CIRCULAR
Repeals joint Circulars of the Ministry of Finance and the Ministry of Science and Technology guiding National Science and Technology Programs for the period 2011-2020 and Joint Circular No. 207/2013/TTLT-BTC-BKHCN dated December 25, 2013 of the Ministry of Finance and the Ministry of Science and Technology on financial management of Key National Science and Technology Programs for the period 2011-2015

Pursuant to the Law on Legislative Regulatory Documents promulgation dated June 22, 2015; the Law amending and supplementing certain articles of the Law on Legislative Regulatory Documents promulgation dated June 18, 2020;
Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and measures to implement the Law on Issuing Legal Normative Documents and Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and measures to implement the Law on Issuing Legal Normative Documents;
Pursuant to Decree No. 14/2023/NĐ-CP dated April 20, 2023, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
At the proposal of the Director of the Administrative and Public Financial Affairs Department,
After receiving the agreement of the Ministry of Science and Technology, the Minister of Finance issues this Circular to repeal Joint Circulars of the Ministry of Finance and the Ministry of Science and Technology guiding National Science and Technology Programs for the period 2011-2020 and Joint Circular No. 207/2013/TTLT-BTC-BKHCN dated December 25, 2013 of the Ministry of Finance and the Ministry of Science and Technology on financial management of Key National Science and Technology Programs for the period 2011-2015.
Article 1. Repeal all five joint circulars
Repeal all five joint circulars as follows:
1. Joint Circular No. 218/2012/TTLT-BTC-BKHCN dated December 20, 2012 of the Ministry of Finance and the Ministry of Science and Technology on financial management of the National Product Development Program until 2020;
2. Joint Circular No. 219/2012/TTLT-BTC-BKHCN dated December 20, 2012 of the Ministry of Finance and the Ministry of Science and Technology on financial management of the National High-Tech Development Program until 2020;
3. Joint Circular No. 79/2014/TTLT-BTC-BKHCN dated June 18, 2014 of the Ministry of Finance and the Ministry of Science and Technology guiding financial management of the National Technological Innovation Program until 2020;
4. Joint Circular No. 59/2015/TTLT-BTC-BKHCN dated April 25, 2015 of the Ministry of Finance and the Ministry of Science and Technology guiding financial management of the National Science and Technology Market Development Program until 2020;
5. Joint Circular No. 207/2013/TTLT-BTC-BKHCN dated December 25, 2013 of the Ministry of Finance and the Ministry of Science and Technology on financial management of Key National Science and Technology Programs for the period 2011-2015.
Article 2. Implementation clause
1. This Circular takes effect from December 18, 2023.
2. For tasks under National Science and Technology Programs until 2020 extended for implementation during the period 2021-2030 by the Ministry of Science and Technology, they shall continue to be implemented according to the regulations at the time of approval until the completion of the task's implementation period.
3. The Director of the Department of Administrative and Public Financial Affairs, Heads of units under the Ministry of Finance, and related agencies, organizations, and individuals are responsible for implementing this Circular./.
