Issuing Regulations on Standards for Evaluating Primary Schools

BASED ON THE EDUCATION LAW ON JUNE 14, 2005; THE AMENDMENT AND SUPPLEMENT TO CERTAIN PROVISIONS OF THE EDUCATION LAW ON NOVEMBER 25, 2009;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
At the proposal of the Director of the Department of Testing and Quality Assurance,
The Minister of Education and Training decides:
Article 1. The Regulations on Standards for Evaluating Primary Schools are hereby promulgated together with this Circular.
Article 2. This Circular shall take effect from February 14, 2012.
This Circular serves as the basis for adjusting, supplementing, or issuing replacement documents for Decision No. 32/2005/QĐ-BGD&ĐT dated October 24, 2005 of the Minister of Education and Training promulgating the Regulation on Recognizing Primary Schools Meeting National Standards; Decision No. 04/2008/QĐ-BGDĐT dated February 4, 2008 of the Minister of Education and Training promulgating the Regulations on Standards for Evaluating the Quality of Education in Primary Schools; Decision No. 55/2007/QĐ-BGDĐT dated September 28, 2007 of the Minister of Education and Training stipulating the minimum quality level of primary schools; Document No. 1741/BGDĐT-GDTrH dated March 5, 2009 of the Ministry of Education and Training guiding the evaluation of results of the movement to build friendly schools and proactive students; Circular No. 43/2006/TT-BGDĐT dated October 20, 2006 of the Ministry of Education and Training guiding comprehensive inspections of schools and other educational institutions and inspections of teaching activities (applicable contents for primary schools).
Article 3. The Director of the Office, Heads of units related to the Ministry of Education and Training; Chairpersons of People's Committees of provinces and centrally governed cities; Directors of Departments of Education and Training are responsible for implementing this Circular./.
