CIRCULAR
Regulations on technical safety inspection and environmental protection for road motor vehicles

On the basis of Decree No. 86/2012/NĐ-CP dated October 19, 2012, issued by the Government detailing and guiding implementation of certain provisions of the Metrology Law;
Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;
Pursuant to Decree No. 107/2012/NĐ-CP dated December 20, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
The Minister of Transport issues this Circular amending and supplementing certain articles of Circular No. 29/2018/TT-BGTVT dated May 14, 2018, issued by the Minister of Transport on quality inspection, technical safety, and environmental protection for railway transportation vehicles, and Circular No. 18/2019/TT-BGTVT dated May 20, 2019, issued by the Minister of Transport guiding the implementation of Decree No. 139/2018/NĐ-CP dated October 8, 2018, of the Government on business operations of vehicle inspection services.
The Minister of Transport shall issue a Circular to regulate safety technical inspection and environmental protection for motor vehicles.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
1. This Circular stipulates the technical safety inspection and environmental protection for road motor vehicles (hereinafter referred to collectively as motor vehicles).
2. This Circular does not apply to:
a) Motorcycles, motorbikes, tractors, and similar types of vehicles;
b) Motor vehicles of the military and police used for national defense and security purposes.
Article 2. Applicability
This Circular applies to organizations and individuals related to the activities of technical safety inspection and environmental protection for motor vehicles (hereinafter abbreviated as ATKT and BVMT).
Article 3. Explanation of Terms
In this Circular, the following terms are understood as follows:
1. Technical safety inspection and environmental protection for road motor vehicles (hereinafter referred to as inspection) is the process of conducting checks and evaluating the technical safety and environmental protection status of motor vehicles according to standards, regulations, and provisions.
2. Certificate of Safety Technical Inspection and Environmental Protection for Motor Vehicles (hereinafter referred to as the Inspection Certificate) is a certificate confirming that a motor vehicle has been inspected and meets the quality standards, regulations, and provisions regarding safety technical conditions and environmental protection.
3. Safety Technical Inspection and Environmental Protection Label for Motor Vehicles (hereinafter referred to as Inspection Label) is the emblem issued to motor vehicles that have been granted an Inspection Certificate and are permitted to operate on public roads within the territory of the Socialist Republic of Vietnam and other countries with which Vietnam has signed reciprocal recognition agreements regarding Inspection Certificates.
4. Original Motor Vehicle is a motor vehicle without changes in its structure, appearance, layout, working principle, specifications, and technical characteristics compared to the manufacturer's design.
5. Vehicle Record Form is a record of administrative information and technical specifications of original motor vehicles and updates on changes throughout their usage period.
6. is the confirmation document of the results of the technical safety inspection and environmental protection of each motor vehicle during the inspection. is the record of results and photographs of each inspection of motor vehicles.
7. is a record of the results of each inspection and photographs of the motor vehicle during each inspection. includes: Inspection Certificate, Inspection Label, and Vehicle Record Form.
8. Motor vehicle registration inspection unit (hereinafter referred to as Inspection Unit) is an organization meeting the prescribed conditions and holding a Certificate of Operation for motor vehicle inspections.
9. is the template for the Inspection Certificate, Inspection Label, and Vehicle Registration Form. includes the Vehicle Record Form and related administrative documents, technical specifications when first inspected, and changes throughout the vehicle's usage period.
10. includes the Vehicle Registration Form and related documents concerning administrative information, technical specifications, including changes throughout the usage period of the motor vehicle. includes documents recording the results of each inspection and issuance of the Inspection Certificate.

12. 2. Amending and supplementing Point a, Clause 1, Article 6 of Circular No. 16/2021/TT-BGTVT (amended and supplemented by Clause 2, Article 1 of Circular No. 02/2023/TT-BGTVT) as follows: is the software system developed by the Vietnam Registration Agency for managing administrative information, technical specifications, and inspection results of motor vehicles used at Inspection Units and the Vietnam Registration Agency.
13. Technical Documentation includes manufacturer documentation, certification from authorized agencies, technical specification manuals, technical standards, or other technical publications that are clearly sourced and published.
Article 4. Prohibited Actions During Motor Vehicle Inspections
1. Refuse to inspect motor vehicles if the inspection does not cover all necessary aspects, is not conducted according to procedures and regulations, or lacks justifiable reasons.
2. Conduct inspections when testing equipment is not accurate; when network transmission of test results from testing equipment is damaged; conduct inspections outside the designated inspection line or outside the specified unit.
3. Arrange personnel to perform inspection tasks contrary to regulations.
4. Require vehicle owners to take their vehicles to designated repair and maintenance facilities.
5. Charge fees and levies incorrectly; engage in corrupt practices, harassment, and accept money or gifts in any form.
6. Inspect and issue Inspection Certificates for motor vehicles beyond their service life; conduct inspections despite official notifications from competent authorities prohibiting such inspections or when the vehicle has been flagged in the Management Inspection Program.
7. Prepare records for motor vehicles, use inspection seals, print Inspection Certificates, Inspection Labels, and report inspection results contrary to regulations.
Chapter II
MOTOR VEHICLE INSPECTION
Article 5. Documents Required for Vehicle File Establishment and Inspection
1. Establishing Vehicle Files
The vehicle file shall be established before the first inspection of motor vehicles to participate in traffic. When bringing motor vehicles to the Registration and Inspection Unit to establish the vehicle file, the vehicle owner must present and submit the following documents:
a) Present the original vehicle registration certificate issued by the competent state agency or one of the following valid documents: A certified copy of the vehicle registration certificate held by a bank; A certified copy of the vehicle registration certificate confirmed by a financial leasing organization; A notice to issue a vehicle registration certificate;
b) Present the original Certificate of Compulsory Civil Liability Insurance of the motor vehicle owner that is still valid;
c) Submit documents proving the origin of the vehicle, including one of the following documents: A certified copy of the Quality Inspection Report at the time of production or assembly for domestically produced motor vehicles; A certified copy of the decision on confiscation and auction by the competent authority for confiscated motor vehicles; A certified copy of the liquidation decision for motor vehicles of defense and police forces; A certified copy of the decision to sell national reserve vehicles;
d) Submit the original Certificate of Technical Quality and Environmental Protection for modified motor vehicles (for newly modified motor vehicles).
2. Inspection
When bringing motor vehicles to the Registration and Inspection Unit for inspection, the vehicle owner must present and submit the documents and provide the following information:
a) The documents mentioned in points a, b, and d of Clause 1 of this Article.
b) Information about login name, password, and web address for managing the driving recorder device for motor vehicles required to install such devices.
Article 6. Registration and Inspection Units Conducting Inspections
1. The establishment of vehicle files and inspections (including when supplementing or modifying vehicle files) for motor vehicles can be carried out at any Registration and Inspection Unit nationwide.
2. Motor vehicles must undergo inspection on the inspection line. In cases where oversized or overloaded motor vehicles cannot enter the inspection line, they will be tested for operational performance and braking efficiency on an external test track. For motor vehicles operating in remote islands, deep regions, and far-flung areas without the necessary conditions to bring the vehicle to the Registration and Inspection Unit, inspections can be conducted outside the unit; procedures and methods follow the provisions of Clause 3, Article 8 of this Circular.
Article 7. Conducting Inspection and Evaluation of Motor Vehicles
1. The content of the inspection, inspection methods, and defects of motor vehicles during inspection are stipulated in Appendix I attached to this Circular.
2. Defects of motor vehicles during inspection are classified into three levels as follows:
a) Minor Defects (MiD) are defects that do not cause loss of technical safety or environmental pollution when motor vehicles participate in traffic. Motor vehicles will still be issued an Inspection Certificate.
b) Major Defects (MaD) are defects that may cause loss of technical safety or environmental pollution when motor vehicles participate in traffic. Motor vehicles will not be issued an Inspection Certificate and must be repaired and re-inspected.
c) Dangerous Defects (DD) are defects that directly and immediately pose danger when motor vehicles participate in traffic. Motor vehicles will not be issued an Inspection Certificate, are not allowed to participate in traffic, and must be repaired and re-inspected.
3. Motor vehicles with defects at different levels simultaneously will be evaluated based on the highest level of defect.
4. Motor vehicles with multiple defects at the same level will be evaluated at the next higher level if the combination of defects poses greater danger to the motor vehicles.
5. The inspection and evaluation of technical safety and environmental protection of motor vehicles must be conducted by inspectors, with each motor vehicle assigned one or more inspectors.
6. Motor vehicles undergoing inspection must be photographed at the Registration and Inspection Unit, specifically as follows:
a) Take overall photos of the vehicle and clear photos of the vehicle's registration plate to print on the Inspection Report.
b) Take photos of the motor vehicle to print on the Inspection Certificate. Photos should be taken from a 45-degree angle from behind (for passenger vehicles, take photos from the right rear side according to the direction of travel); photos should be clear (minimum resolution 1280 x 720), showing the overall view of the vehicle and the license plate, with the vehicle image occupying approximately 75% of the photo area.
7. Inspectors drive the vehicle during inspection. For vehicle combinations (tractor and trailer; integral body and trailer), if the inspector cannot drive the vehicle, the inspector may request the vehicle owner to operate the vehicle.
Article 8. Procedure and manner of implementation
1. Establishing Vehicle Files
a) The Registration and Inspection Unit receives the file, if the motor vehicle has all the required documents as stipulated in Clause 1 of Article 5 of this Circular, the Registration and Inspection Unit will accept, check, and print the technical specifications of the vehicle from the database of the Vietnam Registration and Inspection Agency (except for confiscated auctioned motor vehicles not yet inspected, liquidated vehicles, and national reserve vehicles); if incomplete or invalid, guide the vehicle owner to complete them.
b) Inspect the motor vehicle, compare it with the documents and printed technical specifications.
c) If satisfactory, input the technical specifications and administrative information of the motor vehicle into the Management Program and print the Vehicle File Establishment Form as prescribed in Appendix II of this Circular; if unsatisfactory, guide the vehicle owner to complete them.
d) Take two clear photos of the vehicle with its license plate visible for record (one photo from a 45-degree angle from the front side and one from the rear opposite angle).
2. Inspection at the Registration and Inspection Unit
Organizations and individuals bring motor vehicles and the documents specified in Clause 2 of Article 5 of this Circular to the Registration and Inspection Unit for inspection.
a) The Registration and Inspection Unit receives, checks, and compares the file with data in the Management Program. If incomplete or invalid (such as a vehicle registration certificate with signs of forgery, altered content, or expired validity period), guide the vehicle owner to complete them; if complete and valid, collect fees and proceed with the inspection and evaluation of the technical safety and environmental protection of the motor vehicle, and print the Inspection Report as prescribed in Appendix III attached to this Circular.
b) If the motor vehicle passes the inspection requirements, the Registration and Inspection Unit collects the fee for issuing the Inspection Certificate. Deliver the Inspection Certificate, the inspection fee invoice, and affix the Inspection Seal to the vehicle.
If a motor vehicle only has a Registration Appointment Certificate, the Inspection Unit shall conduct the inspection. If it meets the requirements, the Inspection Unit shall affix the Inspection Label and issue a Registration Appointment Certificate for the Inspection Certificate to the vehicle owner according to the model prescribed in Appendix IV of this Circular. When the vehicle owner presents the registration certificate, the Inspection Unit shall return the Inspection Certificate to the vehicle owner.
c) For motor vehicles that have defects or damage, the Inspection Unit shall print and send a notification to the vehicle owner regarding the defects or damage according to the model prescribed in Appendix V issued along with this Circular for repair and rectification. In cases where re-inspection is required, the Inspection Unit shall notify that the motor vehicle does not meet the requirements on the Management Inspection Program; the motor vehicle may be re-inspected at any Inspection Unit.
3. Inspection outside the Inspection Unit
a) The vehicle owner shall submit a written request clearly stating the reasons and location for inspection outside the Inspection Unit, accompanied by a list of motor vehicles to be inspected, directly or through the postal service or other appropriate means to the Inspection Unit.
b) The Inspection Unit shall review and consider the request from the vehicle owner. If the request is correct and the test road conditions are adequate, within three working days from the date of receipt of the request, the Inspection Unit shall submit a written request to the Vietnam Vehicle Inspection Agency for inspection outside the Inspection Unit, accompanied by a list of motor vehicles and necessary equipment for inspection. The request can be submitted directly or through the postal service or other appropriate means. If the test road conditions are inadequate, a written notice shall be sent to the vehicle owner specifying the reasons.
c) The Vietnam Vehicle Inspection Agency shall review and consider the file within three working days from the date of receipt of the request and reply in writing to the Inspection Unit.
d) The vehicle owner shall bring the vehicle to the inspection site, and the Inspection Unit shall conduct the inspection of the motor vehicle according to the procedures and methods stipulated in Clause 2 of Article 2 of this Decree. In cases where there is no result from the equipment check, leave it blank on the Inspection Form.
4. Supplementing and amending the Vehicle File when there is a change in administrative information of the motor vehicle.
a) The vehicle owner shall bring the documents specified in Article 5 of this Circular and related documents to the Inspection Unit to record the changes.
b) The Inspection Unit shall check the documents: if they are complete and valid, record the changes in the Vehicle File and the Management Inspection Program; if incomplete or invalid, immediately guide the vehicle owner to complete them. In cases where the Inspection Unit does not manage the Vehicle File, it must send the related documents concerning the supplementary or amended content to the Inspection Unit managing the Vehicle File for updating and storing in the Vehicle File.
5. Supplementing and amending the Vehicle File when there is a change in technical specifications.
a) The vehicle owner shall bring the motor vehicle together with the documents specified in Article 5 of this Circular and technical documents related to the Inspection Unit for inspection and recording of changes.
b) The Inspection Unit shall check the documents and compare them with the Management Inspection Program: if incomplete or invalid, immediately guide the vehicle owner to complete them; if complete and valid, conduct the inspection, take photos, and supplement or amend the records in the Vehicle File and the Management Inspection Program. In cases where the Inspection Unit conducting the inspection is not the one managing the Vehicle File, the Inspection Unit must send the related documents concerning the supplementary or amended content, a copy of the Inspection Certificate to the Inspection Unit managing the Vehicle File for updating and storing in the Vehicle File.
Chapter III
RECORDS, SEALS AND REPORTS ON INSPECTION WORK
Article 9. Certificate of Inspection, Inspection Label
1. Motor vehicles that pass the inspection requirements shall be issued an Inspection Certificate and Inspection Label according to the model prescribed in Appendix VI of this Circular. The Inspection Certificate and Inspection Label issued to the vehicle must have the same serial number, printed from the Management Inspection Program on forms uniformly issued by the Vietnam Vehicle Inspection Agency, consistent with the Vehicle File and data in the Management Inspection Program.
For automobiles equipped with scoring devices used in driving examination centers, trucks used in railway stations, ports, mining areas, forestry (without the need to participate in road traffic); motor vehicles that are not allowed to participate in road traffic shall only be issued an Inspection Certificate and not an Inspection Label.
For oversized or overloaded motor vehicles operating in narrow areas, only an Inspection Certificate shall be issued without an Inspection Label, and the phrase "Permission from the road management authority is required when participating in traffic" shall be noted on the Inspection Certificate.
2. The validity period of the Inspection Certificate and Inspection Label issued according to the inspection cycle prescribed in Appendix VII issued along with this Circular but shall not exceed the expiration date of the registration certificate (if applicable) or the end of the usage period of the motor vehicle.
In cases where motor vehicles are in the process of completing registration files, regional transfer files; new motor vehicles or those in the production assembly, importation, or modification process; motor vehicles without registration plates but with the need to participate in traffic to move to necessary locations, inspections (without the need to present or submit the documents specified in Article 5 of this Circular) and issuance of an Inspection Certificate with a validity period not exceeding 15 days.
3. The Inspection Certificate shall be handed over to the vehicle owner to carry when participating in traffic, and the Inspection Label shall be affixed in the upper right corner, inside the front windshield of the motor vehicle. In cases where the motor vehicle does not have a front windshield, the Inspection Label shall be affixed to the frame of the vehicle near the license plate installation position, covered with a transparent protective layer.
4. In cases where the Inspection Certificate and Inspection Label are lost, damaged, or torn, the vehicle owner must bring the vehicle for re-inspection to obtain a new Inspection Certificate and Inspection Label.
5. Upon discovering that the documents provided by the vehicle owner are forged or altered; the issued Inspection Certificate and Inspection Label do not match the inspected motor vehicle, the Inspection Units must report to the competent authorities and have the responsibility to recall the issued Inspection Certificate and Inspection Label (if still valid).
6. The Inspection Certificate and Inspection Label become invalid when:
a) A new Certificate of Inspection and Inspection Label has been issued for the motor vehicle;
b) There is a declaration of loss by the vehicle owner;
c) There is a recall notice from the registration units;
d) The motor vehicle has been involved in an accident to the extent that it does not meet technical safety standards and environmental protection requirements;
d) The actual technical specifications of the vehicle do not match the technical specifications on the Inspection Certificate.
Article 10. Procedure for Issuing Inspection Seals
1. The inspection units shall establish and submit requests to provide inspection files and seals (directly or via postal service or email) to the Vietnam Vehicle Inspection Agency according to the model prescribed in Appendix VIII of this Circular from the 15th to the 20th of the last month of each quarter.
2. The Vietnam Vehicle Inspection Agency shall issue inspection seals through the postal service or directly hand over to the inspection units based on their needs and capabilities from the 23rd to the 30th of the last month of each quarter.
Article 11. Reporting on Inspection Work
The inspection units shall report their inspection work to the Vietnam Vehicle Inspection Agency as follows:
1. Regular reports shall be submitted (via postal service, fax, or email) before the 5th day of the following month including:
a) Report on the results of the inspection work and the usage of printed inspection seals from the Inspection Management Program.
b) Inventory report on inspection seals according to the model prescribed in Appendix IX of this Circular.
2. Transmitting inspection result data to the database of the Inspection Management Program at the Vietnam Vehicle Inspection Agency at least once daily as guided by the Vietnam Vehicle Inspection Agency.
3. Before January 10th every year, report the list of automobiles that have exceeded their service life as of January 1st of that year according to the model prescribed in Appendix X of this Circular.
4. Every August, report the list of automobiles that will exceed their service life as of January 1st of the following year according to the model prescribed in Appendix X of this Circular.
5. Reports as required by authorized agencies.
Article 12. Storage of Inspection Files and Data
The inspection units must manage and store vehicle files, inspection files, and inspection data. Stored files must be complete, well-preserved, easily traceable, and readily accessible for review.
1. Vehicle files include:
a) Vehicle file establishment form;
b) Documents mentioned in point c, Clause 1, Article 5 of this Circular;
c) Certificates of quality for road safety and environmental protection for modified motor vehicles (for modified motor vehicles);
d) Overall images of motor vehicles as stipulated in point d, Clause 1, Article 8 of this Circular (including when motor vehicles change license plates or undergo modifications altering technical specifications or overall layout);
đ) A copy of the Certificate of Inspection issued after the establishment of the vehicle file or due to changes in technical parameters;
e) Copy of the vehicle registration certificate when conducting the first inspection after establishing the vehicle file or after changing the vehicle registration certificate;
g) Relevant documents related to administrative information updates and technical specification changes during the use of motor vehicles (if applicable);
h) For the initial inspection of motor vehicles at inspection units that do not manage vehicle files: If the inspection results meet requirements, the inspection unit shall send a copy of the Inspection Certificate to the unit managing the vehicle files.
2. Inspection files include:
a) Inspection forms; for cases where re-inspection occurs on the same working day, all inspection forms shall be kept in the same inspection file;
b) Copies of relevant documents: vehicle registration certificate, Inspection Certificate, newly issued inspection labels for motor vehicles;
c) Relevant documents related to updating and modifying vehicle files not managed by the unit;
d) Printed results of equipment monitoring checks through the website.
3. Inspection data shall be stored at the inspection unit and in the database of the Inspection Management Program at the Vietnam Vehicle Inspection Agency.
4. Time and location of storage
a) Vehicle files and management and issuance records during the establishment of vehicle files: Shall be stored at the inspection unit establishing the vehicle files throughout the use of motor vehicles. For vehicles that have exceeded their service life, they shall be destroyed three years (36 months) after the motor vehicle has exceeded its service life.
b) Inspection files and management and issuance records during the inspection process: Shall be stored at the inspection unit conducting the inspection and destroyed three years (36 months) after the date of inspection.
c) Motor vehicles undergoing inspection must be recorded during the inspection process on the assembly line and stored at the inspection unit for a minimum of 30 days from the date of inspection.
Chapter IV
RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS
Article 13. Responsibilities of the Vehicle Owner
In addition to implementing the contents stipulated in this Circular, the vehicle owner shall also be responsible for complying with the following regulations:
1. It is prohibited to rent or borrow engine assemblies, parts, or accessories of motor vehicles with the intent to deceive inspections; forging, erasing, or altering contents of the Inspection Certificate and inspection labels.
2. Provide accurate information related to the inspection content, administrative management content, and technical specifications of motor vehicles, including providing relevant files and documents to inspection units.
3. Safeguard the Inspection Certificate and inspection labels.
4. Return the Inspection Certificate and inspection labels upon notification of recall by the inspection unit.
Article 14. Responsibilities of the Vietnam Motor Vehicle Inspection Agency
1. Organize, guide, and direct specialized business operations regarding motor vehicle inspections, supervise the implementation of this Circular.
2. Develop, manage, and guide the uniform use of the Inspection Management Program and inspection databases nationwide, network transmission of data, and management of inspection data of motor vehicles from inspection units.
3. Conduct periodic reviews and evaluations of the suitability of facilities, human resources, files, storage, reporting systems, and other requirements stipulated for inspection units.
4. Conduct annual inspections, evaluations, and calibrations of inspection equipment at inspection units in accordance with the Law on Measurement, manufacturer requirements, and quality standards for motor vehicle inspections.
5. Organize training on specialized business operations for motor vehicle inspections. Evaluate, appoint, dismiss, issue, and revoke Inspection Certificates for inspectors.
6. Carry out regular, periodic, and spot checks on the inspection activities of inspection units. Handle violations by individuals and motor vehicle inspection units according to regulations.
7. Print, manage, distribute, and guide the use of various types of inspection seals and certificates.
8. Report on the implementation of inspection work as prescribed.
Article 15. Responsibilities of the Department of Transport
The Director of the Department of Transport of provinces and centrally administered cities is responsible for implementing and coordinating with the Vietnam Vehicle Inspection Agency to manage state affairs concerning motor vehicle inspections within their jurisdiction according to their authority.
Article 16. Responsibilities of Motor Vehicle Inspection Units
1. Carry out inspection and issue Inspection Certificates for motor vehicles in accordance with regulations. The head of the Inspection Unit, the person in charge of the inspection line, the inspector, and technical staff conducting inspections shall be responsible for the results of the inspections.
2. Publicize procedures, formalities, contents, processes, standards, regulations, fees, and working hours.
3. Implement storage and reporting systems as prescribed. Transmit inspection data, manage passwords securely, and update warning data from the Vietnam Vehicle Inspection Bureau's network as required.
4. Comply with and facilitate inspection, supervision, and oversight activities conducted by competent authorities. Report to the Vietnam Vehicle Inspection Bureau and the Department of Transport when inspection results are available.
5. Manage and distribute various stamps and certificates of inspection in accordance with regulations.
6. Regularly educate staff, inspectors, and employees on professional ethics to prevent corruption in inspection activities.
7. Inspect, maintain, and repair equipment and tools used for inspection to ensure accuracy and operational status as required. Report to the Vietnam Vehicle Inspection Bureau and the local Department of Transport when inspection equipment or lines cease operation.
8. Supervise inspection activities at the unit; remind vehicle owners not to leave money or valuable items on the vehicle during inspection.
9. Implement pre-inspection registration (via telephone, website, email) for motor vehicles when requested by vehicle owners.
10. Develop annual and long-term training plans for inspectors and technical staff within the unit to ensure and enhance their inspection capabilities.
Chapter V
IMPLEMENTING PROVISIONS
Article 17. Effective Date
1. This Circular takes effect from January 1, 2016, and revokes the following documents:
a) Circular No. 56/2012/TT-BGTVT dated December 27, 2012, issued by the Minister of Transport regarding procedures for safety and environmental protection inspections of road motor vehicles.
b) Circular No. 60/2013/TT-BGTVT dated December 30, 2013, issued by the Minister of Transport amending Article 7 of Circular No. 56/2012/TT-BGTVT dated December 27, 2012, issued by the Minister of Transport concerning safety and environmental protection inspections.
c) Circular No. 10/2009/TT-BGTVT dated June 24, 2009, issued by the Minister of Transport regarding safety and environmental protection inspections of road motor vehicles.
d) Circular No. 10/2014/TT-BGTVT dated April 23, 2014, amending and supplementing certain articles of Circular No. 56/2012/TT-BGTVT dated December 27, 2012, issued by the Minister of Transport concerning safety and environmental protection inspections of road motor vehicles and Circular No. 10/2009/TT-BGTVT dated June 24, 2009, issued by the Minister of Transport regarding safety and environmental protection inspections of road motor vehicles.
2. Inspection Certificates and Inspection Stamps issued by Inspection Units to motor vehicles before this Circular takes effect remain valid until their expiration date.
Article 18. Implementation Organization
The Director of the Ministry’s Office, the Director of the Ministry’s Inspectorate, Heads of Departments, the General Director of the Highway Corporation, the Director of the Vietnam Vehicle Inspection Bureau, Directors of Provincial and Municipal Transport Departments under the Central Government, heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
