boat and towing vehicle with fresh, clean water; use an air compressor to blow dry the boat hull, boat engine, and equipment before storing the boat. Drain all fuel from the fuel tanks and follow the fuel tank storage procedures (cleaning, coating with lubricating oil, refilling with fuel).

  1. Regular storageRegular boat storage

Clean the boat cover, windshield, lights, horn, guardrails, handrails, hull, deck surface, outer surface of the engine, and propeller once a week. Use soft cloths to clean the entire interior cabin, electrical switchboards, and other equipment installed on the boat.

  1. Storage of certain equipment

Annually, the boat tools and equipment must be cleaned thoroughly and wrapped in wax paper. Boat batteries: The electrolyte should not be drained and the battery should be kept in its original packaging on the shelf (note to check the seal of the caps and adhesive tape). Regular maintenance should be performed using dedicated batteries. Dedicated equipment should be stored separately in a dry place, wiped clean externally with soft cloths or a vacuum cleaner. Life jackets and boat covers should be stored like life vests and national reserve tent shells.

  1. Regular maintenance of the boat carrier vehicle

Once a week, the boat carrier vehicle should be cleaned thoroughly, and the tire pressure should always meet the requirements specified in Point 3.5.1.1. Every three months, the vehicle should be cleaned, oil should be applied to bolts, the roller system, winches, and springs. Every six months, grease should be applied to all grease nipples. During storage, if any rust appears, it should be painted immediately, ensuring that the color matches the original paint.

  1. Engine start-up maintenance

Every three months, the boat engine should be started up for inspection according to the following procedure:

  1. Necessary conditions before starting the engine

Start the engine while the boat is on the storage rack. The cooling water tank must be full of water, lift the boat's tail motor using the electrical switch to position the cooling water tank below the tail motor. Lower the tail motor fully using the electrical switch, ensuring the water level submerges the water intake valve. Use a fuel can to supply fuel to the fuel tank, pump fuel into the engine, and vent the air from the fuel system. Carefully inspect the fuel system (hoses, flanges, and filters). For diesel engines, the return fuel line should be directly connected to the fuel can or a separate can. Fuel used must comply with the manufacturer's specifications regarding type and quality. Do not use fuel mixed with water, and ensure that lubricating oil meets the specific requirements for each type of boat. Fill the water filter with water, check the coolant level, the lubricating oil level, and ensure the throttle is set to "Stop" for idle running. Dedicated batteries for starting the boat engine must be fully charged, connected to the starter, ground wire, and checked for all electrical connections and the cooling cut-off system (for boats DT2, DT3, DT4). Inspect the entire outer surface of the engine, ensuring no foreign objects are placed on or near the engine.

  1. Procedure for starting the engine

Set the throttle to the lowest idle speed to start the engine. Turn on the electrical switch to start the engine, do not engage the cooling cut-off switch (for boats DT2, DT3, DT4) or pull the starter rope (DT1), start the engine two to three times until coolant sprays out of the exhaust port, then stop and engage the cooling cut-off switch to start the engine again. Each attempt should be decisive, lasting no more than five seconds. Do not start repeatedly without sufficient rest between attempts, which should be at least fifteen seconds. Once the engine starts, monitor the cooling system operation (water entering and exiting the engine in a closed loop within the test tank). After the engine starts, maintain the crankshaft speed between 600 rpm and 1000 rpm for three to five minutes. Gradually increase the engine speed in increments, avoiding sudden increases and exceeding two-thirds of the rated speed. Idle running time should not exceed thirty minutes. Change the transmission oil after the first ten hours of operation. Regularly check the oil quality; if it appears milky, contains water, is dirty, or has sediment...

  1. Technical Inspection

After each startup, inspect the operational performance of the boat's components and specialized equipment (as stipulated in Point 3.3.3). If any damage or malfunction is detected, immediate action should be taken.

Before shutting down, reduce the throttle, run the engine at the lowest idle speed for three to five minutes to allow the coolant temperature in the engine to decrease. For gasoline engines, simultaneously cut off the fuel supply and let the engine run until the carburetor fuel is exhausted.

  1. Post-startup Maintenance

Lift the engine tail, remove the cooling water tank, detach the fuel tank and fuel lines. Lower the engine tail back to the static storage position. Turn off the cooling switch, disconnect the battery and store it separately.

  1. Warehouse Exit Procedures
  • Prior to exit, prepare necessary tools and equipment for engine startup and related documents for the national reserve boat exit. Check the accompanying equipment, lower the boat from the rack, inflate the tires (if the boat is on the boat carrier). Organize handover: Conduct an engine startup, inspect the boat's equipment functionality, and complete the handover documentation. Reporting Quality of Boats
  • Within one month after the end of entry into storage, the Head of the National Reserve Unit shall direct relevant units to report the quality of the stored boats to the specialized national reserve management agency; every quarter, compile and report the quality status of stored boats to the specialized national reserve management agency before the twentieth day of the last month of the quarter. In case of emergencies, units may submit separate reports; within one month after the end of exit from storage, the Head of the National Reserve Unit shall report the quality to the specialized national reserve management agency.

Specifically: Review the design, inspect and supervise the entire boat construction process, and issue classification certificates for boats entering the national reserve warehouse. Three months before the warranty period expires, the national reserve unit shall conduct a comprehensive external inspection and operational check of all boats. In case of technical issues, the national reserve unit shall notify the supplying unit to inspect and rectify the problems.

  1. National reserve boats must undergo periodic classification inspections organized by the classification authority in accordance with regulations at the national reserve warehouse. Pre-storage inspection: The national reserve unit shall organize an external inspection and operational check of the boats. For equipment (batteries, life jackets...), if they do not meet quality requirements or have exceeded the storage period as stipulated, the national reserve unit must replace them with items that meet quality standards and specifications to ensure they can be removed from storage.
  1. Production time, warranty period, and storage period for national reserve boatsProduction time from boat production to entry into the national reserve warehouse: Not exceeding nine months. Warranty period: At least thirty-six months from the date of the handover record for boats entering the national reserve warehouse or fifteen hundred hours of operation, whichever comes first. Storage period: Not exceeding seven years from the date of entry into the national reserve warehouse; the storage period for accompanying equipment shall be carried out in accordance with current regulations.
  1. Requirements for warehouses

Boats should be stored in warehouses for goods, equipment, rescue, and disaster relief materials of the same

type.

  • Must be enclosed warehouses with walls and roofs to protect against sun, rain, wind, and typhoons; floor must be flat, hard, and able to withstand loads of at least five tons per square meter; equipped with sufficient ventilation fans to ensure dryness and freshness inside the warehouse, with temperature and humidity measuring instruments; must have rodent control systems, termite prevention, and other harmful organism control systems, as well as lighting systems for preservation and protection; must be far from chemical sources, flammable and explosive areas, high-voltage power lines, minimizing dust and thermal radiation. There must be fire prevention and firefighting rules, flood prevention plans, and emergency response measures. Pallet labels

Each batch of boats must have a pallet label containing the following information:

  • Type of boat; Name and address of the manufacturing facility; Month and year of manufacture; Quantity; Date of entry into the warehouse. Preservation logbook:
  • Used to record daily or occasional situations regarding the preservation of goods, changes in quantity and quality, the logbook must be stamped and signed with complete contents according to the model, with signatures and stamps of all relevant parties. The warehouse manager responsible for preserving machines must fully record changes in quality, preservation activities, any damage that occurs, and the results of handling each machine during storage. The head of the national reserve unit directly managing national reserve goods must review twice a month; the technical preservation department of the unit directly managing national reserve goods must record once a week the situation regarding quality changes and evaluate the preservation work of the boats. Every three months, the head of the national reserve unit must inspect and record comments and evaluations of the preservation work in the preservation log.

The head of the national reserve unit is responsible for organizing and implementing fire prevention and explosion control work in accordance with the law, ensuring the safety of goods and the national reserve warehouse.

  1. Declaration of compliance with technical regulations

Boats must comply with conformity declaration requirements under the national technical regulation of the competent management agency.

  1. RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALSOrganizations and individuals providing boats to the national reserve are responsible for providing boats that meet the quality requirements specified in Section 2 of this standard. The head of the national reserve unit is responsible for directing the implementation of boat handover and preservation work in accordance with Sections 3 and 4 of this standard. IMPLEMENTATIONThe State General Reserve Corporation (the specialized national reserve agency) is responsible for guiding and supervising the implementation of this standard.
