CIRCULAR

Regulations on code numbers, occupational standards, and salary grading for specialized arts and cinema civil servants

Circular No. 10/2022/TT-BVHTTDL dated October 28, 2022, of the Minister of Culture, Sports and Tourism stipulating code numbers, occupational standards, and salary grading for specialized arts and cinema civil servants was amended and supplemented by:

Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism stipulating amendments and supplements to certain articles of circulars regulating code numbers, occupational standards, and salary grading for specialized cultural heritage, library, grassroots culture, physical education and sports, fine arts, performing arts, cinema, and cultural propaganda civil servants, which shall take effect from January 15, 2026.

Pursuant to the Civil Servant Law dated November 15, 2010;

Pursuant to the Law amending and supplementing certain articles of the Civil Servants and Public Officials Law and the Civil Servant Law dated November 25, 2019;

Pursuant to Government Decree No. 204/2004/NĐ-CP dated December 14, 2004, on salary system for civil servants, public officials, civil servants, and armed forces, and Government Decree No. 17/2013/NĐ-CP dated February 19, 2013, amending and supplementing certain articles of Government Decree No. 204/2004/NĐ-CP dated December 14, 2004, on salary system for civil servants, public officials, civil servants, and armed forces;

Pursuant to Government Decree No. 79/2017/NĐ-CP dated July 17, 2017, on functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

Pursuant to Government Decree No. 115/2020/NĐ-CP dated September 25, 2020, on recruitment, utilization, and management of civil servants;

The Minister of Culture, Sports and Tourism issues this Circular stipulating code numbers, occupational standards, and salary grading for specialized arts and cinema civil servants.[1]

Chapter I. GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

Article 1. This Circular stipulates code numbers, occupational standards, and salary grading for specialized arts and cinema civil servants, including:

a) Art director group: Stage director; film director; choreographer; dance instructor; music composition and conductor; scriptwriter.

b) Performer group: Performers working in the field of performing arts and cinema.

Article 2. This Circular applies to specialized arts and cinema civil servants working in public service units and related organizations and individuals.

Article 2. Code numbers of occupational titles for specialized arts and cinema civil servants

1. Art director group, including:

a) Art Director Class I - Code number: V.10.03.08

b) Art Director Class II - Code number: V.10.03.09

c) Art Director Class III - Code number: V.10.03.10

d) Art Director Class IV - Code number: V.10.03.11

2. Performer group, including:

a) Performer Class I - Code number: V.10.04.12

b) Performer Class II - Code number: V.10.04.13

c) Performer Class III - Code number: V.10.04.14

d) Performer Class IV - Code number: V.10.04.15

Article 3. Professional ethics standards for specialized arts and cinema civil servants

1. Demonstrate responsibility towards assigned tasks, comply with legal regulations, and fulfill all duties as a civil servant in professional activities.

2. Contribute to the development of performing arts and cinema; maintain, preserve, and promote traditional arts of ethnic communities in Vietnam.

3. Be passionate about their profession, honest, impartial, and straightforward; exhibit modest and appropriate behavior when interacting with the public; combat wrongful and negative behaviors; practice thrift and oppose waste.

4. Foster unity, be proactive and actively cooperate with colleagues to accomplish assigned tasks.

5. Continuously study and improve moral qualities, competence, and capabilities.

Chapter II. OCCUPATIONAL STANDARDS

Article 4. Artistic Director Grade I - Code: V.10.03.08

1. Duties:

a) Lead the development of scripts, stage direction, and command of theatrical and film works with high ideological and artistic value and large scale;

b) Identify new artistic trends, determine the artistic trend of the specialty; define and direct the consistency of artistic style within the unit;

c) Lead the organization of evaluation, analysis, and handling of scripts, direct the creation of scene scripts, stage direction, choreography, musical arrangement; select actors and collaborators; direct actor performances, guide collaborators, and coordinate with relevant individuals to unify creative ideas, ensure the completion process of works and programs;

d) Organize the development of plans, propose measures for staging and production; organize the collection of necessary materials and documents to serve the staging of works and programs; organize the review, improvement, handover of works and programs;

đ) Monitor the social impact of works and programs after their release to the public to continue improving and perfecting them; summarize experiences from staged works and programs at the unit; participate in summarizing professional experience in the specialty;

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in a field related to performing arts and cinema according to job position requirements. In cases where a bachelor's degree or higher in another field is held, the individual must be awarded the title "People's Artist" or "Outstanding Artist", or receive the "Ho Chi Minh Award" or "State Award" in literature and art;

b) Hold a certificate for training in the occupational title standards for artistic directors;

3. Qualifications regarding professional expertise and skills:

a) Proficiently understand the Party's policies and the State's laws on performing arts and cinema;

b) Proficiently understand comprehensive knowledge about various forms of literature and art; characteristics and features of various arts; scientific and technological achievements and cultural and artistic developments both domestically and internationally related to professional activities;

c) Have extensive experience in creative activities, staging, and directing;

d) Possess leadership capabilities, research abilities, and coordination with colleagues in organizing professional activities; have the ability to propose innovative artistic solutions;

4. Requirements for staff candidates[2] for promotion to the occupational title of Grade I Artistic Director:

a) Have held the occupational title of Grade II Artistic Director or equivalent for at least six years. In cases of equivalent time, they must have held the occupational title of Grade II Artistic Director for at least one year (twelve months) up to the deadline for submitting registration applications for promotion assessment;[3] b) Meet one of the following requirements:

- During the period holding the occupational title of Grade II Artistic Director or equivalent, at least two works or programs directed were recognized for artistic quality by the Ministry-level or equivalent specialized Art Council, or at least two works or programs directed received awards at national-level professional contests, festivals, or performances.

- Be awarded the title "People's Artist" or receive the "Ho Chi Minh Award" in literature and art.

- Being awarded the title of "People's Artist" or receiving the "Ho Chi Minh Prize" in literature and art.

Article 5. Art Director Grade II - Code: V.10.03.09

1. Duties:

a) Lead or participate in building scripts, staging, directing theatrical and film works with ideological and artistic value; works of large and medium scale. Evaluate, analyze, and process scripts: develop directorial concepts, scene scripts, choreography, music; select actors, collaborators;

b) Direct the acting of actors, guide collaborators, and coordinate with relevant parties to unify creative ideas, ensuring the completion process of works and programs;

c) Develop plans, propose measures for staging and production; collect necessary materials and documents to serve the staging of works and programs; organize reviews, improvements, handovers of works and programs;

d) Summarize experiences from staged works and programs, artistic trends; establish and form a consistent artistic style for the unit; monitor the social impact of works and programs after their release to continue improving and perfecting them.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in a field related to performing arts and cinema according to job position requirements. In cases where a bachelor's degree or higher in another field is held, the individual must be awarded the title "People's Artist" or "Outstanding Artist", or receive the "Ho Chi Minh Award" or "State Award" in literature and art;

b) Hold a certificate for training in the occupational title standards for artistic directors;

3. Qualifications regarding professional expertise and skills:

a) Proficiently understand the Party's policies and the State's laws on performing arts and cinema;

b) Master various forms, methods of creation, and related technical procedures;

c) Have experience in creation, staging, and directing;

d) Possess research capabilities and collaborate with colleagues in professional activities.

4. Requirements for staff applying for promotion to the position of Art Director Grade II:[4] advancing to the second-class rank of artistic director profession:

a) Have held the position of Art Director Grade III or equivalent for at least nine years (excluding probationary and trial periods).

In cases with equivalent time, they must have held the position of Art Director Grade III for at least one year (twelve months) up to the deadline for submitting application registration forms.[5] b) Meet one of the following requirements:

- During the period holding the occupational title of Grade II Artistic Director or equivalent, at least two works or programs directed were recognized for artistic quality by the Ministry-level or equivalent specialized Art Council, or at least two works or programs directed received awards at national-level professional contests, festivals, or performances.

- During the period holding the position of Art Director Grade III or equivalent, at least one work or program staged must be recognized for artistic quality by a specialized Ministry-level Art Council or equivalent, or at least one work or program staged must have won awards in professional contests, festivals, or performances (or at the national level).

- Received the title of "People's Artist" or "Meritorious Artist", or received the "Ho Chi Minh Award" or "State Award" in literature and art.

Article 6. Art Director Grade III - Code: V.10.03.10

1. Duties:

a) Participate in building scripts, staging, and directing theatrical and film works with ideological and artistic value; works of medium and small scale. Evaluate, analyze, and process scripts: develop directorial concepts, scene scripts; select actors, collaborators;

b) Direct the acting of actors, guide collaborators, and coordinate with relevant parties to unify creative ideas, ensuring the completion process of assigned works and programs;

c) Develop plans, propose measures for staging and production; collect necessary materials and documents to serve the staging of works and programs; organize reviews, improvements, handovers of works and programs;

d) Monitor the social impact of works and programs after their release to continue improving and perfecting them.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in a relevant performing arts and film major according to job requirements. In cases with a bachelor's degree or higher in another field, they must have received the title of "People's Artist" or "Meritorious Artist", or received the "Ho Chi Minh Award" or "State Award" in literature and art;

b) Hold a certificate for training in the occupational title standards for artistic directors;

3. Qualifications regarding professional expertise and skills:

a) Understand the Party's policies and State laws on performing arts and film;

b) Understand various forms and methods of creation;

c) Possess collaboration skills with colleagues in professional activities;

d) Possess the ability to apply scientific progress to enhance the effectiveness of performing arts and film work.

4. Requirements for staff candidates[6] Promotion to the position of Art Director Grade III:

Have held the position of Art Director Grade IV or equivalent for at least two years (excluding probationary and trial periods) for college level or at least three years (excluding probationary and trial periods) for secondary level. In cases with equivalent time, they must have held the position of Art Director Grade IV for at least one year (twelve months) up to the deadline for submitting application registration forms.[7] for promotion.

Article 7. Artistic Director Level IV - Code: V.10.03.11

1. Duties:

a) Implement artistic director ideas regarding: Analyzing and processing scene scripts, music, selecting actors, collaborators; collecting necessary materials to serve the creation of scripts, music, staging works, programs;

b) Participate in building plans, proposing measures for staging and production; monitor the social impact of works and programs after they are widely released to continue improving and perfecting them;

c) Participate in directing actor performances, guiding collaborators, and coordinating with relevant individuals to unify creative concepts, ensuring the completion process of works and programs;

2. Qualifications regarding education and training:

a) Hold a diploma or higher degree in a field related to performing arts and cinema as required by the job position;

b) Hold a certificate for training in the occupational title standards for artistic directors;

3. Qualifications regarding professional expertise and skills:

a) Understand the Party's policies and State laws on performing arts and film;

b) Understand basic scientific achievements related to professional duties;

c) Understand forms and methods of creation;

d) Possess the ability to collaborate with colleagues in professional activities;

Article 8. Actor Level I - Code: V.10.04.12

1. Duties:

a) Take on main roles in programs and works of theater and film with high ideological and artistic value, large-scale;

b) Express artistic imagery language with unique creativity for assigned main characters and related characters based on directors', choreographers', dance instructors', and musical conductors' concepts;

c) Deeply study script content, works; immerse in real life to enhance knowledge and realistically portray roles and performances;

d) Lead, guide, organize according to assignments and strictly implement professional procedures in rehearsals, preliminary reviews, final reviews, and performances;

e) Summarize experiences from performed roles and performances; participate in summarizing professional experience;

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in a field related to performing arts and cinema according to job position requirements. In cases where a bachelor's degree or higher in another field is held, the individual must be awarded the title "People's Artist" or "Outstanding Artist", or receive the "Ho Chi Minh Award" or "State Award" in literature and art;

b) Hold a certificate for upgrading occupational title standards for civil servant actors;

3. Qualifications regarding professional expertise and skills:

a) Proficiently understand the Party's policies and the State's laws on performing arts and cinema;

b) Possess outstanding artistic talent in the specialized field;

c) Master professional knowledge, effectively apply it to artistic creation; deeply understand characteristics and features of combined arts and related technical sciences;

d) Possess leadership skills, research capabilities, and the ability to collaborate with colleagues in organizing professional activities;

e) Possess the ability to propose innovative artistic solutions;

4. Requirements for staff candidates[8] Consideration for promotion to the occupational title of Actor Level I:

a) Have held the occupational title of Actor Level II or equivalent for at least six years. In cases of equivalent time, must have held the occupational title of Actor Level II for at least one year (12 months) up to the deadline for submitting registration applications;[9] b) Meet one of the following requirements:

- During the period holding the occupational title of Grade II Artistic Director or equivalent, at least two works or programs directed were recognized for artistic quality by the Ministry-level or equivalent specialized Art Council, or at least two works or programs directed received awards at national-level professional contests, festivals, or performances.

- During the period holding the occupational title of Actor Level II or equivalent, must have received at least two awards for outstanding actors recognized by the Ministry-level Professional Arts Council or equivalent, or have won top prizes in at least two roles or performances in national professional contests, festivals, and performances.

- Being awarded the title of "People's Artist" or receiving the "Ho Chi Minh Prize" in literature and art.

Article 9. Category II Performer - Code: V.10.04.13

1. Duties:

a) Successfully undertake assigned roles.

b) Study the script content, deeply research the main character assigned to be undertaken and related characters, with the assistance of the director, choreographer, dance trainer, and music conductor to express artistic imagery language, demonstrating outstanding creativity.

c) Strictly follow all professional procedures during practice, preliminary review, general rehearsal, and performance.

d) Immerse oneself in real life to enhance knowledge, deeply and truthfully portray roles and performances.

e) Summarize experiences from performed roles and performances.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in a field related to performing arts and cinema according to job position requirements. In cases where a bachelor's degree or higher in another field is held, the individual must be awarded the title "People's Artist" or "Outstanding Artist", or receive the "Ho Chi Minh Award" or "State Award" in literature and art;

b) Hold a certificate for upgrading occupational title standards for civil servant actors;

3. Qualifications regarding professional expertise and skills:

a) Proficiently understand the Party's policies and the State's laws on performing arts and cinema;

b) Possess artistic talent in the specialized field.

c) Master professional knowledge in the specialized field, apply it to create artistic imagery, basic characteristics and features of combined arts, and fundamental knowledge about related science and technology fields.

d) Have the ability to research, propose, and collaborate with colleagues in professional activities.

4. Requirements for staff candidates[10] Consideration for promotion to the title of Category II Performer profession:

a) Hold the title of Category III Performer or equivalent for at least nine years (excluding probationary and trial periods). In cases of equivalent time, there must be at least one year (full twelve months) holding the title of Category III Performer up to the deadline for submitting registration applications.[11] b) Meet one of the following requirements:

- During the period holding the occupational title of Grade II Artistic Director or equivalent, at least two works or programs directed were recognized for artistic quality by the Ministry-level or equivalent specialized Art Council, or at least two works or programs directed received awards at national-level professional contests, festivals, or performances.

- During the period holding the title of Category III Performer or equivalent, have received at least one award for outstanding performance recognized by the Ministry-level Professional Art Council or equivalent, or have won the highest prize in national professional contests, festivals, and performances.

- Received the title of "People's Artist" or "Meritorious Artist", or received the "Ho Chi Minh Award" or "State Award" in literature and art.

Article 10. Category III Performer - Code: V.10.04.14

1. Duties:

a) Undertake assigned roles.

b) Study the script content, research the assigned character under the guidance of the director, choreographer, dance trainer, and music conductor to express creative artistic language.

c) Strictly follow all professional procedures during practice, preliminary review, general rehearsal, and performance.

d) Immerse oneself in real life to enhance knowledge, truthfully portray roles and performances.

2. Qualifications regarding education and training:

a) Hold a bachelor's degree or higher in a field related to performing arts and cinema according to job position requirements. In cases where a bachelor's degree or higher in another field is held, the individual must be awarded the title "People's Artist" or "Outstanding Artist", or receive the "Ho Chi Minh Award" or "State Award" in literature and art;

b) Hold a certificate for upgrading occupational title standards for civil servant actors;

3. Qualifications regarding professional expertise and skills:

a) Proficiently understand the Party's policies and the State's laws on performing arts and cinema;

b) Possess aptitude in the specialized field.

c) Understand professional knowledge in the specialized field, basic characteristics of combined arts, and fundamental knowledge about related science and technology fields.

d) Have the ability to collaborate with colleagues in professional activities.

4. Requirements for staff candidates[13] Consideration for promotion to the title of Category III Performer:

Hold the title of Category IV Performer or equivalent for at least two years (excluding probationary and trial periods) for college level or at least three years (excluding probationary and trial periods) for secondary level. In cases of equivalent time, there must be at least one year (full twelve months) holding the title of Category IV Performer up to the deadline for submitting registration applications.[14] for promotion.

Article 11. Category IV Performer - Code: V.10.04.15

1. Duties:

a) Undertake assigned roles.

b) Study the script content, research the assigned character under the guidance of the director, choreographer, dance trainer, and music conductor to express artistic language.

c) Strictly follow all professional procedures during practice, preliminary review, general rehearsal, and performance.

d) Immerse oneself in real life to enhance knowledge, truthfully portray roles and performances.

2. Qualifications regarding education and training:

a) Hold a diploma or higher degree relevant to the performing arts and film industry according to job position requirements.

b) Hold a certificate for upgrading occupational title standards for civil servant actors;

3. Qualifications regarding professional expertise and skills:

a) Understand the Party's policies and State laws on performing arts and film;

b) Possess aptitude in the specialized field.

c) Possess knowledge about professional specialization, basic characteristics of various arts.

d) Have the ability to collaborate with colleagues in professional activities.

Chapter III. SALARY GRADING FOR THE PROFESSIONAL TITLES OF PERFORMING ARTS AND FILM INDUSTRY SPECIALISTS

Article 12. Principles for grading salaries for positions in the performing arts and cinema professions for civil servants

1. The appointment and salary grading for positions in the performing arts and cinema professions as stipulated in this Circular must be based on the job position, responsibilities, tasks, and professional qualifications currently held by the civil servant.

2. When appointing and grading salaries for positions in the performing arts and cinema professions as specified in this Circular, it shall not combine with increasing salary grades or promoting to higher position ranks.

Article 13. Methods for Salary Grading

1. The positions in the performing arts and cinema professions as stipulated in this Circular shall apply Table 3 (Table of Salaries for Professional Qualifications for Civil Servants and Employees in State-Owned Enterprises) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the salary system for cadres, civil servants, employees, and armed forces personnel, specifically as follows:

a) For the director of artistic performance position:

- The artistic director position rank I applies the salary grade of type A3, group 1 (A3.1) from coefficient 6.20 to coefficient 8.00;

- The artistic director position rank II applies the salary grade of type A2, group 1 (A2.1) from coefficient 4.40 to coefficient 6.78;

- The artistic director position rank III applies the salary grade of type A1 from coefficient 2.34 to coefficient 4.98;

- The artistic director position rank IV applies the salary grade of type B from coefficient 1.86 to coefficient 4.06.

b) For the actor position:

- The actor position rank I applies the salary grade of type A3, group 1 (A3.1) from coefficient 6.20 to coefficient 8.00;

- The actor position rank II applies the salary grade of type A2, group 2 (A2.2) from coefficient 4.0 to coefficient 6.38;

- The actor position rank III applies the salary grade of type A1 from coefficient 2.34 to coefficient 4.98;

- The actor position rank IV applies the salary grade of type B from coefficient 1.86 to coefficient 4.06.

2.[15] After completing the probationary period according to regulations, civil servants will be appointed and have their salary grade set as follows:

a) In cases where civil servants are recruited with a bachelor's degree suitable for the job position, they will be appointed to the artistic director position rank III or actor position rank III: grade 1, coefficient 2.34, type A1 employee grade;

b) In cases where civil servants are recruited with a college diploma suitable for the job position, they will be appointed to the artistic director position rank IV or actor position rank IV: grade 1, coefficient 1.86, type B employee grade;

c) In cases where civil servants are recruited with a higher level of education than required under points a and b of this clause, each higher level of education will be added one salary grade.

3. The transfer of salary grading for civil servants from current positions to positions in the performing arts and cinema professions as stipulated in this Circular shall be carried out in accordance with the guidelines in Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Ministry of Home Affairs guiding salary grading when upgrading, transferring grades, or changing types of civil servants and employees.

Chapter IV. IMPLEMENTING PROVISIONS

Article 14. Implementation Organization

1. This Circular serves as the basis for implementing the recruitment, utilization, and management of specialized art performance and film civil servants working in public service units.

2. The heads of public service units directly managing and utilizing civil servants shall be responsible for reviewing the positions within their units; deciding or submitting to the competent authority for appointment of occupational titles of specialized art performance and film civil servants according to the delegated authority.

3. Non-public institutions, organizations, and non-profit service units may apply the provisions of this Circular to recruit, utilize, and manage staff in the specialized art performance and film sectors.

Article 15. Transitional Provisions

1. Civil servants who have been appointed to occupational titles in the specialized art performance and film sector according to the law before the effective date of this Circular shall be deemed to meet the requirements regarding educational qualifications, training standards, and professional qualifications of occupational titles of specialized art performance and film civil servants as stipulated in this Circular corresponding to the occupational titles they have been appointed.

2. Civil servants who had obtained certificates for training standards of occupational titles of various ranks of specialized art performance and film civil servants before June 30, 2022, as prescribed in Clause 3, Article 2 of Decree No. 89/2021/NĐ-CP dated October 18, 2021, amending and supplementing certain articles of Decree No. 101/2017/NĐ-CP dated September 1, 2017, on training and upgrading cadres, civil servants, and public officials shall be deemed to meet the certificate requirements for training standards of occupational titles of various ranks of specialized art performance and film civil servants for transferring occupational titles, participating in the examination period for promotion of occupational titles, and not required to undergo the training program for occupational title training standards of specialized art performance and film civil servants as stipulated in this Circular.

Article 16. Effective Date and Responsibility for Implementation

1. This Circular takes effect from December 15, 2022.

2. The Circular Jointly Issued No. 10/2015/TTLT-BVHTTDL-BNV dated December 11, 2015, of the Minister of Culture, Sports and Tourism and the Minister of Home Affairs prescribing job code and qualification standards for specialized art performance and film civil servants is hereby abolished.

3. In cases where the referenced documents in this Circular are amended, supplemented, or replaced, implementation shall be carried out according to the new documents.

4. The Minister, the head of a ministry-level agency, the head of a government agency, the Chairman of the People's Committee of provinces and centrally-administered cities, and related agencies, units, and individuals are responsible for implementing this Circular.

5. During the implementation process, if any difficulties arise, it is requested that agencies, units, and individuals promptly report to the Ministry of Culture, Sports and Tourism for research and appropriate amendments and supplements.

Pursuant to Decree No. 85/2023/NĐ-CP dated December 7, 2023, of the Government amending and supplementing certain articles of Decree No. 115/2020/NĐ-CP dated September 25, 2020, on recruitment, utilization, and management of civil servants;

Based on the proposal of the Director of the Cadre and Civil Servant Department;

The Minister of Culture, Sports and Tourism promulgates this Circular amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors."

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.

The title of this Article has been amended pursuant to Article 1 of Decision No. 2974/QĐ-BVHTTDL dated October 28, 2022, of the Minister of Culture, Sports and Tourism, which took effect from November 16, 2022.

[15] This clause has been amended and supplemented pursuant to Article 6 of Circular No. 15/2025/TT-BVHTTDL issued by the Minister of Culture, Sports and Tourism to amend and supplement certain articles of Circulars stipulating code numbers, job title standards, and salary grading for specialized civil servants in cultural heritage, library, grassroots culture, physical education and sports, fine arts, performing arts, cinema, and cultural propaganda professions, which shall take effect from January 15, 2026.

[16] Article 9 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, issued by the Minister of Culture, Sports and Tourism to amend and supplement certain articles of Circulars stipulating code numbers, job title standards, and salary grading for specialized civil servants in cultural heritage, library, grassroots culture, physical education and sports, fine arts, performing arts, cinema, and cultural propaganda professions, which shall take effect from January 15, 2026, is stipulated as follows:

 “Article 9. Implementation Provisions

1. This Circular takes effect from January 15, 2026.

2. In the course of implementation, if there are any difficulties, agencies, units, and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism for study and appropriate amendment and supplementation./.
