THE MINISTER OF EDUCATION AND TRAINING
Pursuant to Decree No. 178/2007/ND-CP dated December 3, 2007 of the Government on the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/ND-CP dated March 19, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 75/2006/ND-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
At the proposal of the Director of the Department of Student Affairs,
DECISION:
Article 1The regulations on occupational guidance and job counseling in universities and vocational colleges are hereby promulgated together with this Decision.
Article 2This Decision shall take effect fifteen days from the date of publication in the Official Gazette. All previous regulations that conflict with this Decision are abolished.
Article 3The Heads of the Office, the Director of the Department of Student Affairs, the Heads of units under the Ministry of Education and Training related to this matter; the Heads of universities and vocational colleges are responsible for implementing this Decision.

REGULATIONS
ON OCCUPATIONAL GUIDANCE AND JOB COUNSELING IN UNIVERSITIES AND VOCATIONAL COLLEGES
(Issued together with Decision No.: 68/2008/QD-BGDĐT dated December 9, 2008 of the Minister of Education and Training)
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
This document stipulates the contents and conditions for ensuring the implementation of occupational guidance and job counseling activities in universities and vocational colleges (hereinafter referred to collectively as schools).
Article 2. Implementation Principles
1. It is a public service activity not aimed at profit.
2. Emphasis should be placed on socialization in the activities of occupational guidance and job counseling.
Article 3. Objectives of occupational guidance and job counseling
1. Assist students in career orientation, choosing appropriate majors and levels of education; being proactive and creative in their studies, understanding their field of study to fully utilize their professional skills after graduation.
2. Provide students with information about the labor market and help them find suitable employment.
3. Enhance cooperation between educational institutions and employers to align school training with practical needs and meet societal demands.
Chapter II
CONTENTS OF OCCUPATIONAL GUIDANCE AND JOB COUNSELING
Article 4. Occupational Guidance Activities
1. Advise and introduce the majors and specializations offered by the school, opportunities for employment after graduation to prospective students.
2. Organize activities to advise on learning methods, content, and characteristics of the majors and specializations currently being taught; issues related to state policies and laws concerning the majors and specializations being studied by students.
3. Organize career clubs, extracurricular activities, exchanges with employers, helping students supplement practical knowledge and necessary skills to integrate into the workplace after graduation.
Article 5. Career counseling and job placement
1. Establishing a job information system, two-way communication between schools and employers regarding the ability to meet human resource needs and job requirements for career counseling and job placement for students; assisting employers in selecting suitable graduates based on job requirements.
2. Organizing and participating in job fairs, seminars, conferences, and job markets.
3. Providing career counseling to students on certain job-seeking skills such as resume writing, job application letters, interview scenario handling, and communication with recruiters.
4. Coordinating with relevant agencies and units to organize short-term training courses to equip students with necessary skills before graduation.
Article 6. Job statistics
1. Building a database of graduates from each academic year to provide to organizations and individuals requiring labor.
2. Surveying and statistically analyzing the employment status of graduates after graduation.
3. Surveying and evaluating the demand for human resources in fields and professions trained by the school and feedback from employers regarding the quality and ability of graduates to meet job requirements after graduation.
Article 7. Coordination with organizations and individuals
1. Coordinating with organizations, individuals, and employers in training to meet social demands.
2. Contacting and coordinating with former students, organizations, and individuals in internship, practical activities, vocational guidance, job placement, and other activities to support students.
3. Coordinating with the Ho Chi Minh Communist Youth Union, Student Association, Vietnam Youth Federation in vocational guidance and job placement activities.
Chapter III
CONDITIONS FOR IMPLEMENTATION
Article 8. Organizations and Personnel
1. The school establishes an independent unit or a department under a functional office based on actual conditions and the volume of vocational guidance and job placement work, but must ensure at least one full-time staff member to carry out these tasks.
2. Staff working in units responsible for vocational guidance and job placement must be trained and developed to have appropriate expertise and experience, be enthusiastic, dynamic, and dedicated to their work.
3. Staff working in units responsible for vocational guidance and job placement shall enjoy salaries and benefits according to legal regulations.
Article 9. Material and financial resources
1. Units responsible for vocational guidance and job placement shall be equipped with necessary facilities and equipment to ensure the fulfillment of assigned tasks.
2. Funding for vocational guidance and job placement work shall be sourced from:
a) The regular expenditure of the school;
b) Donations and support from domestic and foreign organizations and individuals in accordance with the provisions of the law;
c) Other legitimate sources of income.
3. Funds allocated for vocational guidance and job placement work shall be managed and utilized for their intended purposes in accordance with legal regulations.
Chapter IV
IMPLEMENTATION
Article 10. Responsibilities of the School Principal (Director)
1. Establishing (or improving) a unit responsible for vocational guidance and job placement; defining the name, functions, tasks, coordination mechanisms, and operations of the unit within the scope of authority and specific conditions of the school.
2. Organizing, directing, inspecting, and supervising the implementation of the provisions of this Regulation.
3. Summarizing, concluding, and reporting to the Ministry of Education and Training and higher-level management bodies annually or on an ad hoc basis about the vocational guidance and job placement work of the school.
Article 11. Responsibilities of Ministries, Sectors, and Administrative Authorities Managing Schools
1. Direct the implementation of vocational guidance and job counseling activities at schools under their jurisdiction.
2. Organize inspections and checks on the implementation of the contents stipulated in this Regulation./.
