Pursuant to the Education Law dated June 14, 2005;
Pursuant to the Vocational Training Law dated November 29, 2006;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - War Invalids and Social Affairs;
At the proposal of the General Director of the Vocational Training General Department.
DECISION:
Article 1. Scope and Applicability
The vocational scholarship incentive is applicable to students studying vocational courses at college-level vocational schools and intermediate-level vocational schools (hereinafter referred to as vocational scholarship incentive).
The subjects eligible for consideration and awarding of the vocational scholarship incentive are students studying vocational courses at the college and intermediate levels in regular programs at public and private vocational colleges and those with foreign investment capital.
Article 2. Criteria for awarding vocational scholarship incentives
1. Students who achieve good, excellent, or outstanding grades in their studies and have discipline results reaching good or higher, as stipulated in Decision No. 14/2007/QĐ-BLĐTBXH dated May 24, 2007 of the Minister of Labor, Invalids, and Social Affairs on the issuance of the Examination, Inspection, and Graduation Recognition Regulations in Regular Vocational Programs and Decision No. 54/2008/QĐ-BLĐTBXH dated May 19, 2008 of the Minister of Labor, Invalids, and Social Affairs on the issuance of the Discipline Assessment Regulations for Regular Program Students in Vocational Institutions during the semester when the scholarship is awarded shall be considered and granted the vocational scholarship incentive within the vocational scholarship incentive fund of the school.
2. Students participating in vocational skill competitions at the Ministry level, provincial level, national level, ASEAN regional level, or international level and achieving awards (from encouragement level upwards) and having discipline results reaching good or higher shall be considered and granted the vocational scholarship incentive for that academic year (for both semesters), classified as follows:
a) Students who achieve awards in vocational skill competitions at the Ministry level, provincial level, or centrally-administered city level in that academic year shall be classified as equivalent to good.
b) Students who achieve awards in national vocational skill competitions in that academic year shall be classified as equivalent to excellent.
c) Students who achieve awards in vocational skill competitions at the ASEAN regional level or international level in that academic year shall be classified as equivalent to outstanding.
Article 3. Amount and procedures for awarding vocational scholarship incentives
1. Amount of vocational scholarship incentive:
The scholarship is fully provided according to the number of months of actual study in a year (not exceeding ten months in an academic year) and is provided per semester. The amount of the scholarship is implemented based on the following principles:
a) The minimum amount of the vocational scholarship incentive for students classified as good is equal to the maximum tuition fee currently payable by the student at the vocational college or intermediate vocational school.
b) The amount of the vocational scholarship incentive for students classified as excellent is higher than that for students classified as good.
c) The amount of the vocational scholarship incentive for students classified as outstanding is higher than that for students classified as excellent.
Specific amounts for each case specified in Points a, b, and c, Clause 1 of this Article are determined by the Rector of the vocational college or intermediate vocational school.
For private schools and those with foreign investment, the minimum amount of the vocational scholarship incentive is determined by the Rector.
2. Procedures for considering and awarding vocational scholarship incentives
a) The Rector of the school bases the number of vocational scholarship incentive slots for each semester and vocational course on the school's vocational scholarship incentive fund.
b) The Rector considers and awards scholarships based on the students' academic and discipline performance, prioritizing from outstanding down to the last available scholarship slot.
Article 4. Scholarship Fund for Vocational Encouragement
The scholarship fund for vocational encouragement shall be mobilized from state budget sources (for public schools), school revenue, support from businesses, and other lawful sources of funding.
For public schools: The scholarship fund for vocational encouragement shall be allocated at a minimum of 15% of the income from tuition fees for regular vocational training programs.
For private schools and those with foreign investment: The scholarship fund for vocational encouragement shall be allocated at a minimum of 5% of the income from tuition fees for regular vocational training programs.
For schools with teacher training departments for vocational education and non-tuition fee vocational training programs: The scholarship fund for vocational encouragement shall be allocated at a minimum of 15% of the tuition fees subsidized by the state.
Article 5. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 6. The heads of ministries, agencies equivalent to ministries, government agencies, leaders of central organizations of political and social affairs; the Chairpersons of People's Committees of provinces and centrally-administered cities; Directors of Departments of Labor, Invalids, and Social Affairs, Heads of the Ministry's Office, General Directors of the Vocational Training General Department; Principals of vocational colleges and intermediate vocational schools, and the heads of related agencies and units are responsible for implementing this Decision./.
