Considering the proposal of the Central Committee of the Ho Chi Minh Communist Youth Union,

Article 1. Approves the Youth Development Strategy of Vietnam until 2010, with the main contents as follows:
1. Objectives of the Strategy.
a) General Objective:
Educating, nurturing, and training the Vietnamese youth generation to develop comprehensively, becoming a high-quality young workforce and playing a vanguard and creative role in the country's industrialization and modernization process.
b) Specific objectives:
- Objective 1: Enhance political awareness, patriotic spirit, socialist ideology, civic responsibility, build fine qualities and revolutionary ethics for the youth;
- Objective 2: Improve educational qualifications, professional skills, scientific and technological capabilities for the youth; foster a civilized and scientific working style; quickly form a distinguished group of young people representing the younger generation;
- Objective 3: Promote the vanguard role of the youth in the cause of building and defending the country;
- Objective 4: Reduce unemployment and underemployment among the youth, increase their income;
- Objective 5: Enhance health, spiritual life, build cultural lifestyles and legal compliance awareness, curb social evils and criminal activities among the youth;
- Objective 6: Enhance international exchange and cooperation capabilities of the youth, raise the position of Vietnamese youth in international exchanges, contributing to peace protection, strengthening friendship and solidarity with youth from other countries.
2. Main solutions:
a) Reform the development and implementation of policies towards youth, focusing on promoting the role of youth and the Ho Chi Minh Communist Youth Union in the policy-making and implementation process. Integrate youth development goals into economic and social development programs. Develop a roadmap to supplement and complete policies for youth, including education and training development policies, improving educational qualifications and scientific and technological levels for students; vocational training policies guiding youth towards key industries; support policies creating favorable conditions and opportunities for young offenders and violators to reintegrate into society.
b) Develop youth movements and improve the quality of activities of the Youth Unions at all levels. Increase investment in youth work and create a favorable social environment for comprehensive youth development.
c) Organize cultural and spiritual activities well for the youth, paying attention to young people in remote, border, island areas, and special difficult regions.
d) Closely coordinate with the Vietnam Fatherland Front, local authorities, economic and social organizations, and armed forces in youth education, nurturing, and role promotion, promoting socialization in youth work.
đ) Strengthen state management in the field of youth foreign affairs, expand international exchange and cooperation relations with youth organizations in the region and worldwide. Leverage the role of the Youth Union in youth foreign relations, seek international resources and support for youth work. Pay attention to information dissemination and propaganda to mobilize youth and overseas Vietnamese.
e) Strengthen and reform state management over youth work. Enhance the responsibility of local authorities, ministries, and close coordination to address inter-departmental tasks related to youth work. Strengthen research and information work on youth.
Article 2. Implementing organization.
To effectively implement the Strategy's objectives, responsibilities are assigned to ministries, sectors, and localities as follows:
1. The National Youth Commission and the Ministry of Planning and Investment shall take the lead, in collaboration with the Central Committee of the Ho Chi Minh Communist Youth Union, the Ministries of Education and Training, Labor, Invalids and Social Affairs, Culture, Sports and Tourism, Agriculture and Rural Development, Science and Technology, Health, Justice, Finance, Home Affairs, the General Department of Sports and Physical Training, relevant agencies, and provincial/municipal People's Committees to organize the implementation of the Youth Strategy. Conduct mid-term reviews in 2005 and final evaluations in 2010 on the implementation of the Youth Strategy.
2. The Ministries of Education and Training, Labor, Invalids and Social Affairs, Culture, Sports and Tourism, Agriculture and Rural Development, Science and Technology, Justice, Health, Home Affairs, the General Department of Sports and Physical Training, and relevant agencies shall base themselves on this Strategy to formulate and implement annual and five-year plans to achieve the Strategy's objectives; integrate the activities of this Strategy with national target programs and other related programs; submit annual reports to the Chairman of the National Youth Commission and the Ministry of Planning and Investment for consolidation. The Prime Minister.
3. Based on the proposal of the National Youth Commission, the Ministry of Finance shall take the lead, in collaboration with the Ministry of Planning and Investment, relevant ministries and sectors, and provincial/municipal People's Committees to develop annual financial plans, guide the use of funds to implement the Strategy's objectives and tasks.
4. The Ministry of Foreign Affairs shall take the lead, in collaboration with the National Youth Commission, relevant ministries and sectors, to promote and mobilize support from foreign government and non-government organizations and United Nations bodies for the implementation of the Youth Strategy; based on this Strategy, the National Youth Commission shall collaborate with the Ministry of Foreign Affairs to develop international cooperation plans in the youth sector.
5. The National Youth Commission shall cooperate with relevant agencies to propose The Prime Minister shall be responsible for the promulgation of laws and policies of the State concerning youth; shall take the lead and coordinate with relevant ministries, agencies, the Central Committee of the Ho Chi Minh Communist Youth Union, and related organizations to develop youth development programs for each stage to be submitted to the Prime Minister; and shall promote, disseminate, and mobilize the implementation of laws and policies of the State regarding youth.
6. Provincial People's Committees under the central government shall base on this Strategy to incorporate targets for youth development into their long-term and short-term socio-economic development plans; the National Committee for Youth Affairs shall take the lead and coordinate with the General Statistics Office, the Central Committee of the Ho Chi Minh Communist Youth Union, relevant ministries and agencies, and provincial People's Committees under the central government to regularly conduct annual and five-year assessments and analyses of the implementation of the Strategy's objectives to report thereon. 7. It is requested that the Vietnam Fatherland Front, its member organizations, and social organizations participate in implementing the Youth Strategy within the scope of their activities.
Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 4. The Chairman of the National Committee for Youth Affairs, Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and Chairmen of provincial People's Committees under the central government shall cooperate with the Central Committee of the Ho Chi Minh Communist Youth Union and be responsible for the implementation of this Decision./.
